Abstract

ABSTRAK Penelitian ini bertujuan untuk mengimplementasi pelaksanaan penyusutan dan pemusnahan arsip serta mengidentifikasi faktor-faktor pendukung dan penghambat yang memengaruhi pelaksanaan penyusutan dan pemusnahan arsip di Balai Besar Pengawas Obat dan Makanan (BBPOM) Lampung. Arsip memiliki peran yang sangat penting dalam mendukung kelancaran administrasi dan pengawasan di Lembaga pemerintah, termasuk di Balai Besar Pengawas Obat dan Makanan (BBPOM) Lampung. Namun, pengelolaan arsip yang tidak efektif dapat mengakibatkan penumpukan arsip yang tidak terpakai, yang pada akhirnya dapat mengganggu efisiensi operasional dan menambah risiko keamanan informasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara secara terstruktur dengan petugas arsiparis, observasi terhadap pelaksanaan proses penyusutan dan pemusnahan arsip, serta dokumentasi prosedur yang berlaku di Balai Besar Pengawas Obat dan Makanan (BBPOM) Lampung. Analisis data dilakukan dengan membandingkan praktik yang ada dengan ketentuan dan prosedur yang telah ditetapkan dalam regulasi pengelolaan arsip di Indonesia. Hasil penelitian menunjukkan bahwa pelaksanaan penyusutan dan pemusnahan arsip di Balai Besar Pengawas Obat dan Makanan (BBPOM) Lampung belum sepenuhnya berjalan sesuai dengan ketentuan. Beberapa faktor yang mempengaruhi pelaksanaan ini antara lain keterbatasan sumber daya manusia, proses persetujuan yang lama, dan ketidakteraturan dalam pengelola arsip. Di sisi lain, prosedur penyusutan dan pemusnahan yang ada sudah cukup baik, namun implementasinya masih perlu ditingkatkan. Berdasarkan temuan tersebut, disarankan agar Balai Besar Pengawas Obat dan Makanan (BBPOM) Lampung sebaiknya meningkatkan kapasitas sumber daya manusia melalu pelatihan dan pengembangan keterampilan bagi pegawai terkait pengelolaan arsip, Peningkatan sumber daya manusia yang terlibat dalam pengelolaan arsip juga menjadi faktor penting untuk memperlancar proses tersebut. Kata Kunci: Penyusutan Arsip, Pemusnahan Arsip, Arsip Dinamis, BBPOM Lampung. iv ABSTRACT This research aims to implement the implementation of archive shrinkage and destruction and identify supporting and inhibiting factors that influence the implementation of archive shrinkage and destruction at the Lampung Food and Drug Monitoring Center (BBPOM). Archives have a very important role in supporting the smooth administration and supervision of government institutions, including the Lampung Food and Drug Administration Center (BBPOM). However, ineffective records management can result in a buildup of unused records, which in turn can disrupt operational efficiency and increase information security risks. This research uses a qualitative approach with descriptive methods. Data was obtained through structured interviews with archivists, observations of the implementation of the record shrinking and destruction process, as well as documentation of applicable procedures at the Lampung Food and Drug Monitoring Center (BBPOM). Data analysis was carried out by comparing existing practices with the provisions and procedures stipulated in archive management regulations in Indonesia. The results of the research show that the implementation of record depreciation and destruction at the Lampung Food and Drug Monitoring Center (BBPOM) has not been fully implemented in accordance with applicable regulations. Several factors that influence this implementation include limited human resources, a long approval process, and irregularities in archive management. On the other hand, the existing depreciation and destruction procedures are quite good, but their implementation still needs to be improved. Based on these findings, it is recommended that the Lampung Food and Drug Supervisory Agency (BBPOM) should increase human resource capacity through training and skills development for employees related to archive management. Increasing human resources involved in archive management is also an important factor to expedite this process. Keywords: Record Depreciation, Record Destruction, Record, BBPOM Lampung
