Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi Pasal 16 Peraturan Walikota Metro Nomor 32 Tahun 2022 mengenai Sinergi Jaringan Masyarakat Peduli Anak dan Ibu dalam upaya percepatan penurunan stunting di Kelurahan Yosomulyo yang menyebutkan Koordinasi Penyelenggaraan Tingkat Kelurahan; 1). Untuk terkoordinasinya kegiatan percepatan penurunan stunting terintegrasinya di tingket kelurahan maka di bentuk tim percepatan penurunan stunting tingkat kelurahan yang di tetapkan dengan keputusan lurah; 2). Tim percepatan penurunan penurunan stunting terintegrasi tingkat kelurahan sebagaimana dimaksud pada ayat 1, yang bertugas; dan 3). Tim Percepatan Penurunan Stunting terintegrasi tingkat kelurahan sebagaimana dimaksud pada ayat 1 yang melibatkan beberapa pihak. Rumusan masalah ini yaitu Bagaimana Implementasi Pasal 16 Peraturan Walikota Metro Nomor 32 Tahun 2022 Tentang Sinergi Jaringan Masyarakat Peduli Anak Dan Ibu Dalam Upaya Percepatan Penurunan Stunting di Kelurahan Yosomulyo, Kecamatan Metro Pusat dan Bagaimana Perspektif Siya>sah Tanfidziyyah Syar’iyyah Dalam Implementasi Pasal 16 Peraturan Walikota Metro Nomor 32 Tahun 2022 Tentang Sinergi Jaringan Masyarakat Peduli Anak Dan Ibu Dalam Upaya Percepatan Penurunan Stunting di Kelurahan Yosomulyo. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif analisis, yang melibatkan wawancara, dokumentasi, dan kajian literatur untuk memperoleh data primer dan sekunder. Sumber data primer diperoleh dari hasil wawancara dan data sekunder diperoleh dari sumber referensi lainnya. Sumber data tersebut selanjutnya akan menjadi rujukan untuk dianalisis secara sistematis. Hasil penelitian menunjukkan bahwa efisiensi program penurunan stunting sangat tergantung pada tingkat koordinasi dan kolaborasi antara berbagai pihak, termasuk tenaga kesehatan, kader pembangunan manusia, dan masyarakat. Keberadaan Tim Percepatan Penurunan Stunting yang dibentuk berdasarkan SK Lurah menjadi elemen kunci, namun masih menghadapi tantangan dalam hal penerbitan SK yang merata, yang berpotensi menghambat kinerja tim. Melalui perspektif Siya>sah Tanfidziyyah, kepemimpinan yang adil dan akuntabel serta kesadaran masyarakat terhadap pentingnya gizi anak menjadi faktor esensial dalam mencapai tujuan program. ABSTRACT This study aims to analyze the implementation of Article 16 of the Metro Mayor Regulation Number 32 of 2022 regarding the Synergy of Community Networks Caring for Children and Mothers in the effort to accelerate the reduction of stunting in Yosomulyo Village, which mentions Coordination of Implementation at the Village Level; 1) To coordinate the integrated activities for the acceleration of stunting reduction at the village level, a stunting reduction acceleration team at the village level is to be formed, which is set forth by the village head's decree; 2) The integrated stunting reduction acceleration team at the village level, as referred to in paragraph 1, has the task; and 3) The integrated stunting reduction acceleration team at the village level, as referred to in paragraph 1, involves several parties. The problem formulation is: How is the implementation of Article 16 of the Metro Mayor Regulation Number 32 of 2022 concerning the Synergy of Community Networks Caring for Children and Mothers in the Effort to Accelerate Stunting Reduction in Yosomulyo Village, Metro Pusat District, and how is the Perspective of Siya>sah Tanfidziyyah Syar'iyyah in the Implementation of Article 16 of the Metro Mayor Regulation Number 32 of 2022 regarding the Synergy of Community Networks Caring for Children and Mothers in the Effort to Accelerate Stunting Reduction in Yosomulyo Village, Metro Pusat District. The research method used is qualitative with a descriptive analytical approach, involving interviews, documentation, and literature studies to obtain primary and secondary data. Primary data is obtained from interview results, while secondary data comes from other reference sources. These data sources will subsequently serve as references for systematic analysis. The research findings indicate that the efficiency of the stunting reduction program highly depends on the level of coordination and collaboration among various parties, including health workers, human development cadres, and the community. The existence of the Stunting Reduction Acceleration Team, established based on the village head's decree, is a key element, but it still faces challenges related to the uneven issuance of decrees, which could hinder the team's performance. Through the perspective of Siya>sah Tanfidziyyah, fair and accountable leadership, as well as community awareness of the importance of children's nutrition, become essential factors in achieving the program's goals.
