Abstract

ABSTRAK Pelayanan di Dinas Kependudukan dan Pencatatan Sipil merupakan elemen penting dalam upaya mewujudkan tata kelola pemerintahan yang baik. Pembuatan berkas-berkas seperti Kartu Keluarga (KK), Kartu Tanda Penduduk (KTP), Akta Kelahiran, dan lainnya merupakan tugas Dinas Kependudukan dan Pencatatan Sipil. Pada pasal 3 Peraturan Bupati Tanggamus Nomor 20 Tahun 2022 Dijelaskan bahwa standar pelayanan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus memperhatikan prinsip-prinsip yaitu sederhana, konsistensi, partisipatif, akuntabel, berkesinambungan, transparansi, dan berkeadilan. Namun dalam proses pelayanan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus masih ditemui permasalahan terkait keluhan masyarakat mengenai proses pelayanan yang belum optimal. Rumusan masalah dalam penelitian ini diantaranya, Bagaimana Implementasi Pasal 3 Peraturan Bupati Tanggamus Nomor 20 Tahun 2022 Tentang Pelayanan Pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus, dan Bagaimana Analisis Fiqh Siyasah Terhadap Implementasi Pasal 3 Peraturan Bupati Tanggamus Nomor 20 Tahun 2022 Tentang Pelayanan Pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus. Jenis metode penelitian ini adalah penelitian lapangan (Field Research) penelitian langsung dilakukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus. Sumber data berupa data primer dan sekunder. Adapun teknik pengumpulan data penelitian ini melalui observasi, wawancara, dan dokumentasi kepada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus. Dalam menganalisis, penelitian menggunakan analisis kualitatif dan dibantu dengan menggunakan teori yang bersangkutan dengan permasalahan ini. Hasil penelitian ini menunjukan bahwa Pelaksanaan Implementasi Pasal 3 Peraturan Bupati Tanggamus Nomor 20 Tahun 2022 Tentang Pelayanan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus dalam memberikan pelayanan di Disdukcapil Kabupaten Tanggamus belum terlaksana secara optimal. Dalam analisis Fiqh Siyasah Terhadap Implementasi Pasal 3 Peraturan Bupati Tanggamus Nomor 20 Tahun 2022 Tentang Pelayanan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanggamus belum sesuai dengan prinsip amanah dalam siyasah tanfidziyyah. Sebuah pelayanan yang di berikan oleh setiap pegawai pemerintah atau Aparatur Sipil Negara harus amanah dalam memberikan pelayanan kepada masyarakat. ABSTRACT Services at the Population and Civil Registration Office are an important element in realizing good governance. Making files such as Family Cards (KK), Identity Cards (KTP) Birth Certificates, and others are the duties of the Population and Civil Registration Office. article 3 of the Tanggamus Regent Regulation Number 20 of 2022 explains that service standards at the Population and Civil Registration Office of Tanggamus Regency pay attention to the principles of simplicity, consistency, participation, accountability, sustainability, transparency, and justice. However, in the service process at the Population and Civil Registration Office of Tanggamus Regency, there are still problems related to public complaints about the poor service process. The formulation of the problems in this study include, How is the Implementation of Article 3 of the Tanggmus Regent Regulation Number 20 of 2022 concerning Services at the Population and Civil Registration Office of Tanggamus Regency, and How is Fiqh Siyasah Analysis of the Implementation of Article 3 of the Tanggamus Regent Regulation Number 20 of 2022 concerning Services at the Population and Civil Registration Office of Tanggamus Regency. This type of research method is field research (Field Research) research directly conducted at the Population and Civil Registration Office of Tanggamus Regency. Data sources are primary and secondary data. The data collection technique of this research is through observation, interviews, and documentation to the Population and Civil Registration Office of Tanggamus Regency. In analyzing, the research uses qualitative analysis and is assisted by using theories related to this problem. The results of this study indicate that the Implementation of Article 3 of the Tanggamus Regent Regulation Number 20 of 2022 concerning Services at the Population and Civil Registration Office of Tanggamus Regency in providing services at the Population and Civil Registration Office of Tanggamus Regency has not been carried out optimally. In the analysis of Fiqh Siyasah on the Implementation of Article 3 of the Regent Regulation of Tanggamus Number 20 of 2022 concerning Services at the Population and Civil Registration Office of Tanggamus Regency, it is not accordance with the principle of trust in siyasah tanfidziyyah. A service provided by every government employee or State Civil Apparatus must be trustworthy in providing services to the community.
