Abstract

ABSTRAK Implementasi Digitalisasi Layanan Administrasi Smart Village dalam Perspektif Fiqh Siyasah di Kampung Bangun Rejo, Lampung Tengah berdasarkan Pasal 3 Ayat (2) Peraturan Gubernur Lampung Nomor 36 Tahun 2020 yang mengatur pelaksanaan program oleh pemerintah kabupaten/kota dan pemerintah desa sesuai kewenangannya. Penelitian ini menggunakan teori Fiqh Siyasah Tanfidziyyah, yang memandang pelaksanaan kebijakan publik sebagai amanah yang wajib dijalankan sesuai ketentuan demi kemaslahatan masyarakat. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif-analitis, melalui teknik wawancara mendalam dan observasi langsung terhadap pelaksanaan layanan administrasi berbasis digital di desa. Hasil penelitian menunjukkan bahwa implementasi program Smart Village di Kampung Bangun Rejo belum sepenuhnya terealisasi. Hal ini disebabkan kurangnya komunikasi yang efektif antara penghubung pemerintah daerah dan pemerintah kampung, serta keterbatasan sumber daya manusia dalam penguasaan teknologi informasi untuk menunjang literasi digital. Kondisi tersebut berdampak pada lambatnya optimalisasi layanan administrasi digital sebagaimana diamanatkan dalam Pasal 3 Ayat (2) Pergub No. 36 Tahun 2020. Penelitian ini menegaskan bahwa dalam perspektif Fiqh Siyasah Tanfidziyyah, amanah pelaksanaan kebijakan harus dijalankan secara sinergis, dengan dukungan kapasitas SDM dan koordinasi yang kuat antara seluruh tingkatan pemerintahan. ABSTRACT Implementation of Digitalized Administrative Services in the Smart Village Program from the Perspective of Fiqh Siyasah in Bangun Rejo Village, Central Lampung is examined within the framework of Article 3 Verse (2) of Lampung Governor Regulation Number 36 of 2020, which stipulates that the program is to be implemented by regency/municipal governments and village governments in accordance with their respective authorities. This study adopts the theoretical framework of Fiqh Siyasah Tanfidziyyah, which regards the execution of public policy as a trust (amanah) that must be fulfilled in accordance with established regulations for the benefit of society. The research employs a qualitative methodology with a descriptive-analytical approach, utilizing in-depth interviews and direct observations to assess the implementation of digital-based administrative services at the village level. The findings reveal that the Smart Village program in Bangun Rejo Village has not yet been fully realized. This shortcoming is primarily attributed to ineffective communication between the regional government liaison and the village administration, coupled with limited human resource capacity in mastering information technology to support digital literacy. These challenges have hindered the optimal delivery of digital administrative services as mandated in Article 3 Verse (2) of Governor Regulation Number 36 of 2020. From the perspective of Fiqh Siyasah Tanfidziyyah, the mandate to implement public policy must be carried out in synergy, supported by adequate human resource capacity and robust coordination across all levels of government.
