Abstract

ABSTRAK Implemetasi merupakan proses penerapan atau pelaksanaan suatu rencana, kebijakan, atau konsep menjadi tindakan nyata. Dalam penelitian ini bertujuan untuk menganalisis implementasi Pasal 54 Undang-Undang Nomor 6 Tahun 2014 tentang Desa terhadap pelaksanaan musyawarah kampung kalidadi sebagai forum pengambilan keputusan tertinggi di tingkat kampung. Pasal 54 mengatur bahwa musyawarah desa merupakan wadah permusyawaratan antara Badan Permusyawaratan Desa, pemerintah desa, dan unsur masyarakat untuk membahas hal-hal strategis dalam pembangunan desa. Permasalahan dalam skripsi ini adalah kurang nya partisipasi masyarakat dalam pengambilan keputusan di kampung kalidadi yang mana hasil dari keputusan tersebut adalah pembangunan lapangan futsal dan masyarakat kampung harus membayar ketika menggunakannya. Keterlibatan aktif warga dalam perencanaan, pelaksanaan, dan evaluasi program pembangunan tidak hanya meningkatkan efektivitas kebijakan, tetapi juga memperkuat hubungan antara pemerintah dan masyarakat. Selain itu keikutsertaan warga dalam proses pengambilan keputusan memungkinkan terjadinya inovasi dan solusi yang lebih berguna, sesuai dengan kebutuhan masyarakat Kampung. Permasalahan dalam penelitian ini adalah (1) Bagaimana implementasi pasal 54 Undang-undang Nomor 6 Tahun 2014 tentang desa terhadap partisipasi masyarakat dalam pengambilan keputusan di Kampung Kalidadi Kecamatan Kalirejo Kabupaten Lampung Tengah ?. (2) Bagaimana implementasi pasal 54 Undang-undang Nomor 6 Tahun 2014 tentang desa terhadap partisipasi masyarakat dalam pengambilan keputusan di Kampung Kalidadi Kecamatan Kalirejo Kabupaten Lampung Tengah menurut perspektif Siyasyah Tanfidziyah ? Adapun penelitian ini bersifat kualitatif dan menggunakan jenis penelitian lapangan, yaitu langsung datang ke lokasi di Kampung Kalidadi Kecamatan Kalirejo Kabupaten Lampung Tengah. Setelah data terkumpul selanjutnya pengumpulan data yang dilakukan melalui wawancara, observasi dan dokumentasi. Bedasarkan hasil penelitian ini menunjukan bahwa Implementasi Pasal 54 Undang-Undang Nomor 6 Tahun 2014 Tentang Desa Perspektif Siyasah Tanfidziyah di Kampung Kalidadi Kecamatan Kalirejo Kabupaten Lampung Tengah partisipasi masyarakat kampung belum cukup optimal, dapat di lihat pada tahap pelaksanaan nya yang sudah terlaksanan, bahwa kurang terbukanya forum diskusi pemerintahan kampung kalidadi dan juga pemerintahan Kampung ternilai kurang nya peduli terhadap masyarakat. Sedangkan menurut pandangan dari Siyasah Tandziyah dalam Implementasi Pasal 54 Undang-Undang Nomor 6 Tahun 2014 Tentang Desa di Kampung Kalidadi Kecamatan Kalirejo Kabupaten Lampung Tengah kurangnya kontribusi masyarakat dalam syura di kampung kalidadi menyebabkan tingkat ketidak puasan dari hasil keputusan terbilang lumayan banyak. ABSTRACT Implementation is the process of implementing or executing a plan, policy, or concept into concrete action. This study aims to analyze the implementation of Article 54 of Law Number 6 of 2014 concerning Villages in the implementation of the Kalidadi Village Deliberation (Deliberation) as the highest decision-making forum at the village level. Article 54 stipulates that the Village Deliberation is a forum for deliberation between the Village Consultative Body, the village government, and community elements to discuss strategic matters in village development. The problem in this thesis is the lack of community participation in decision-making in Kalidadi Village, where the result of the decision is the construction of a futsal field, for which the village community must pay for its use. Active community involvement in the planning, implementation, and evaluation of development programs not only increases policy effectiveness but also strengthens the relationship between the government and the community. Furthermore, community participation in the decision-making process allows for more useful innovations and solutions, tailored to the needs of the village community. The research questions are as follows: How is Article 54 of Law Number 6 of 2014 concerning Villages implemented in relation to community participation in decision-making in Kalidadi Village, Kalirejo District, Central Lampung Regency? How is Article 54 of Law Number 6 of 2014 concerning Villages implemented in relation to community participation in decision-making in Kalidadi Village, Kalirejo District, Central Lampung Regency, according to Siyasyah Tanfidziyah's perspective? This research is qualitative and utilizes field research, involving direct visits to the location in Kalidadi Village, Kalirejo District, Central Lampung Regency. After data collection, further data collection was conducted through interviews, observation, and documentation. Based on the results of this study, it shows that the Implementation of Article 54 of Law Number 6 of 2014 Concerning Villages from the Siyasah Tanfidziyah Perspective in Kalidadi Village, Kalirejo District, Central Lampung Regency, the participation of village communities has not been optimal enough, it can be seen from the implementation stage that has been carried out, that the lack of openness of the Kalidadi village government discussion forum and also the Village government is considered to be less concerned about the community. Meanwhile, according to the view of Siyasah Tandziyah in the Implementation of Article 54 of Law Number 6 of 2014 Concerning Villages in Kalidadi Village, Kalirejo District, Central Lampung Regency, the lack of community contribution in the shura in Kalidadi Village causes a fairly high level of dissatisfaction with the results of the decision.
