Abstract

ABSTRAK Perkembangan teknologi informasi yang semakin pesat menuntut seluruh institusi termasuk perpustakaan untuk beradaptasi dengan sistem berbasis otomasi. Perpustakaan Hukum JDIH Sekretariat Daerah Provinsi Lampung merupakan perpustakaan khusus yang memiliki peran penting dalam penyediaan informasi hukum yang akurat dan terkini bagi Aparatur Sipil Negara (ASN) serta masyarakat umum. Namun dalam pelaksanaannya perpustakaan ini masih menghadapi sejumlah kendala seperti pengolahan bahan pustaka yang sebagian besar dilakukan secara manual dan rendahnya kompetensi sumber daya manusia (SDM) dalam mengoperasikan sistem otomasi. Kondisi ini menyebabkan keterlambatan layanan informasi dan kurang optimalnya pemanfaatan koleksi pustaka. Padahal perpustakaan ini telah menggunakan beberapa perangkat lunak otomasi seperti SLiMS, e-DDC dan FlipHTML5. Penelitian ini menggunakan pendekatan kualitatif deskriptif untuk menggambarkan penerapan otomasi perpustakaan dan kompetensi SDM yang mendukungnya. Teori utama menggunakan teori Andi Ibrahim terkait pengolahan bahan pustaka dan Taufiq Mathar mengenai lima pilar SDM dalam otomasi. Data diperoleh melalui observasi non-partisipan, wawancara tidak terstruktur dan dokumentasi lalu dianalisis melalui reduksi, penyajian dan penarikan kesimpulan. Validitas dijaga dengan triangulasi sumber dan metode. Penelitian dilakukan di Perpustakaan Hukum JDIH Setda Provinsi Lampung dengan subjek utama pengelola yang terlibat dalam otomasi perpustakaan. Hasil penelitian menunjukkan bahwa penerapan sistem otomasi di Perpustakaan Hukum JDIH SETDA Provinsi Lampung memberikan dampak positif yang mencolok terhadap efektivitas dan efisiensi pengolahan bahan pustaka. Namun implementasi otomasi belum optimal karena keterbatasan kompetensi SDM, ketiadaan pustakawan profesional dan tenaga IT serta dukungan stakeholders penguatan yang masih bersifat administratif. Untuk itu disarankan adanya strategi kapasitas SDM, pengadaan pustakawan profesional, penempatan tenaga IT dan dukungan berkelanjutan dari stakeholders agar pemanfaatan sistem otomasi dapat berjalan optimal dan berkesinambungan. The JDIH Legal Library of the Lampung Provincial Secretariat is a specialized library that plays an important role in providing accurate and up-to-date legal information to civil servants and the general public. However, in practice, this library still faces several challenges, such as the manual processing of library materials and the low competence of human resources (HR) in operating automation systems. This situation leads to delays in information services and suboptimal utilization of library collections. Despite this, the library has already implemented several automation software tools such as SLiMS, e-DDC, and FlipHTML5. This study uses a descriptive qualitative approach to describe the implementation of library automation and the human resource competencies that support it. The main theories used are Andi Ibrahim's theory on library material processing and Taufiq Mathar's theory on the five pillars of human resources in automation. Data was collected through non-participant observation, unstructured interviews, and documentation, then analyzed through reduction, presentation, and conclusion drawing. Validity was ensured through triangulation of sources and methods. The research was conducted at the JDIH Legal Library of the Provincial Government of Lampung, with the primary subjects being managers involved in library automation. The research results indicate that the implementation of an automation system at the JDIH SETDA Provincial Library in Lampung has had a significant positive impact on the effectiveness and efficiency of library material processing. However, the automation implementation has not been optimal due to limitations in human resource competencies, the absence of professional librarians and IT staff, and stakeholder support that remains administrative in nature. Therefore, it is recommended that strategies be developed to strengthen human resource capacity, recruit professional librarians, deploy IT personnel, and secure sustained support from stakeholders to ensure that the automation system can operate optimally and sustainably.
