Abstract

ABSTRAK Tata cara berlalu lintas pejalan kaki di atur oleh Pasal 63 ayat (1) Peraturan Daerah Kota Bandar Lampung Nomor 10 Tahun 2017 tentang Penyelenggaraan Transportasi, yang menetapkan pedoman hukum bagi perlakuan dan keselamatan pejalan kaki dalam sistem transportasi perkotaan. Penelitian ini membahas pelican crossing, sebuah fasilitas untuk pejalan kaki yang digunakan untuk menyeberang dan dilengkapi dengan lampu lalu lintas, sebagai pengembangan dari zebra crossing. Tujuan dari adanya rambu lalu lintas pelican crossing untuk meningkatkan keselamatan dan kenyamanan pejalan kaki saat menyeberang jalan dengan memberikan isyarat penghentian arus lalu lintas kendaraan. Penelitian ini juga implementasi tata cara berlalu lintas bagi pejalan kaki di kota Bandar lampung, serta kurangnya familiaritas masyarakat Bandar Lampung terhadap fasilitas ini. Dengan fokus pada tinjauan Fiqh Siyasah Tanfidziyyah. Pokok permasalahan dalam penelitian ini adalah Implementasi Peraturan Daerah terkait kewajiban pejalan kaki untuk menggunakan fasilitas penyeberangan yang telah disediakan. Tujuan penelitian ini adalah untuk menganalisis Implementasi pasal tersebut dalam perspektif Fiqh Siyasah Tanfidziyyah. Metode penelitian yang digunakan adalah penelitian lapangan (field research) dengan melalui cara yaitu observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi pasal ini tidak berjalan hal ini terungkap dalam sesi observasi dan wawancara informan di lapangan. Kesimpulan dari penelitian ini adalah dinas perhubungan belum memperkenalkan bagaimana cara penggunaan fasilitas penyeberangan pelican crossing sehingga masyarakat belum mengenal apa itu pelican crossing dan banyak yang belum mengetahui fungsinya maka dari itu Implementasi pasal ini tidak terlaksana dengan baik diharapkan untuk dinas perhubungan lebih mengenalkan lagi melalui sosialisasi kepada masyarakat. ABSTRACT Pedestrian traffic procedures are regulated by Article 63 paragraph (1) of Bandar Lampung City Regional Regulation Number 10 of 2017 concerning Transportation Implementation, which establishes legal guidelines for the treatment and safety of pedestrians in the urban transportation system. This study discusses the pelican crossing, a facility for pedestrians used for crossing and equipped with traffic lights, as a development of the zebra crossing. The purpose of the pelican crossing traffic sign is to improve the safety and comfort of pedestrians when crossing the road by providing a signal to stop the flow of vehicle traffic. This study also implements traffic procedures for pedestrians in Bandar Lampung city, as well as the lack of familiarity of the Bandar Lampung community with this facility. With a focus on the review of Fiqh Siyasah Tanfidziyyah. The main problem in this study is the Implementation of Regional Regulations regarding the obligation of pedestrians to use the crossing facilities that have been provided. The purpose of this study is to analyze the Implementation of this article from the perspective of Fiqh Siyasah Tanfidziyyah. The research method used is field research through observation, interviews and documentation. The results of the study indicate that the implementation of this article is not running well, this was revealed in the observation and interview sessions of informants in the field. The conclusion of this study is that the transportation agency has not introduced how to use the pelican crossing facility so that the public does not know what a pelican crossing is and many do not know its function. Therefore, the implementation of this article is not carried out well, it is hoped that the transportation agency will introduce it more through socialization to the public.
