Abstract

ABSTRAK Rumah kost adalah sebuah tempat tinggal dengan sejumlah kamar yang disewakan dan dibayar dalam kurun waktu atau per periode tertentu, salah satunya rumah kost yang berada di Kelurahan Way Halim Permai. Hal ini masih terdapat pihak kos-kosan yang belum memahami Peraturan daerah sepenuhnya. penyebab kurang optimalnya pelaksanaan peraturan daerah ini adalah kurangnya sosialisasi dari aparat desa seperti Lurah, Camat dan Walikota Kota Bandar Lampung kepada Masyarakat, khususnya para pemilik kos di wilayah Kelurahan Way Halim Permai kota Bandar Lampung. Rumusan masalah yang diajukan dalam penelitian ini yaitu Bagaimana implementasi Peraturan Daerah Kota Bandar Lampung Nomor 07 Tahun 2018 Tentang Izin Penyelenggaraan Dan Penataan Rumah Kos yang diselenggarakan di Kelurahan Way Halim Permai Kota Bandar Lampung? Dan Bagaimana Tinjauan Fiqih Siyasah Tanfidziyyah Syar’iyah tentang Peraturan Daerah Kota Bandar Lampung Nomor 07 Tahun 2018 Tentang Izin Penyelenggaraan Dan Penataan Rumah Kos yang diselenggarakan di Kelurahan Way Halim Permai Kota Bandar Lampung?. Metode Penelitian yang digunakan adalah jenis penelitian lapangan ((field research). yaitu suatu penelitian yang dilaksanakan secara intensif dan terperinci terhadap suatu objek yang diinginkan dengan mempelajari berbagai data penguat atau pendukung suatu kasus. Berdasarkan hasil penelitian dapat ditarik sebuah kesimpulan, pertama, Implementasi Peraturan Daerah kota Bandar Lampung Nomor 07 Tahun 2018 tentang Izin Penyelenggaraan dan Penataan Rumah Kos di Kelurahan Way Halim Permai kota Bandar Lampung masih belum sepenuhnya terkaksana. Aturan yang belum terpenuhi adalah masih adanya pihak kos yang belum memiliki surat izin karena pihak kos hanya memahami bahwa izin tersebut hanya dalam bentuk lisan kepada aparatur daerah setempat, faktor yang menjadi penyebab kurang optimalnya implementasi Perda ini adalah kurangnya sosialisasi dari aparatur sekitar kos dan pemerintah daerah setempat. KeduaTinjauan Fiqh Siyasah Tanfidziyah terhadap Implementasi Peraturan Daerah Kota Bandar Lampung Nomor 07 Tahun 2018 tentang Izin Penyelenggaraan dan Penataan Rumah Kos di Kelurahan Way Halim Permai kota Bandar Lampung sudah sejalan dengan Fiqh Siyasah Tanfidziyah. ABSTRACT A boarding house is a residence with a number of rooms that are rented and paid for within a certain period of time, one of which is the boarding house in Way Halim Permai Village. There are still boarding house parties who do not fully understand regional regulations. The cause of the sub-optimal implementation of this regional regulation is the lack of socialization from village officials such as the village head, sub district head and mayor of Bandar Lampung City to the community, especially boarding house owners in the Way Halim Permai sub-district area of Bandar Lampung city. The formulation of the problem proposed in this research is: How is the implementation of Bandar Lampung City Regional Regulation Number 07 of 2018 concerning Permits for the Operation and Arrangement of Boarding Houses held in Way Halim Permai Village, Bandar Lampung City? And what is the review of the Siyasah Tanfidziyyah Syar'iyah Fiqh regarding Bandar Lampung City Regional Regulation Number 07 of 2018 concerning Permits for the Operation and Arrangement of Boarding Houses held in Way Halim Permai Village, Bandar Lampung City? The research method used is a type of field research, namely research carried out intensively and in detail on a desired object by studying various corroborating or supporting data for a case. Based on the research results, a conclusion can be drawn, firstly, the implementation of Bandar Lampung City Regional Regulation Number 07 of 2018 concerning Permits for the Operation and Arrangement of Boarding Houses in Way Halim Permai Subdistrict, Bandar Lampung City is still not fully implemented. The regulations that have not been fulfilled are that there are still boarding house parties who do not have a permit because the boarding house only understands that the permission is only in verbal form to local regional officials. The factor that causes less than optimal implementation of this Regional Regulation is the lack of socialization from officials around the boarding house and the local government. local. Second, the review of Fiqh Siyasah Tanfidziyah on the Implementation of Bandar Lampung City Regional Regulation Number 07 of 2018 concerning Permits for the Operation and Arrangement of Boarding Houses in Way Halim Permai Subdistrict, Bandar Lampung City is in line with Fiqh Siyasah Tanfidziyah.
