Abstract

ABSTRAK Peran Kepala Desa sangat penting dalam mengadakan pendekatan dan menumbuhkan serta mengembangkan swadaya gotong royong masyarakat untuk dapat merealisasikan pelaksanaan pembangunan sebagaimana yang telah direncanakan melalui musyawarah pembangungan desa. Rumusan masalah dalam penulisan skripsi ini adalah bagaimana peran Kepala Desa dalam pembangunan desa di Desa Banjar Negeri Kecamatan Natar Kabupaten Lampung Selatan? dan bagaimana analisis siyāsah tanfīżiyyah tentang peran Kepala Desa dalam pembangunan desa di Desa Banjar Negeri Kecamatan Natar Kabupaten Lampung Selatan?. Penelitian yang digunakan dalam penulisan skripsi ini bersifat deskriptif (menggambarkan) analisis. Jenis penelitian ini merupakan penelitian lapangan (field research).Populasi dari penelitian ini adalah perangkat desa Banjar Negeri Kecamatan Natar Lampung Selatan, dan masyarakat yang terlibat dalam proses pembangunan di desa Banjar Negeri Kecamnatan Natar Lampung Selatan. Sampel yang digunakan dalam penelitian ini terdiri dari 7 orang yaitu 1 Kepala Desa Banjar Negeri Kecamatan Natar, 1 Kaur Pembangunan di Desa Banjar Negeri Kecamatan Natar , 1 Ketua PKK di Desa Banjar Negeri Kecamatan Natar, 1 Kadus di Desa Banjar Negeri Kecamatan Natar Lampung Selatan, 1 Ketua Karang Taruna di Desa Banjar Negeri Kecamatan Natar, 1 Tokoh Agama di Desa Banajar Negeri Kecamatan Natar, 1 masyarakat di Desa Banajar Negeri Kecamatan Natar. Adapun hasil penelitian dalam skripsi ini adalalah Kepala Desa di Desa Banjar Negeri tidak melaksanakan dengan efektif Undang-Undang Republik Indonesia Nomor 3 Tahun 2024 Tentang Perubahan Kedua Atas Undang-Undang Nomor 6 Tahun 2014 Tentang Desa Pasal 3 Asas peganturan di buktikan dengan adanya banyaknya asas-asas yang belum terlaksana seperti asas rekognisi, asas subsidiritas, asas kebersamaan, asas kegotongroyongan, asas kemandirian, asas kekeluargaan, asas musyawarah, dan asas partisipasi. Asas yang telah terlaksana di Desa Banjar Negeri yaitu Asas keberagaman, asas demokrasi, asas kesetaran, asas pemberdayaan, dan asas keberlanjutan. Peran Kepala Desa dalam pembangunan desa di Desa Banjar Negeri Kecamatan Natar Kabupaten Lampung Selatan belum sesuai dengan tuntutan siyāsah tanfīżiyyah. Prinsip kekuasaan sebagai amanah belum dapat terlaksana dengan baik, karena beberapa asas belum dijalankan dengan baik. Seperti asas rekognisi, asas subsidaritas, asas musyawarah, asas kebersamaan, asas kegotongroyongan, dan asas kekeluargaan. Untuk mewujudkan pembangunan di Desa Banjar Negeri harus menjalankan prinsip di pemerintahan desa yang sejalan dengan prinsip kekuasaan sebagai amanah dan prinsip musyawarah. ABSTRACT The role of the Village Head is very important in initiating approaches and fostering as well as developing the community's self-reliance and mutual cooperation to realize the implementation of development as planned through village development deliberations. The formulation of the problem in this thesis is how the role of the Village Head in village development in Banjar Negeri Village, Natar District, South Lampung Regency? and how the siyāsah tanfīżiyyah analysis regarding the role of the Village Head in village development in Banjar Negeri Village, Natar District, South Lampung Regency? The research used in the writing of this thesis is descriptive (illustrative) analysis. This type of research is field research. The population of this study consists of the village officials of Banjar Negeri, Natar District, South Lampung, and the community involved in the development process in the village of Banjar Negeri, Natar District, South Lampung. The sample used in this study consists of 7 people, namely 1 Head of Banjar Negeri Village, Natar District, 1 Development Officer in Banjar Negeri Village, Natar District, 1 Head of PKK in Banjar Negeri Village, Natar District, 1 Neighborhood Head in Banjar Negeri Village, Natar District, South Lampung, 1 Youth Organization Leader in Banjar Negeri Village, Natar District, 1 Religious Leader in Banjar Negeri Village, Natar District, and 1 community member in Banjar Negeri Village, Natar District. The results of the research in this thesis indicate that the Village Head in Banjar Negeri Village does not effectively implement the Republic of Indonesia Law Number 3 of 2024 on the Second Amendment to Law Number 6 of 2014 on Villages. Article 3 The principle of integration is evidenced by the presence of many principles that have not yet been implemented, such as the principle of recognition, the principle of subsidiarity, the principle of togetherness, the principle of mutual cooperation, the principle of independence, the principle of kinship, the principle of deliberation, and the principle of participation. The principles that have been implemented in Banjar Negeri Village are the principle of diversity, the principle of democracy, the principle of equality, the principle of empowerment, and the principle of sustainability. The role of the Village Head in the development of the village in Banjar Negeri Village, Natar District, South Lampung Regency, has not yet met the demands of siyāsah tanfīżiyyah. The principle of power as a trust has not been well implemented because several principles have not been properly executed. Like the principle of recognition, the principle of subsidiarity, the principle of deliberation, the principle of togetherness, the principle of mutual cooperation, and the principle of kinship.
