Abstract

ABSTRAK Indonesia adalah negara hukum dan negara demokrasi yang kedaulatan tertinggi berada ditangan rakyat. Salah satu ciri bahwa Indonesia adalah negara demokrasi yaitu dengan adanya pemilihan umum yang dilaksanakan sekali dalam lima tahun. Pemilihan umum memerlukan peran dan andil masyarakat. Kesuksesan terselenggaranya pemilihan umum adalah ketika tingginya tingkat partisipasi pemilih masyarakat untuk mendatangi tempat pencoblosan dalam pemilihan umum. Pada setiap pemilu masih ada saja masyarakat yang tidak berpartisipasi dalam pemilihan umum, maka dari itu Komisi Pemilihan Umum (KPU) Lampung Barat menyiapkan strategi dalam meningkatkan partisipasi pemilih pada pilkada 2024. Adapun rumusan masalah dalam penelitian ini, yaitu: (1) bagaimana strategi Komisi Pemilihan Umum Kabupaten Lampung Barat dalam meningkatkan partisipasi pemilih pada Pilkada 2024 (2) bagaimana strategi Komisi Pemilihan Umum Kabupaten Lampung Barat dalam meningkatkan partisipasi pemilih pada Pilkada 2024 perspektif Fiqh-Siyasah. Tujuan dalam penelitian ini adalah : (1) Untuk mengetahui strategi Komisi Pemilihan Umum Kabupaten Lampung Barat dalam meningkatkan partisipasi pemilih pada Pemilihan Kepala Daerah 2024. (2) Untuk mengetahui strategi Komisi Pemilihan Umum Kabupaten Lampung Barat dalam meningkatkan partisipasi pemilih pada Pemilihan Kepala Daerah 2024 perspektif Fiqh-Siyasah. Sifat Jenis Penelitian ini adalah penelitian lapangan (field research). penelitian deskriptif. Penelitian ini menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi. Analisis data menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa strategi Komisi Pemilihan Umum Kabupaten Lampung Barat dalam meningkatkan partisipasi pemilih pada Pilkada 2024 adalah melakukan sosialisasi secara langsung dan melalui media cetak dan elektronik, mengadakan acara jalan sehat, membentuk relawan demokrasi untuk setiap kecamatan, menggunakan anggaran pemilu dengan tepat dan menjalankan SOP berupa jadwal tahapan-tahapan pelaksanaan sesuai dengan yang turun dari KPU pusat yang berupa PKPU No 06 Tahun 2013 dan PKPU No 04 Tahun 2014. Strategi Komisi Pemilihan Umum Kabupaten Lampung Barat dalam meningkatkan partisipasi pemilih pada Pemilihan Kepala Daerah 2024 perspektif Fiqh-Siyasah sesuai dengan QS An-Nisa/58:5 dan QS al Syūrā/42: 38. Kata kunci: Strategi Komisi Pemilihan Umum, Partisipasi Pemilih. ABSTRACT Indonesia is a country of law and a democratic country where the highest sovereignty lies in the hands of the people. One of the characteristics that Indonesia is a democratic country is the general election which is held once every five years. General elections require the role and contribution of the community. The success of the general election is when there is a high level of community voter participation in coming to the polling stations in the general election. In every election, there are still people who do not participate in the general election, therefore the West Lampung General Election Commission (KPU) has prepared a strategy to increase voter participation in the 2024 regional elections. The formulation of the problem in this study is: (1) what is the strategy of the West Lampung Regency General Election Commission in increasing voter participation in the 2024 Regional Election (2) what is the strategy of the West Lampung Regency General Election Commission in increasing voter participation in the 2024 Regional Election from a Fiqh-Siyasah perspective. The objectives of this study are: (1) To determine the strategy of the West Lampung Regency General Election Commission in increasing voter participation in the 2024 Regional Head Election. (2) To determine the strategy of the West Lampung Regency General Election Commission in increasing voter participation in the 2024 Regional Head Election from a Fiqh-Siyasah perspective. This type of research is field research. The nature of the research is descriptive. This study uses observation, interview and documentation data collection techniques. Data analysis uses qualitative methods. The results of the study indicate that the strategy of the West Lampung Regency General Election Commission in increasing voter participation in the 2024 Pilkada is to conduct direct socialization and through print and electronic media, hold healthy walks, form democracy volunteers for each sub-district, use the election budget appropriately and implement SOPs in the form of a schedule of implementation stages in accordance with those issued by the central KPU in the form of PKPU No. 06 of 2013 and PKPU No. 04 of 2014. The strategy of the West Lampung Regency General Election Commission in increasing voter participation in the 2024 Regional Head Election from a Fiqh-Siyasah perspective is in accordance with QS Al Imran 3:159 and QS al-Syūrā / 42: 38.
