Abstract

ABSTRAK Masih terdapatnya banyak pelanggaran dalam penerapan kebijakan PPKM menunjukkan bahwa, fungsi pelaksanaan hukum yang dipegang oleh Satuan Polisi Pamong Praja Kabupaten Lampung Utara masih belum berjalan dengan optimal.Rumusan masalah pada penelitian ini adalah bagaimana peran Satuan Polisi Pamong Praja Kabupaten Lampung Utara selama masa Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) dan bagaimana tinjauan Fiqh siyāsah terhadap peran Satuan Polisi Pamong Praja Kabupaten Lampung Utara selama masa Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM). Tujuan penelitian ini adalah untuk mengetahui peran Satuan Polisi Pamong Praja Kabupaten Lampung Utara selama masa Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) dan untu mengetahui tinjauan Fiqh siyāsah terhadap peran Satuan Polisi Pamong Praja Kabupaten Lampung Utara selama masa Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM). Metode penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan deskriptif. Pengambilan data dilakukan melalui wawancara, observasi dan dokumentasi. Sumber data yang digunakan berupa data primer dan data sekuder. Analisis data menggunakan analisis deskriptif kualitatif. Kesimpulan penelitian menyatakan bahwa 1) Peran Satuan Polisi Pamong Praja Kabupaten Lampung Utara selama masa Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) terdiri dari tiga yakni, menegakkan protokol kesehatan di tempat-tempat umum, Melakukan pengawasan terhadap kegiatan masyarakat dan Melakukan penegakan hukum terhadap pelanggar protokol kesehatan. Ketiga peran tersebut masih belum berjalan dengan optimal, hal ini karena masih terjadi peningkatan jumlah kasus Covid-19 di Kabupaten Lampung Utara selama tahun 2020 2021 mengalami peningkatan yang cukup signifikan. 2) Tinjauan Fiqh siyāsah terhadap peran Satuan Polisi Pamong Praja Kabupaten Lampung Utara selama masa Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM), sudah dapat dikatakan bersesuaian dengan prinsip Fiqh siyāsah karena adanya upaya dari pihak satuan polisi pamong praja yang membantu menyadarkan dan memberikan pemahaman kepada masyarakat sehingga Kabupaten Lampung Utara terbebas dari Covid-19. Pada prinsipnya pelaksanaan peran Satuan Polisi Pamong Praja Kabupaten Lampung Utara selama masa Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) yang dilakukan oleh Satuan Polisi Pamong Praja Kabupaten Lampung Utara merupakan upaya untuk mewujudukan ketertiban dan kenyamanan di masyarakat sehingga berdampak kepada kemaslahatan ummat. Kata Kunci : PPKM, Satpol PP, Fiqh Siyasah. ABSTRACT There are still many violations in implementing the PPKM policy, indicating that the law enforcement function held by the North Lampung Regency Civil Service Police Unit is still not running optimally. The formulation of the problem in this research is what is the role of the North Lampung Regency Civil Service Police Unit during the period of Implementation of Activity Restrictions Community (PPKM) and how Fiqh siyāsah reviews the role of the North Lampung Regency Civil Service Police Unit during the Implementation of Community Activity Restrictions (PPKM). The purpose of this research is to determine the role of the North Lampung Regency Civil Service Police Unit during the period of Implementation of Community Activity Restrictions (PPKM) and to determine the Fiqh siyāsah review of the role of the North Lampung Regency Civil Service Police Unit during the Implementation of Community Activity Restrictions (PPKM). The research method used is qualitative research using a descriptive approach. Data collection was carried out through interviews, observation and documentation. The data sources used are primary data and secondary data. Data analysis uses qualitative descriptive analysis. The research conclusion states that 1) The role of the North Lampung Regency Civil Service Police Unit during the Implementation of Community Activity Restrictions (PPKM) consists of three, namely, enforcing health protocols in public places, supervising community activities and enforcing the law against violators of health protocols. . These three roles are still not running optimally, this is because there is still a significant increase in the number of Covid-19 cases in North Lampung Regency during 2020-2021. 2) A Fiqh siyāsah review of the role of the North Lampung Regency Civil Service Police Unit during the Implementation of Community Activity Restrictions (PPKM), can be said to be in accordance with the principles of Fiqh siyāsah because of the efforts of the civil service police unit to help raise awareness and provide understanding to the community so that North Lampung Regency is free from Covid-19. In principle, the implementation of the role of the North Lampung Regency Civil Service Police Unit during the period of Community Activity Restrictions (PPKM) carried out by the North Lampung Regency Civil Service Police Unit is an effort to create order and comfort in society so that it has an impact on the benefit of the community.
