Abstract

ABSTRAK Pandemi covid-19 yang pernah terjadi, mau tidak mau memberikan dampak terhadap berbagai sektor. Pada tataran ekonomi global, pandemi covid-19 memberikan dampak yang sangat signifikan pada perekonomian domestik negara-bangsa dan keberadaan Usaha Mikro Kecil dan Menengah (UMKM) seperti penurunan konsumsi dan daya beli masyarakat, penurunan kinerja perusahaan, ancaman pada sektor perbankan dan keuangan, serta eksistensi Usaha Mikro Kecil dan Menengah (UMKM). Fenomena permasalahan krisisnya kondisi UMKM seluruh daerah menjadikan Presiden melalui Kementerian Koperasi dan Usaha Kecil Menengah mengeluarkan kebijakan berupa pemberian bantuan produktif usaha mikro di masa pandemi Covid-19 yang diperuntukkan kepada para pengusaha mikro yang usahanya terdampak krisis akibat pandemi. Maka rumusan masalah pada penelitian ini ialah: (1) Bagaimana sistem Bantuan Produktif Usaha Mikro (BPUM) terhadap Usaha Mikro Kecil Menengah (UMKM) pada masa pandemi Covid 19? (2) Bagaimana pandangan hukum Islam mengenai sistem Bantuan Produktif Usaha Mikro (BPUM) terhadap Usaha Mikro Kecil Menengah (UMKM) pada masa pandemi Covid 19? Prosedur penelitian ialah kualitatif dengan jenis penelitian lapangan (field research) yang bersifat normatif empiris. Metode pengumpulan data yang digunakan ialah melalui observasi, wawancara dan dokumentasi. Hasil penelitian ini ialah: (1) Sistem Bantuan Produktif Usaha Mikro (BPUM) Terhadap Usaha Mikro Kecil Menengah (UMKM) Pada Masa Pandemi Covid 19 Pada tahun 2021 tidak diberikan secara langsung begitu saja, namun pelaku usaha harus memenuhi persyaratan dan menjalankan tahapan mulai dari tahap pengusulan calon penerima bantuan melalui pendataan dan pendaftaran, tahap pembersihan dan validasi data calon penerima dengan menggunakan data SIKP dan SLIK, tahap penetapan calon penerima oleh Kuasa Pengguna Anggaran (KPA), terakhir tahap pencairan dana bantuan. (2) Pandangan hukum Islam mengenai sistem Bantuan Produktif Usaha Mikro (BPUM) Terhadap Usaha Mikro Kecil Menengah (UMKM) pada masa pandemi Covid 19 termasuk dalam akad hibah karna dilihat dalam unsurnya yang mensyaratkan untuk tidak berharap terhadap suatu imbalan. Kata Kunci: BPUM, UMKM, Pandemi Covid-19. ABSTRACT The Covid-19 pandemic that has occurred has inevitably had an impact on various sectors. At the global economic level, the Covid-19 pandemic has had a very significant impact on the domestic economy of nation states and the existence of Micro, Small and Medium Enterprises (MSMEs), such as a decrease in consumption and people's purchasing power, a decline in company performance, threats to the banking and financial sectors, as well as the existence of Micro, Small and Medium Enterprises (MSMEs). The phenomenon of the crisis problem in the condition of MSMEs in all regions has made the President through the Ministry of Cooperatives and Small and Medium Enterprises issue a policy in the form of providing productive assistance to micro businesses during the Covid-19 pandemic which is intended for micro entrepreneurs whose businesses have been affected by the crisis due to the pandemic. So the problem formulation in this research is: (1) How is the Productive Assistance for Micro Enterprises (BPUM) system for Micro, Small and Medium Enterprises (MSMEs) during the Covid 19 pandemic? (2) What is the view of Islamic law regarding the Micro Enterprise Productive Assistance (BPUM) system for Micro, Small and Medium Enterprises (MSMEs) during the Covid 19 pandemic? The research procedure is qualitative with a type of field research that is empirically normative. The data collection method used is through observation, interviews and documentation. The results of this research are: (1) Productive Assistance System for Micro Enterprises (BPUM) for Micro, Small and Medium Enterprises (MSMEs) During the Covid 19 Pandemic. In 2021, it will not be given directly, but business actors must fulfill the requirements and carry out stages starting from the stage of nominating potential recipients of assistance through data collection and registration, the stage of cleaning and validating data on potential recipients using SIKP and SLIK data, the stage of determining potential recipients by the Budget User Authority (KPA), and finally the stage of disbursing aid funds. (2) The view of Islamic law regarding the Micro Enterprise Productive Assistance (BPUM) system for Micro, Small and Medium Enterprises (MSMEs) during the Covid 19 pandemic is included in the grant contract because it is seen in its elements which require not expecting anything in return.
