Abstract

ABSTRAK Badan Permusyawaratan Desa adalah lembaga yang menjalankan fungsi pemerintahan desa, berperan sebagai mitra Kepala Desa dalam menyalurkan aspirasi masyarakat dan mengawasi penyelenggaraan pemerintahan desa. Penelitian ini bertujuan untuk mengkaji peran BPD di Kampung Purworejo, Kecamatan Kotagajah, Kabupaten Lampung Tengah, dalam melakukan pengawasan terhadap kinerja Kepala Desa berdasarkan Pasal 31 Huruf C Peraturan Menteri Dalam Negeri Nomor 110 Tahun 2016 tentang Badan Permusyawaratan Desa yang dinilai belum optimal. Ditemukan masih terdapat program Pemerintah Desa yang belum optimal seperti pemberdayaan masyarakat yang menyebabkan masyarakat kurang berkembang. Penelitian ini menggunakan metode kualitatif dengan pendekatan lapangan, melalui wawancara, observasi, dan dokumentasi. Penelitian ini dianalisis secara deskriptif dengan menggunakan teori siyasah tanfidziyyah ysng menekankan prinsip prinsip pelaksanaan pemerintahan Islam. Hasil penelitian menunjukkan bahwa Peran Badan Permusyawaratan Desa di Kampung Purworejo, Kecamatan Kotagajah, Kabupaten Lampung Tengah dalam menjalankan fungsi pengawasan terhadap kinerja Kepala Desa berdasarkan Pasal 31 Huruf C Peraturan Menteri Dalam Negeri Nomor 110 Tahun 2016 telah dilaksanakan meskipun masih memiliki tantangan internal seperti kurangnya anggota aktif Badan Permusyawaratan Desa. Badan Permusyawaratan Desa di Kampung Purworejo telah menjalankan fungsi pengawasan terhadap kinerja Kepala Desa sesuai dengan prinsip siyasah tanfidziyyah seperti amanah dalam melaksanakan tugas dan melaksanakan musyawarah dalam mengambil keputusan serta Badan Permusyawaratan Desa memiliki kesamaan konsep dengan Ahlul Halli Wal’aqdi yang juga bertugas mengawasi pemimpin, meskipun cakupannya berbeda. ABSTRACT The Village Consultative Body (BPD) is an institution that performs village governance functions and serves as a partner to the Village Head in channeling community aspirations and supervising the implementation of village administration. This study aims to examine the role of the BPD in Purworejo Village, Kotagajah Subdistrict, Central Lampung Regency, in supervising the performance of the Village Head based on Article 31 letter C of the Minister of Home Affairs Regulation Number 110 of 2016 concerning the Village Consultative Body, which is considered to be not yet optimal. The study found that some government programs, particularly in the area of community empowerment, have not been implemented effectively, resulting in limited community development. This research employs a qualitative method with a field approach, using interviews, observations, and documentation. The data were analyzed descriptively using the theory of siyasah tanfidziyyah, which emphasizes the principles of Islamic governance. The results show that the role of the Village Consultative Body (BPD) in Kampung Purworejo, Kotagajah Subdistrict, Central Lampung Regency in performing its supervisory function over the Village Head's performance, as regulated in Article 31 Letter C of the Minister of Home Affairs Regulation Number 110 of 2016, has been implemented, although it still encounters internal challenges, particularly the lack of active BPD members. The BPD of Kampung Purworejo has carried out its supervisory function in line with the principles of siyasah tanfidziyyah, which emphasize trustworthiness in carrying out duties and conducting deliberations in decision-making. Furthermore, the BPD shares a conceptual similarity with Ahlul Halli wal 'Aqdi, which also has the function of supervising leaders, although the scope of their roles differs.
