Abstract
ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi konsep Blue Economy melalui kontribusi industri ikan tangkap dan budidaya ikan dalam mendukung pembangunan berkelanjutan di kawasan pesisir Kota Bandar Lampung, ditinjau dari perspektif ekonomi Islam. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data primer diperoleh melalui wawancara mendalam dengan nelayan, pembudidaya ikan, dan pihak Dinas Kelautan dan Perikanan, serta observasi langsung di lapangan dan dokumentasi. Data sekunder diperoleh dari dokumen resmi, laporan, dan literatur pendukung. Hasil penelitian menunjukkan bahwa penerapan prinsip Blue Economy di wilayah ini belum optimal, ditandai dengan masih adanya penggunaan alat tangkap yang merusak, pengelolaan limbah yang buruk, dan rendahnya kesadaran lingkungan masyarakat pesisir. Kendala utama meliputi kurangnya edukasi, keterbatasan teknologi ramah lingkungan, serta ketimpangan akses modal dan pasar antara pelaku besar dan kecil. Namun, terdapat peluang berupa potensi sumber daya laut yang melimpah, dukungan kebijakan pemerintah, dan peluang kolaborasi multi-stakeholder. Dalam perspektif ekonomi Islam, penerapan Blue Economy sejalan dengan prinsip keadilan, keseimbangan, dan kemaslahatan, yang menekankan pengelolaan sumber daya secara berkelanjutan dan pemerataan manfaat bagi seluruh masyarakat. Rekomendasi penelitian meliputi penguatan kelembagaan lokal, pemberian insentif bagi praktik ramah lingkungan, peningkatan edukasi masyarakat, serta integrasi nilai-nilai syariah dalam kebijakan pengelolaan sektor perikanan. ABSTRACT This study aims to analyze the implementation of the Blue Economy concept through the contributions of capture fisheries and aquaculture industries in supporting sustainable development in the coastal area of Bandar Lampung City, viewed from an Islamic economic perspective. The research employs a qualitative method with a case study approach. Primary data were obtained through indepth interviews with fishermen, fish farmers, and officials from the Marine and Fisheries Office, as well as direct field observations and documentation. Secondary data were collected from official documents, reports, and supporting literature. The findings reveal that the implementation of Blue Economy principles in the region has not yet been optimal, as indicated by the continued use of environmentally destructive fishing gear, poor waste management, and low environmental awareness among coastal communities. The main challenges include limited education, a lack of eco-friendly technology, and unequal access to capital and markets between large-scale operators and small-scale players. However, there are opportunities such as abundant marine resources, supportive government policies, and the potential for multistakeholder collaboration. From an Islamic economic perspective, the implementation of the Blue Economy aligns with the principles of justice (‘adl), balance (mizan), and public welfare (maslahah), which emphasize sustainable resource management and equitable distribution of benefits for all members of society. The study recommends strengthening local institutions, providing incentives for environmentally friendly practices, enhancing community education, and integrating Sharia-based values into fisheries sector management policies.
