Abstract

ABSTRAK Indonesia sebagai negara multikultural dengan keberagaman agama, suku, dan budaya menghadapi tantangan serius dalam menjaga kerukunan antarumat beragama, khususnya terkait pembangunan rumah ibadah. Salah satu kasus yang mencuat adalah konflik penutupan Gereja Kemah Daud di Kelurahan Rajabasa Jaya, Kota Bandar Lampung, yang mencerminkan belum optimalnya implementasi kebebasan beragama di tingkat lokal. Penelitian ini bertujuan untuk menganalisis peran pemerintah kelurahan dalam penyelesaian konflik pembangunan rumah ibadah dengan menggunakan pendekatan kualitatif dan metode studi kasus. Data diperoleh melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah kelurahan memiliki peran penting sebagai fasilitator dialog antarwarga, mediator dalam meredam konflik, serta pelaksana kebijakan yang merujuk pada Peraturan Bersama Menteri Agama dan Menteri Dalam Negeri No. 9 dan 8 Tahun 2006. Pemerintah juga berupaya memberikan edukasi tentang pentingnya toleransi dan hidup berdampingan secara damai. Namun, keterbatasan kewenangan dan minimnya sinergi antar pihak menjadi tantangan dalam pelaksanaan peran tersebut. Oleh karena itu, dibutuhkan kerja sama yang lebih erat antara pemerintah, tokoh agama, dan masyarakat dalam menciptakan solusi damai dan berkelanjutan guna menjaga kerukunan serta menjamin hak beribadah secara adil dan konstitusional. ABSTRACT Indonesia as a multicultural country with a diversity of religions, ethnicities, and cultures faces serious challenges in maintaining harmony between religious communities, especially related to the construction of houses of worship. One of the cases that emerged was the conflict over the closure of the Kemah David Church in Rajabasa Jaya Village, Bandar Lampung City, which reflected the suboptimal implementation of religious freedom at the local level. This study aims to analyze the role of the village government in resolving conflicts in the construction of houses of worship using qualitative approaches and case study methods. Data was obtained through interviews, observations, and documentation. The results of the study show that the village government has an important role as a facilitator of dialogue between citizens, a mediator in reducing conflicts, and a policy implementer referring to the Joint Regulation of the Minister of Religion and the Minister of Home Affairs No. 9 and 8 of 2006. The government also seeks to provide education on the importance of tolerance and peaceful coexistence. However, limited authority and lack of synergy between parties are challenges in the implementation of this role. Therefore, closer cooperation is needed between the government, religious leaders, and the community in creating peaceful and sustainable solutions to maintain harmony and guarantee the right to worship in a fair and constitutional manner.
