Abstract

ABSTRAK Satuan Pamong Praja merupakan salah satu aparat penegak hukum bagian Peraturan Daerah yang berada dibawah Gubernur dan Walikota yang bertugas untuk menegakan Peraturan Daerah dan menyelenggarakan ketertiban umum. Dengan tujuan agar masyarakat menjadi lebih tentram dan juga tertib. Menyelenggarkan ketertiban umum dan ketentraman masyarakat biasanya dilakukan dijalanan. Hal ini cukup banyak Manusia Silver yang meminta-minta si beberapa titik lampu merah Kota Bandar Lampung. Adapun permasalahan yang dikaji dalam skripsi ini adalah bagaiamana Implementasi Peraturan Walikota Bandar Lampung Nomor 40 Tahun 2021 Tentang Susunan Organisasi Tugas dan Fungsi Serta Tata Kerja Satuan Polisi Pamong Praja Kota Bandar Lampung Perspektif Siyasah Tanfidziyyah Syar‟iyyah. Tujuan penelitian ini adalah untuk mengetahui peran Satuan Polisi Pamong Praja dalam menanggulangi Manusia Silver Daerah Kota Bandar Lampung Perspektif Siyasah Tanfidizyyah Syar‟iyyah. Penelitian ini adalah jenis penelitian lapangan (field research) dan sifat penelitian deskriptif analisis. Penelitian ini juga berupa penelitian lapangan dilakukan mengkaji data yang bersumber dari lokasi atau lapangan penelitian. Hasil dari penelitian ini memberikan jawaban bahwa peran Satuan Polisi Pamong Praja dalam menertibkan Manusia Silver sudah berjalan dengan baik. Khususnya dalam menegakan Peraturan Daerah dalam menanggulangi Manusia Silver di beberapa titik lampu merah Kota Bandar Lampung. Jika Manusia Silver masih tidak menaati aturan maka Satpol-PP akan memberikan sanksi yang pertama diberi teguran lisan, jika tertangkap yang kedua kalinya akan diberi sanski peringatan tertulis, jika kembali tertangkap sampai 3 ataupun 4 mereka akan diangkut dan diserahkan ke Dinas Sosial. Hal ini bertujuan agar Manusia Silver bisa lebih menaati pada aturan yang sudah berlaku. Kata Kunci: Manusia Silver, Siyasah Tanfidizyyah Syar‟iyyah.ABSTACT The Civil Service Unit is one of the law enforcement officers in the Regional Regulation section under the Governor and Mayor whose duties are to enforce Regional Regulations and maintain public order. With the aim of making society more peaceful and orderly. Maintaining public order and public tranquility is usually done on the streets. This is quite a lot of Silver Humans begging at several red light points in Bandar Lampung City. The problem studied in this thesis is how to Implement the Regulation of the Mayor of Bandar Lampung Number 40 of 2021 concerning the Organizational Structure of Duties and Functions and Work Procedures of the Bandar Lampung City Civil Service Police Unit from the Perspective of Siyasah Tanfidziyyah Syar'iyyah. The purpose of this study is to determine the role of the Civil Service Police Unit in overcoming the Silver Man in the Bandar Lampung City Area from the perspective of Siyasah Tanfidizyyah Syar'iyyah. This study is a type of field research and the nature of the research is descriptive analysis. This research is also a field research conducted by reviewing data sourced from the location or field of research. The results of this study provide an answer that the role of the Civil Service Police Unit in controlling the Silver Man has been running well. Especially in enforcing Regional Regulations in dealing with Silver Man at several red light points in Bandar Lampung City. If the Silver Man still does not obey the rules, the Civil Service Police Unit will give sanctions, the first is a verbal warning, if caught the second time they will be given a written warning, if caught again up to 3 or 4 they will be transpoted and handed over to the Social Service. This aims to make Silver Man morea obedient to the rules that already apply. Keywords: Silver Man, Siyasah Tanfidizyyah Syar‟iyyah.
