Abstract

ABSTRAK Pemilihan Kepala Daerah (Pilkada) merupakan wujud nyata demokrasi yang menjamin partisipasi rakyat dalam menentukan pemimpin daerah. Tahapan pemutakhiran daftar pemilih menjadi sangat penting karena berpengaruh langsung terhadap keabsahan pemilu, legitimasi hasil, serta kepercayaan publik terhadap penyelenggara pemilu. Oleh karena itu, pengawasan terhadap proses ini menjadi hal yang krusial, terutama di tingkat akar seperti di Desa Fajar Baru. Penelitian ini bertujuan untuk mengkaji dan menganalisis implementasi pengawasan pemutakhiran daftar pemilih oleh Panitia Pengawas Pemilihan Umum Kelurahan/Desa (PKD) Desa Fajar Baru Kecamatan Jati Agung Kabupaten Lampung Selatan berdasarkan Pasal 6 Ayat (1) Huruf (a) Perbawaslu Nomor 6 Tahun 2024 dan bagaimana implementasi pengawasan pemutakhiran daftar pemilih oleh Panitia Pengawas Pemilihan Umum Kelurahan/Desa (PKD) Desa Fajar Baru Kecamatan Jati Agung Kabupaten Lampung Selatan berdasarkan Pasal 6 Ayat (1) Huruf (a) Perbawaslu Nomor 6 Tahun 2024 dalam perspektif Siyasah Tanfidziyyah. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian lapangan dan sifat deskriptif-analitis. Data primer diperoleh dari hasil wawancara dengan anggota Panitia Pengawas Pemilihan Umum Kecamatan (Panwascam), Panitia Pengawas Pemilihan Umum Kelurahan/Desa (PKD), Panitia Pemungutan Suara (PPS), Petugas Pemutakhiran Data Pemilih (Pantarlih) dan Masyarakat Desa Fajar Baru Kecamatan Jati Agung Kabupaten Lampung Selatan, sementara data sekunder diperoleh dari dokumen, peraturan, jurnal, dan literatur terkait. Teknik pengumpulan data menggunakan metode observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pengawasan yang dilakukan Panitia Pengawas Pemilihan Umum Kelurahan/Desa (PKD) secara umum telah sesuai dengan regulasi, terlihat dari pelaksanaan pengawasan seluruh tahapan mulai dari pencocokan dan penelitian Data Pemilih (Coklit), penetapan Daftar Pemilih Hasil Pemutakhiran (DPHP), penetapan Daftar Pemilih Sementara (DPS), sampai dengan penetapan Daftar Pemilih Tetap (DPT). Panwaslu Kecamatan juga turut berperan aktif dalam membentuk Posko Pengaduan dan mendorong pelibatan masyarakat. Namun, pelaksanaan di lapangan masih menghadapi kendala teknis dan struktural, seperti keterbatasan personel, akses data yang terbatas, dan rendahnya partisipasi masyarakat. Dari perspektif Siyasah Tanfidziyyah, pengawasan yang dilakukan mencerminkan prinsip tanggung jawab (mas‟uliyyah) dan amanah. Namun prinsip gotong royong (ta„awun) belum sepenuhnya terwujud karena kurangnya sinergi antara PKD, Pantarlih, PPS, dan masyarakat. Oleh sebab itu, dibutuhkan peningkatan pelatihan, penguatan koordinasi antar-lembaga, dan pelibatan publik yang lebih aktif agar pengawasan pemutakhiran daftar pemilih dapat berjalan lebih optimal dan sesuai dengan nilainilai syariat Islam. Kesadaran kolektif seluruh elemen sangat dibutuhkan guna menjamin pemilu yang akurat, adil, dan bermartabat ABSTRACT Regional Head Election (Pilkada) represents a concrete manifestation of democracy that guarantees public participation in determining regional leaders. The voter list updating stage is crucial as it directly affects the validity of the election, the legitimacy of its results, and public trust in the election organizers. Therefore, supervision of this process is vital, especially at the grassroots level such as in Fajar Baru Village. This study aims to examine and analyze the implementation of voter list updating supervision by the Election Supervisory Committee at the Village Level (PKD) in Fajar Baru Village, Jati Agung Subdistrict, South Lampung Regency, based on Article 6 Paragraph (1) Letter (a) of Bawaslu Regulation Number 6 of 2024 amd how implementation of voter list updating supervision by the Election Supervisory Committee at the Village Level (PKD) in Fajar Baru Village, Jati Agung Subdistrict, South Lampung Regency, based on Article 6 Paragraph (1) Letter (a) of Bawaslu Regulation Number 6 of 2024 in perspective of Siyasah Tanfidziyyah . This research employs a qualitative approach with field research methods and a descriptive-analytical nature. Primary data were obtained through interviews with members of the Subdistrict Election Supervisory Committee (Panwascam), the Village Election Supervisory Committee (PKD), the Voting Committee (PPS), the Voter Data Updating Officers (Pantarlih), and the community of Fajar Baru Village, Jati Agung Subdistrict, South Lampung Regency. Secondary data were obtained from documents, regulations, journals, and related literature. Data collection techniques included observation, interviews, and documentation. The findings show that the supervision conducted by the Village Election Supervisory Committee (PKD) was generally in accordance with regulations, as reflected in the monitoring of all stages starting from the Voter Data Matching and Research (Coklit), the stipulation of the Voter List Updating Results (DPHP), the stipulation of the Temporary Voter List (DPS), up to the stipulation of the Final Voter List (DPT). The Subdistrict Election Supervisory Committee (Panwascam) also played an active role in establishing a Complaint Post and encouraging community involvement. However, implementation in the field still encountered technical and structural obstacles, such as limited personnel, restricted data access, and low community participation. From the perspective of Siyasah Tanfidziyyah, the supervision carried out reflects the principles of responsibility (mas‟uliyyah) and trustworthiness (amanah). However, the principle of mutual cooperation (ta„awun) has not been fully realized due to the lack of synergy between PKD, Pantarlih, PPS, and the community. Therefore, there is a need for enhanced training, strengthened interinstitutional coordination, and more active public engagement so that voter list updating supervision can run more optimally and in line with Islamic values. Collective awareness from all elements is essential to ensure elections that are accurate, fair, and dignified
