Abstract

ABSTRACT During the New Order era, the Indonesian government implemented a policy banning the jilbab in public schools, which caused controversy among Muslims. This policy reflected the character of the New Order regime that tended to control religious expression in the public sphere as part of efforts to maintain political stability and secular nationalism. In a historical context, the response of Islamic organizations to this policy is an important aspect in understanding the dynamics of state and religion relations in Indonesia. This research aims to analyze Muhammadiyah's attitude and strategy in facing the headscarf ban policy in the New Order era. Using the historical research method, this study explores primary and secondary sources, including organizational documents, government policies, as well as various statements and actions of Muhammadiyah in responding to the policy. The results showed that Muhammadiyah took an accommodating stance in dealing with the policy by taking various strategic steps. One of the efforts made was to hold internal meetings to formulate concrete steps in responding to government policies. In addition, Muhammadiyah also consolidated with various related parties, including ministries and state institutions, to fight for the rights of the community to practice religious teachings. Furthermore, Muhammadiyah also played a role in providing protection for students who experienced discrimination due to wearing the headscarf. This is realized by accepting them in Muhammadiyah schools, so that they can still access education based on Islamic values. These steps reflect Muhammadiyah's commitment to fighting for religious freedom and maintaining its existence as an Islamic organization that is active in defending the rights of Muslims in the midst of restrictive government policies.
