Abstract

ABSTRAK Pelaksanaan mengenai tugas dan fungsi aparat pekon yang dipimpin oleh seorang peratin dalam pemerintahan merupakan salah satu bentuk kegiatan pemerintah dalam upaya meningkatkan kesejahteraan masyarakat. Ada beberapa faktor yang menyebabkan peran aparat pekon yang dipimpin oleh seorang peratin demikian besar, yang pertama, peratin mempunyai wewenang yang betul-betul nyata. Kedua, peratin mempunyai posisi yang sangat kuat sebagai wakil pemerintah di desa. Permasalahan dalam penelitian ini adalah Bagaimana peran aparat Pekon Bahway Kecamatan Balik Bukit Kabupaten Lampung Barat dalam menerapkan PHBS berdasarkan peraturan menteri kesehatan Rebublik Indonesia nomor 2269/MENKES/PER/XI/2011. Serta Bagaimana pandangan Fikih Siyasah tentang peran aparat Pekon Bahway Kecamatan Balik Bukit Kabupaten Lampung Barat dalam menerapkan PHBS berdasarkan Peraturan Menteri Kesehatan Republik Indonesia Nomor 2269/MENKES/PER/XI/2011. Penelitian ini termasuk dalam jenis penelitian lapangan (field research) dan sifat penelitiannya deskriptif, sumber datanya berasal dari penelitian lapangan dan kepustakaan. Adapun teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi, kemudian analisa data dilakukan dengan penyajian data, reduksi data, dan penyajian hasil penelitian. Hasil dari penelitian ini mengemukakan bahwa implementasi dari praturan menteri kesehatan Republik Indonesia nomor 2269/PER/MENKES/XI/2011 tentang perilaku hidup bersih dan sehat (PHBS) di pekon Bahway belum terimplementasikan secara maksimal, hal ini berdasarkan observasi di beberapa rumah tangga di pekon Bahway Kecamatan Balik Bukit Kabupaten Lampung Barat, penyebab dari masih rendahnya tingkat kesadaran mastarakat terhadap PHBS adalah kurangnya pengetahuan masyarakat tentang PHBS dan sarana sanitasi dasar yang belum memadai, selain itu aparat pekon juga kurang berkontribusi untuk melakukan penyuluhan kepada masyarakat pekon Bahway tentang pentingnya menerapkan PHBS dalam kehidupan sehari-hari. Kemudian, dalam tinjauan siyāsah tanfidziyah Terhadap Penerapan perilaku hidup bersih dan sehat secara umum kurang sesuai dengan nilai-nilai yang terkandung dalam siyāsah tanfidziyah. Hal ini dibuktikan dengan aparat pekon Bahway belum sepenuhnya mengikuti konsep amanah seperti yang terdapat dalam tugas maupun fungsinya Ahlu Halli wa al-Aqdi. ABSTRACT The implementation of the duties and functions of the pekon apparatus led by a peratin in government is one form of government activity in an effort to improve the welfare of the community. There are several factors that cause the role of the pekon apparatus led by a peratin to be so great, first, the peratin has real authority. Second, the peratin has a very strong position as the representative of the government in the village. The problem in this study is how the role of the Pekon Bahway apparatus in Balik Bukit District, West Lampung Regency in implementing PHBS based on the regulation of the minister of health of the Republic of Indonesia number 2269/MENKES/PER/XI/2011. And what is the view of Fikih Siyasah on the role of Pekon Bahway officials in Balik Bukit District, West Lampung Regency in implementing PHBS based on the Regulation of the Minister of Health of the Republic of Indonesia Number 2269/MENKES/PER/XI/2011. This research is included in the type of field research (field research) and the nature of the research is descriptive, the data source comes from field research and literature. The data collection techniques were carried out by interview, observation, and documentation, then data analysis was carried out by presenting data, reducing data, and presenting research results. The results of this study suggest that the implementation of the regulation of the minister of health of the Republic of Indonesia number 2269/PER/MENKES/XI/2011 concerning clean and healthy living behavior (PHBS) in Bahway pekon has not been implemented optimally, this is based on observations in several households in Bahway pekon, Balik Bukit District, West Lampung Regency, the cause of the low level of public awareness of PHBS is the lack of public knowledge about PHBS and inadequate basic sanitation facilities, besides that the pekon apparatus also does not contribute enough to conduct counseling to the Bahway pekon community about the importance of implementing PHBS in everyday life. Then, in the review of siyāsah tanfidziyah towards the implementation of clean and healthy living behavior in general is not in accordance with the values contained in siyāsah tanfidziyah. This is evidenced by the Bahway pekon apparatus not fully following the concept of trust as contained in the duties and functions of Ahlu Halli wa al-Aqdi.
