Abstract

ABSTRAK Penelitian ini berjudul “Evaluasi Dinas Perpustakaan dan Kearsipan Daerah Kota Metro dalam Meningkatkan Terjaminnya Arsip”. Penelitian ini bertujuan untuk. menganalisis langkah-langkah yang telah diterapkan oleh Dinas Perpustakaan dan Kearsipan Daerah Kota Metro dalam meningkatkan terjaminnya penyimpanan arsip, serta untuk mengidentifikasi faktor pendukung dan penghambat dalam mewujudkan sistem penyimpanan arsip yang optimal. Arsip merupakan bagian penting dalam menjaga kesinambungan informasi, alat bukti hukum, dan memori organisasi, sehingga pengelolaannya harus dilakukan secara sistematis sesuai dengan standar nasional. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data berupa observasi, wawancara terstruktur dan dokumentasi. Data primer diperoleh langsung dari responden yaitu Staf Perangkat Restorasi Arsip dan Staf Pranata Kearsipan. Teknik analisis data dilakukan dengan 3 tahapan yaitu: reduksi data, penyajian data dan verifikasi. Selanjutnya uji keabsahan data dilakukan dengan Teknik triangulasi sumber, teknik dan teori. Semua data tersebut merupakan bahan-bahan untuk mengevaluasi terjaminnya penyimpanan arsip di Dinas Perpustakaan dan Kearsipan Daerah Kota Metro. Hasil penelitian menunjukkan bahwa Dinas Perpustakaan dan Kearsipan Daerah Kota Metro telah berupaya menjalankan kebijakan penyimpanan arsip sesuai standar nasional. Upaya tersebut mencakup penerapan sistem pengelolaan arsip fisik dan digital, termasuk penggunaan Sistem Informasi Kearsipan melalui platform jikn.anri.go.id untuk mendukung proses digitalisasi arsip. Selain itu, Dinas telah menerapkan prosedur pengelolaan arsip yang meliputi pencatatan, penyimpanan, dan pengelompokan arsip berdasarkan kategori untuk memudahkan akses dan pelestarian dokumen penting. Langkah-langkah pengamanan arsip juga diterapkan, baik secara fisik maupun elektronik, untuk menjaga keutuhan dan aksesibilitas informasi. Penelitian ini juga mengungkapkan adanya faktor pendukung dan penghambat dalam mewujudkan terjaminnya penyimpanan arsip. Faktor pendukung meliputi adanya regulasi nasional yang jelas, seperti Undang-Undang Nomor 43 Tahun 2009 tentang Kearsipan, serta implementasi awal digitalisasi arsip melalui Sistem Informasi Kearsipan Nasional. Namun, terdapat faktor ii penghambat seperti keterbatasan infrastruktur, termasuk depot arsip yang belum terpisah dari perpustakaan, keterbatasan dana, serta kurangnya pengembangan kapasitas sumber daya manusia untuk pengelolaan arsip digital.Dengan sinergi antara regulasi, teknologi, dan peningkatan sumber daya manusia, kendala-kendala tersebut dapat diatasi untuk mencapai pengelolaan arsip yang lebih optimal, efisien, dan berkelanjutan. The purpose of this study is to analyze the measures implemented by the Regional Library and Archives Office of Metro City to improve the assurance of archival preservation and to identify supporting and inhibiting factors in achieving an optimal archival storage system. Archives play a vital role in maintaining continuity of information, serving as legal evidence, and preserving organizational memory, requiring systematic management aligned with national standards. This research employs a qualitative approach with a descriptive method. Data collection techniques include observation, structured interviews, and documentation. Primary data were obtained directly from respondents, namely the Archival Restoration Device Staf and Archival Management Staf. Data analysis was conducted through three stages: data reduction, data presentation, and verification. The validity of the data was tested using triangulation of sources, techniques, and theories. All collected data served as materials for evaluating the assurance of archival preservation at the Regional Library and Archives Office of Metro City. The results indicate that the Regional Library and Archives Office of Metro City has made efforts to implement archival storage policies in accordance with national standards. These efforts include the application of both physical and digital archival management systems, such as the use of the Archival Information System through the jikn.anri.go.id platform to support archival digitization processes. Additionally, the Office has implemented procedures for recording, storing, and categorizing archives to facilitate access and document preservation. Archival security measures have also been applied, both physically and electronically, to ensure information integrity and accessibility.This research also reveals the presence of supporting and inhibiting factors in achieving assured archival preservation. Supporting factors include clear national regulations, such as Law No. 43 of 2009 on Archives, and the initial implementation of digital archiving through the National Archival Information System. However, inhibiting factors include infrastructure limitations, such as iv the absence of a separate archive depot from the library, limited funding, and insufficient development of human resource capacity for digital archival management. By synergizing regulations, technology, and human resource development, these obstacles can be addressed to achieve more optimal, efficient, and sustainable archival management.
