Abstract

ABSTRAK Penelitian ini berjudul “Analisis Kepatuhan dan Akuntabilitas Pemerintah Daerah terhadap Pengelolaan Dana Bantuan Partai Politik di Provinsi Lampung.” Penelitian ini menganalisis pengelolaan dana bantuan partai politik (banpol) secara transparan dan akuntabel sebagaimana diatur dalam Undang-Undang Nomor 2 Tahun 2011 tentang Partai Politik dan Permendagri Nomor 78 Tahun 2020. Namun, praktik di lapangan menunjukkan adanya kesenjangan antara kepatuhan administratif dan akuntabilitas substantif. Metode yang digunakan adalah pendekatan kualitatif dengan studi kasus. Data dikumpulkan melalui analisis dokumen, regulasi, serta kajian penelitian terdahulu, kemudian dianalisis dengan teknik tematik dan analisis isi. Fokus penelitian diarahkan pada pengelolaan dana banpol tahun 2019 oleh Pemerintah Provinsi Lampung, khususnya Kesbangpol dan BPKAD, dengan menilai aspek kepatuhan dan akuntabilitas. Hasil penelitian menunjukkan bahwa pengelolaan dana banpol relatif patuh secara administratif, karena penyaluran dilakukan sesuai regulasi dan jumlah suara sah. Namun, dari sisi akuntabilitas substantif, penggunaan dana masih terbatas pada kebutuhan administratif dan belum optimal untuk pendidikan politik. Temuan ini menegaskan bahwa pemerintah daerah perlu memperkuat pengawasan dan meningkatkan transparansi, sehingga penggunaan dana bantuan partai politik dapat lebih efektif dan sesuai dengan tujuan pendidikan politik. ABSTRACT his study, entitled “Analysis of Compliance and Accountability of Local Government in the Management of Political Party Aid Funds in Lampung Province,” examines how the provincial government manages political party aid funds in accordance with Law Number 2 of 2011 on Political Parties and Ministry of Home Affairs Regulation Number 78 of 2020. In practice, the study reveals a gap between administrative compliance, which is reflected in the completeness of formal documents, and substantive accountability, which concerns the actual use of funds for political education. The research employs a qualitative approach with a case study design. Data were collected through the examination of official documents, relevant regulations, and previous studies, and were analyzed using thematic and content analysis techniques. The focus is placed on the 2019 political party aid fund management by the Lampung Provincial Government, particularly the roles of Kesbangpol and BPKAD, in ensuring compliance and accountability. The findings show that the management of political party aid funds largely fulfills administrative requirements, as the disbursement process follows regulations and valid vote counts. However, substantive accountability remains weak since most of the funds are directed toward administrative expenses rather than political education. These results underline the need for stronger oversight and greater transparency, so that political party aid funds can be managed more effectively and in line with the objectives of political education.
