Abstract

ABSTRAK Kebutuhan pangan merupakan hal yang paling dasar untuk kehidupan manusia dan merupakan penggerak roda perekonomian dunia. Semakin bertambahnya tingkat kehidupan manusia, maka kebutuhan pangan akan meningkat. Al-qur’an sebagai kitab suci umat Islam yang akan selalu ṣaliḥ li kulli zamᾱn wa makᾱn, dapat menjadi problem solving, semangat keislaman yang harus hadir dalam urusan pangan agar tidak terjadi hal menyimpang. Negara hingga level desa harus mampu mengatur ketersediaan pangan yang dimilikinya, agar terhindar dari krisis pangan. Seperti di Desa Way Huwi Kecamatan Jati Agung Kabupaten Lampung Selatan telah melakukan program ketahanan pangan dalam upaya mewujudkan desa yang mandiri dengen pendekatan pengembangan masyarakat. Implementasi pengembangan masyarakat melalui program ketahanan pangan upaya mewujudkan desa mandiri di Desa Way Huwi dalam mengimplementasikan program di Desa Way Huwi, secara umum program berjalan dengan baik, tepat sasaran, program efektif. Program ini memalaui tahap yang dilakukan. Pertama, musyawarah desa tahap ini tahap awal yaitu menyerap aspirasi warga, membaca kebutuhan, memetakan kebutuhan dan sekala prioritas di setiap dusun agar program yang dilakukan desa efektif. Kedua, Musyawarah Perencanaan Pembangunan Desa (Musrenbangdes) Musrenbangdes dimotori Badan Pemusyawaratan Desa (BPD), merupakan agenda yang rutin dilakukan sebelum program dijalankan dalam rangka menjungjung tinggi semangat musyawarah dengan mengundang berbagi unsur perangkat desa, Bhabinkamtibmas, Babinsa, tokoh masyarakat, tokoh agama, LPM, dan lainnya. Apabila program sudah di musyawarahkan dan mencapai titik sepakat maka tahap berikutnya sosialisasi program termasuk program ketahanan pangan. Ketiga, sosialisai program, sosialisasi program ini melakukan seperti kapan dilaksanakan, alur program diumumkan agar kegiatan berjalan massif, sosialisasi dilakukan formal dan non-formal, formal seperti dipasang dipapan pengumuman nonformal seperti ketika ronda, kerja bakti dan kegiatan masyarakat lainnya disampaiakan oleh aparatur desa kepada masyarakat. Kegitan ketahanan pangan di Desa Way Huwi seperti dalam bentuk hewani, sayuran dan tumbuhan, latar belakang memang sebagain besar petani masyarakat sudah biasa memelihara kambing, budi daya ikan, menanam sayur-sayuran jadi sangat cocok program ini dilaksanakan. Peran aparatur Desa Way Huwi juga sangat signifikan selalu memantau progres perkembangan penermia manfaat seperti ada yang berternak dan pembesaran kambing, sapi juga tanaman sayur sayuran juga bibit buah. Rekomendasi dari penulis dalam penelitian ini mengoptimalkan kerja sama dengan pikak terkait seperti pemerintahan Kabupaten, Provinsi, Dewan Perwakilan Rakyat, Intansi dan Perusahaan yang bersedia membantu kelancaran kegiatan ini agar penerima manfaat lebih luas dan lebih banyak. Tim monitoring terus berjalan melakukan monitoring dengan laporan tertulis agar mudah termonitor. Kemudian menggandeng ahli atau fasilitator agar pengembangan masyarakat terus berjalan dengan inovasi-inovasi baru gunu mewujudkan desa mandiri. As the level of human life increases, the need for food will increase. The Qur'an as the holy book of Muslims who will always ṣaliḥ li kulli zamᾱn wa makᾱn, can be a problem solving, the spirit of Islam that must be present in food matters so that deviations do not occur. The state to the village level must be able to regulate the availability of food it has, in order to avoid a food crisis. Like in Way Huwi Village, Jati Agung District, South Lampung Regency, a food security program has been carried out in an effort to realize an independent village with a community development approach. The implementation of community development through a food security program is an effort to realize an independent village in Way Huwi Village in implementing the program in Way Huwi Village, in general the program is running well, right on target, an effective program. This program goes through the stages carried out. First, the village deliberation, this stage is the initial stage, namely absorbing residents' aspirations, reading needs, mapping needs and priority scales in each hamlet so that the program carried out by the village is effective. Second, Village Development Planning Deliberation (Musrenbangdes) Musrenbangdes is driven by the Village Consultative Body (BPD), is a routine agenda carried out before the program is implemented in order to uphold the spirit of deliberation by inviting various elements of village officials, Bhabinkamtibmas, Babinsa, community leaders, religious leaders, LPM, youth organizations, posyandu cadres, and others. If the program has been discussed and reached an agreement, the next stage is program socialization including the food security program. Third, program socialization, this program socialization is carried out such as when it will be implemented, the program flow is announced so that activities run massively, socialization is carried out formally and informally, formal such as being posted on a notice board, informal such as when patrols, community service and other community activities are conveyed by village officials to the community. Food security activities in Way Huwi Village such as in the form of animals, vegetables and plants, the background is that most of the farmers are used to raising goats, cultivating fish, planting vegetables so this program is very suitable to be implemented. The role of the Way Huwi Village apparatus is also very significant in always monitoring the progress of the development of beneficiaries such as those who raise and enlarge goats, cows as well as vegetable plants and fruit seeds. The author's recommendation in this study is to optimize cooperation with related parties such as the Regency, Provincial, House of Representatives, Agencies and Companies that are willing to help smooth this activity so that the beneficiaries are wider and more.
