Abstract

ABSTRAK Kawasan Tanpa Rokok (KTR) adalah area atau ruangan yang dilarang untuk merokok, memproduksi, menjual, mengiklankan dan mempromosikan rokok. Penetapan Kawasan Tanpa Rokok dilakukan untuk melindungi masyarakat dari resiko gangguan kesehatan akibat lingkungan yang tercemar asap rokok. Sekolah merupakan salah satu tempat yang ditetapkan sebagai area Kawasan Tanpa Rokok namun siswa-siswi terkadang tidak menaati aturan yang sudah ditetapkan dengan melakukan aktivitas merokok di wilayah Sekolah. Penelitian ini memiliki rumusan masalah yaitu: 1). Bagaimana Implementasi Pasal 7 Ayat (1) Huruf a Peraturan Daerah Provinsi Lampung Nomor 8 Tahun 2017 tentang Kawasan Tanpa Rokok? dan 2). Bagimana Implementasi Pasal 7 Ayat (1) Huruf a Peraturan Daerah Provinsi Lampung Nomor 8 Tahun 2017 Tentang Kawasan Tanpa Rokok Perspektif Siyasah Tanfidziyyah Syar‟iyyah?. Tujuan dari penelitian ini yaitu, untuk mengetahui Implementasi Pasal 7 Ayat (1) Huruf a Peraturan Daerah Provinsi lampung Nomor 8 Tahun 2017 tentang Kawasan Tanpa Rokok dan untuk mengetahui bagaimana Perspektif Siyasah Tanfidziyyah Syar‟iyyah terhadap Pasal 7 Ayat (1) Huruf a Peraturan Daerah Provinsi Lampung Nomor 8 Tahun 2017 tentang Kawasan Tanpa Rokok. Metode yang digunakan adalah penelitian kualitatif dengan data primer yang diperoleh melalui wawancara dengan informan yang mengetahui persoalan dalam penelitian dan dokumentasi, serta data sekunder dengan melalui studi keperpustakaan yang meliputi buku, peraturan, makalah, dokumen, penelitian sebelumnya, dan lain-lain. Jenis penelitian yang digunakan adalah penelitian lapangan. Hasil penelitian menunjukan bahwa Implementasi Pasal 7 ayat (1) Huruf a Peraturan Daerah Provinsi Lampung Nomor 8 Tahun 2017 tentang Kawasan Tanpa Rokok oleh Sekolah Kota Bandar Lampung sudah sudah berjalan dengan baik. Buktinya bahwa Sekolah Kota Bandar Lampung telah menjalankan upaya penerapan Kawasan Tanpa Rokok di Mts Negeri 1 dan SMP 43 Kota Bandar Lampung dengan cukup baik sesuai dengan Pasal 7 ayat (1) Huruf a Peraturan Daerah Provinsi Lampung Nomor 8 Tahun 2017 tentang Kawasan Tanpa Rokok. Menurut Fiqh Siyasah Tanfidziyyah, Sekolah Kota Bandar Lampung telah melakukan tugas dengan bersikap adil, jujur, dan profesional. Dalam hal ini, Sekolah Kota Bandar Lampung telah bekerjasama dengan Dinas Kesehatan untuk sosialisasi penerapan Kawasan Tanpa Rokok di Mts Negeri 1 dan SMP 43 Kota Bandar Lampung. ABSTRACT A Non-Smoking Area (KTR) is an area or room where smoking, producing, selling, advertising and promoting cigarettes are prohibited. The determination of the No Smoking Area is carried out to protect the community from the risk of health problems due to the environment polluted by cigarette smoke. The school is one of the places designated as a No Smoking Area area, but students sometimes do not obey the rules that have been set by doing smoking activities in the school area. This study has a problem formulation, namely: 1). How is the Implementation of Article 7 Paragraph (1) Letter a of Lampung Provincial Regional Regulation Number 8 of 2017 concerning Non-Smoking Areas? and 2). How is the implementation of Article 7 paragraph (1) letter a of the Lampung Provincial Regional Regulation Number 8 of 2017 concerning Smoke Free Areas from the perspective of Siyasah Tanfidziyyah Syar'iyyah?. The purpose of this study is, to find out the Implementation of Article 7 Paragraph (1) Letter a of Lampung Provincial Regional Regulation Number 8 of 2017 about the Non-Smoking Area and to find out how the Perspective of Siyasah Tanfidziyyah Syar'iyyah towards Article 7 Paragraph (1) Letter a of Lampung Provincial Regional Regulation Number 8 of 2017 concerning Non-Smoking Areas. The method used is qualitative research with primary data obtained through interviews with informants who know the problems in the research and documentation, as well as secondary data through library studies which include books, regulations, papers, documents, previous research, and others. The type of research used is field research. The results of the study show that the implementation of Article 7 paragraph (1) Letter a of Lampung Provincial Regional Regulation Number 8 of 2017 concerning Non-Smoking Areas by Bandar Lampung City Schools has been running well. The proof is that Bandar Lampung City School has carried out efforts to implement the Smoke-Free Zone in Mts Negeri 1 and SMP 43 Bandar Lampung City quite well in accordance with Article 7 paragraph (1) Letter a of Lampung Provincial Regional Regulation Number 8 of 2017 concerning Non Smoking Areas. According to Fiqh Siyasah Tanfidziyyah, Bandar Lampung City School has carried out its duties by being fair, honest, and and professional. In this case, the Bandar Lampung City School has collaborated with the Health Office to socialize the implementation of the No Smoking Area at Mts Negeri 1 and SMP 43 Bandar Lampung City.
