Abstract

ABSTRAK Mewujudkan perlindungan dan kesejahteraan sosial salah satu tujuannya dengan mengurangi beban pengeluaran masyarakat yang kurang mampu yaitu dengan program sembako. Pasal 3 Ayat (2) Peraturan Menteri Sosial Republik Indonesia Nomor 4 Tahun 2023 Tentang Pelaksanaan Program Sembako menyatakan KPM Program Sembako harus memenuhi kriteria kemiskinan, memiliki kehidupan yang tidak layak secara kemanusiaan, dan/atau memiliki kriteria masalah sosial. Terdapat fenomena yang tidak adil dan ketidaktepatan di Pekon Purwodadi. Penyebab terjadinya ketidaktepatan sasaran adalah karena banyak penerima bantuan sosial yang berasal dari kalangan mampu, bahkan ada sebagian masyarakat yang seharusnya menerima bantuan namun belum. Rumusan masalah pada penelitian ini adalah: (1) Bagaimana Implementasi Pasal 3 Ayat (2) Peraturan Menteri Sosial Republik Indonesia Nomor 4 Tahun 2023 Tentang Pelaksanaan Program Sembako di Pekon Purwodadi Kecamatan Gisting Kabupaten Tanggamus. (2) Bagaimana Implementasi Pasal 3 Ayat (2) Peraturan Menteri Sosial Republik Indonesia Nomor 4 Tahun 2023 Tentang Pelaksanaan Program Sembako Perspektif i sah n dziyyah r’i h di Pekon Purwodadi Kecamatan Gisting Kabupaten Tanggamus. Metode yang digunakan pada penelitian ini adalah metode kualitatif. Jenis penelitian yang digunakan adalah penelitian lapangan (field research). Teknik pengambilan data menggunakan sumber data primer yang diperoleh dari hasil wawancara, serta dokumentasi dan sumber data sekunder yang diperoleh dari beberapa buku, jurnal, dan website yang relevan dengan judul penelitian ini. Analisa data yang digunakan dalam penelitian ini yaitu deskriptif kualitatif. Hasil dari penelitian ini mengungkapkan bahwa Implementasi dari Pasal 3 Ayat (2) Peraturan Menteri Sosial Republik Indonesia Nomor 4 Tahun 2023 Tentang Pelaksanaan Program Sembako dapat dinyatakan belum optimal mengenai pelaksanaan penyaluran bantuan program sembako perspektif i h n i h r’i h di Pekon Purwodadi Kecamatan Gisting Kabupaten Tanggamus. Kata Kunci: Bantuan Program Sembako, Implementasi, i h n i h r’i h ABSTRACT Realizing social protection and welfare is one of the goals by reducing the burden of expenses on underprivileged people, namely with the basic food program. Article 3 Paragraph (2) of the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 4 of 2023 concerning the Implementation of the Basic Food Program states that the KPM of the Basic Food Program must meet the criteria of poverty, have a life that is not humanly feasible, and / or have criteria for social problems. There is a phenomenon of unfairness and inaccuracy in Pekon Purwodadi. The cause of the inaccuracy of targeting is because many recipients of social assistance come from the well-off, and there are even some people who should have received assistance but have not. The problem formulations in this study are: (1) How is the Implementation of Article 3 Paragraph (2) of the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 4 of 2023 concerning the Implementation of the Basic Food Program in Pekon Purwodadi, Gisting District, Tanggamus Regency. (2) How is the Implementation of Article 3 Paragraph (2) of the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 4 of 2023 concerning the Implementation of the Basic Food Program in the Perspective of i h n i h Syar'iyyah in Pekon Purwodadi, Gisting District, Tanggamus Regency. The method used in this research is a qualitative method. The type of research used is field research. The data collection technique uses primary data sources obtained from interviews, as well as documentation and secondary data sources obtained from several books, journals, and websites relevant to the title of this research. Data analysis used in this research is descriptive qualitative. The results of this study reveal that the implementation of Article 3 Paragraph (2) of the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 4 of 2023 concerning the Implementation of the Basic Food Program can be stated as not optimal regarding the implementation of the distribution of basic food program assistance from the perspective of siyâsah tanfîdziyyah syar'iyyah in Pekon Purwodadi, Gisting District, Tanggamus Regency.
