Abstract

Abstrak Implementasi pasal 5 Peraturan Menteri Pendidikan dan Kebudayaan Nomor 10 Tahun 2020 tentang ―Pelaksanaan Program Indonesia Pintar (PIP) merupakan kebijakan strategis pemerintah dalam meningkatkan akses pendidikan tinggi bagi mahasiswa dari keluarga kurang mampu, namun ada mahasiswa dalam kategori mampu secara ekonomi mendapatkan PIP hal ini bertolak belakang dengan peraturan ini sehingga perlu dikaji secara mendalam. Rumusan masalah dalam penelitian ini adalah untuk menganalisis implementasi pasal 5 Peraturan Menteri Pendidikan Dan Kebudayaan Nomor 10 Tahun 2020 tentang Program Indonesia Pintar di UIN Raden Intan Lampung serta bagaimana kebijakan tersebut dikaji melalui perspektif siyasah tanfidziyah. Penelitian ini bersifat deskiptif analisis. Data dikumpulkan melalui observasi, wawancara, dokumentasi, serta studi literatur terkait kebijakan pendidikan dan konsep siyasah tanfidziyah. Hasil penelitian ini menunjukkan bahwasannya implementasi kebijakan Program Indonesia Pintar di UIN Raden Intan Lampung sudah berjalan sesuai Peraturan Menteri Pendidikan dan Kebudayaan Nomor 10 Tahun 2020 namun belum maksimal karena adanya beberapa kendala dalam proses pelaksanaannya seperti lemahnya transparansi dalam proses seleksi sehingga adanya penyalahgunaan bantuan untuk kepentingan non-akademik.Dari perspektif siyasah tanfidziyah kebijakan ini sejalan dengan prinsip keadilan sosial dalam islam, namun perlu penyempurnaan dalam aspek akuntabilitas.‖ Kata Kunci: Siyasah Tanfidziyah, PIP Kuliah, Keadilan Sosial. Abstract Implementation of Article 5 of the Regulation of the Minister of Education and Culture Number 10 of 2020 concerning "Implementation of the Smart Indonesia Program (PIP) is a strategic government policy in increasing access to higher education for students from underprivileged families, but there are students in the economically capable category who receive PIP, this is contrary to this regulation so it needs to be studied in depth. The formulation of the problem in this study is to analyze the implementation of Article 5 of the Regulation of the Minister of Education and Culture Number 10 of 2020 concerning the Smart Indonesia Program at UIN Raden Intan Lampung and how the policy is studied through the perspective of siyasah tanfidziyah. This research is descriptive analysis. Data were collected through observation, interviews, documentation, and literature studies related to education policies and the concept of siyasah tanfidziyah. The results of this study indicate that the implementation of the Smart Indonesia Program policy at UIN Raden Intan Lampung has been running according to the Regulation of the Minister of Education and Culture Number 10 of 2020 but has not been optimal due to several obstacles in the implementation process such as weak transparency in the selection process resulting in misuse of aid for non academic interests. From the perspective of This policy of social justice is in line with the principles of social justice in Islam, but requires improvement in the aspect of accountability."
