Abstract

ABSTRAK Ekspor produk perikanan Indonesia masih fluktuatif dan belum optimal meskipun potensi kelautan sangat besar. Salah satu faktor penyebabnya adalah rendahnya realisasi investasi di sektor kelautan dan fluktuasi pengeluaran pemerintah yang belum konsisten mendukung peningkatan daya saing ekspor. Kondisi ini menimbulkan pertanyaan mengenai seberapa besar peran investasi dan pengeluaran pemerintah dalam mendorong ekspor perikanan. Oleh karena itu, penelitian ini bertujuan untuk menganalisis pengaruh kedua variabel tersebut terhadap ekspor produk perikanan Indonesia periode 2014– 2023, serta mengkaji relevansinya dalam perspektif ekonomi Islam. Penelitian ini menggunakan pendekatan kuantitatif dengan data sekunder berbentuk time series yang dikumpulkan dari instansi terkait. Teknik analisis yang digunakan adalah regresi linier berganda dengan bantuan perangkat lunak EViews 10. Variabel independen dalam penelitian ini adalah investasi di sektor kelautan dan pengeluaran pemerintah di sektor kelautan, sedangkan variabel dependennya adalah ekspor produk perikanan. Uji asumsi klasik dan uji hipotesis digunakan untuk memastikan validitas dan reliabilitas hasil analisis. Hasil penelitian menunjukkan bahwa secara parsial, investasi di sektor kelautan berpengaruh positif dan signifikan terhadap ekspor produk perikanan, sementara pengeluaran pemerintah menunjukkan pengaruh positif namun tidak signifikan. Secara simultan, keduanya berpengaruh signifikan terhadap ekspor produk perikanan,ekspor juga dapat dijelaskan oleh dua variabel tersebut. Dalam perspektif ekonomi Islam, hasil ini menekankan pentingnya pengelolaan sumber daya kelautan yang berkeadilan, berkelanjutan, dan memberi manfaat luas bagi masyarakat. ABSTRACT Indonesian fishery product exports remain volatile and suboptimal despite the country's vast marine potential. One contributing factor is the low realization of investment in the marine sector and the inconsistent performance of government spending in the sector, which has not consistently supported increased export competitiveness. This situation raises questions about the role of investment and government spending in driving fishery exports. Therefore, this study aims to analyze the influence of these two variables on Indonesian fishery product exports from 2014 to 2023 and examine their relevance from an Islamic economic perspective. This research employs a quantitative approach using secondary time series data collected from relevant institutions. The analytical technique used is multiple linear regression, processed with EViews 10 software. The independent variables in this study are investment in the marine sector and government expenditure in the marine sector, while the dependent variable is fishery product exports. Classical assumption tests and hypothesis testing are conducted to ensure the validity and reliability of the results. The results of the study indicate that partially, investment in marine affairs has a positive and significant effect on the fisheries export sector, while government spending shows a positive but insignificant effect. Simultaneously, both variables significantly influence fisheries exports, and exports can be explained by these two variables. From an Islamic economic perspective, these results emphasize the importance of equitable, sustainable, and broadly beneficial marine resource management for the community.
