Abstract

ABSTRAK Pengelolaan Dana Kampung dalam penyelenggaraannya melibatkan interaksi antara berbagai pemangku kepentingan, seperti pemerintah pusat dan kabupaten, perangkat Kampung, serta masyarakat. Aparatur Kampung mengalokasikan tambahan dana Kampung untuk penanggulangan bencana alam (el-nino) melalui pembangunan sumur bor. Akan tetapi, sebagian masyarakat tidak menyetujui kebijakan tersebut karena menilai biaya operasionalnya justru membebani mereka. Berdasarkan fenomena tersebut, rumusan masalah dalam penelitian ini Adalah 1. Bagaimana implementasi Pasal 35 ayat (2) Peraturan Menteri Keuangan Nomor 98 Tahun 2023 tentang Perubahan atas Peraturan Menteri Keuangan Nomor 201/PMK.07/2022 tentang Pengelolaan Dana Kampung di Kampung Rejo Asri Kecamatan Seputih Raman Kabupaten Lampung Tengah? 2. Bagaimana perspektif Fiqih Siyasah terhadap implementasi Pasal 35 ayat (2) Peraturan Menteri Keuangan Nomor 98 Tahun 2023 tersebut di Kampung Rejo Asri Kecamatan Seputih Raman Kabupaten Lampung Tengah? Adapun tujuan penelitian ini adalah 1. Untuk mengetahui implementasi Pasal 35 ayat (2) Peraturan Menteri Keuangan Nomor 98 Tahun 2023 tentang Perubahan atas Peraturan Menteri Keuangan Nomor 201/PMK.07/2022 mengenai Pengelolaan Dana Kampung di Kampung Rejo Asri Kecamatan Seputih Raman Kabupaten Lampung Tengah, 2. Untuk menganalisis perspektif Fiqih Siyasah terhadap implementasi Pasal 35 ayat (2) Peraturan Menteri Keuangan Nomor 98 Tahun 2023 tersebut. Metode penelitian yang digunakan adalah penelitian lapangan (field research) dengan jenis penelitian deskriptif kualitatif. Teknik pengumpulan data meliputi wawancara dan dokumentasi, sedangkan pengelolaan data dilakukan melalui tahap editing, organizing, dan analyzing hingga diperoleh kesimpulan. Hasil penelitian menunjukkan bahwa implementasi Pasal 35 ayat (2) Peraturan Menteri Keuangan Nomor 98 Tahun 2023 di Kampung Rejo Asri telah terlaksana, yang ditunjukkan melalui pengalokasian tambahan dana Kampung oleh aparatur Kampung untuk penanggulangan bencana alam (elnino) dengan pembangunan sumur bor. Dari perspektif Fiqih Siyasah, implementasi tersebut dapat dipandang sebagai bentuk pelaksanaan hukum yang bertujuan mewujudkan kemaslahatan bersama. Islam menekankan pentingnya menaati pemimpin selama kebijakannya tidak bertentangan dengan prinsip kebenaran, sementara pemimpin berkewajiban menjalankan amanah sesuai prinsip-prinsip Fiqih Siyasah yang berorientasi pada kesejahteraan masyarakat. Oleh karena itu, setiap kebijakan pengelolaan dana Kampung hendaknya diarahkan pada terciptanya kemaslahatan umat, sehingga mendatangkan manfaat dan kebaikan bagi seluruh lapisan masyarakat ABSTRACT The management of Village Funds involves interaction between various stakeholders, such as the central and district governments, village officials, and the community. Village officials allocated additional village funds for natural disaster management (el-nino) through the construction of drilled wells. However, some residents did not agree with the policy because they considered the operational costs to be a burden on them. Based on this phenomenon, the formulation of the problem in this study is 1. How is the implementation of Article 35 paragraph (2) of the Minister of Finance Regulation Number 98 of 2023 concerning Amendments to the Minister of Finance Regulation Number 201/PMK.07/2022 concerning Village Fund Management in Rejo Asri Village, Seputih Raman District, Central Lampung Regency? 2. What is the perspective of Fiqh Siyasah on the implementation of Article 35 paragraph (2) of the Minister of Finance Regulation Number 98 of 2023 in Rejo Asri Village, Seputih Raman District, Central Lampung Regency? The objectives of this study are: 1. To determine the implementation of Article 35 paragraph (2) of the Minister of Finance Regulation Number 98 of 2023 concerning Amendments to the Minister of Finance Regulation Number 201/PMK.07/2022 concerning Village Fund Management in Rejo Asri Village, Seputih Raman District, Central Lampung Regency, 2. To analyze the perspective of Fiqh Siyasah on the implementation of Article 35 paragraph (2) of the Minister of Finance Regulation Number 98 of 2023. The research method used is field research with a qualitative descriptive type of research. Data collection techniques include interviews and documentation, while data management is carried out through the stages of editing, organizing, and analyzing until conclusions are obtained. The results of the study indicate that the implementation of Article 35 paragraph (2) of the Minister of Finance Regulation Number 98 of 2023 in Rejo Asri Village has been carried out, as indicated by the allocation of additional village funds by village officials for natural disaster management (El Nino) by constructing drilled wells. From the perspective of Fiqh Siyasah, this implementation can be seen as a form of legal implementation aimed at realizing the common good. Islam emphasizes the importance of obeying leaders as long as their policies do not conflict with the principles of truth, while leaders are obliged to carry out mandates according to the principles of Fiqh Siyasah which are oriented towards the welfare of the community. Therefore, every village fund management policy should be directed towards creating the welfare of the community, so that it brings benefits and goodness to all levels of society.
