Abstract

ABSTRAK Penelitian ini dilatarbelakangi oleh banyaknya kasus pelecehan seksual yang terjadi pada anak-anak, dibanding kasus kekerasan lainnya pelecehan seksual merupakan kasus yang paling sering terjadi. Kementrian Pemberdayaan Perempuan dan Perlindungan Anak RI sepanjang tahun 2023 mencatat telah terjadi 872 kasus kekerasan pada perempuan dan anak di Provinsi Lampung, dengan presentase usia 13-17 tahun merupakan usia yang paling banyak mengalami kekerasan yaitu sebanyak 51% sedangkan untuk jenis kekerasannya merupakan kekerasan seksual yaitu sebanyak 58,9% selanjutnya untuk presentase tempat, Kota Bandar Lampung memegang posisi pertama kasus terbanyak. Karena itu tentunya Dinas PPPA melakukan beberapa program pencegahan pelecehan seksual pada anak-anak yang pada penelitian ini dilakukan pada bulan Juli hingga Agustus di dua tempat yakni SMPN 1 dan SMPN 6 Kota Bandar Lampung. Untuk itu penulis melakukan penelitian yang bertujuan untuk menganalisis strategi komunikasi Dinas Pemberdayaan Perempuan dan Perlindungan Anak dalam pencegahan pelecehan seksual pada anak. Jenis penelitian ini adalah penelitian lapangan (field research) dengan sifat penelitian yang digunakan adalah menggunakan pendekatan deskriptif kualitatif, lokasi penelitian di Dinas PPPA Kota Bandar Lampung dengan melalui sumber data primer dan data sekunder, dengan menggunakan interview atau wawancara, observasi, serta dokumentasi sebagai teknik pengumpulan data. Dengan teknik analisis data yang digunakan dalam penelitian ini adalah teori Charles Berger yang meliputi perencanaan, implementasi, evaluasi dan pelaporan. Dengan tiga alur yakni reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Dinas PPPA memiliki beberapa tahap pencegahan pelecehan seksual melipiti (1) Perencanaan, meliputi penetapan tujuan yang ingin dicapai oleh Dinas PPPA, yakni bertujuan untuk melindungi dan memberikan edukasi pada anak-anak mengenai pencegahan pelecehan seksual, kemudian tahap pemilihan pesan yang berupa pesan mengenai 10 hak-hak anak serta pesan bagian-bagian tubuh yang harus dijaga, tahap pemilihan audiens pada tahap ini audiens dipilih melihat dari pergerakan pada aplikasi simfoni yang pada penelitian ini audiensnya adalah anak-anak SMPN 1 dan SMPN 6 Kota Bandar Lampung. (2) Implementasi, dalam tahap ini Implementasi program pencegahan pelecehan seksual pada anak-anak meliputi sosialisasi kemudian terdapat pula program penyebaran benner, leaflet dan spanduk. (3) Evaluasi dan pelaporan, tahap ini meliputi evalusi dari kegiatan sosialisasi hingga pelaporan pada aplikasi simfoni dan website Dinas PPPA Kota Bandar Lampung. Selain itu ada beberapa faktor penghambat pencegahan pelecehan seksual (1) Faktor ekonomi, faktor ini dapat memicu rendahnya pendidikan sehingga masyarakat sulit mengakses atau mengerti mengenai pencegahan pelecehan seksual (2) faktor lingkungan, dalam suatu lingkungan banyak masyarakat yang masih menganggap pelecehan seksual merupakan aib sehingga ketika terjadi kasus tersebut masyarakat lebih memilih diam dan tidak melapor (3) Faktor Getget, banyaknya vidio-vidio dan gambar tak senonoh memicu perbuatan diluar nalar yang dilakukan oleh pelaku maupun anak-anak. ABSTRACT This research is motivated by the many cases of sexual harassment that occur in children, compared to other cases of violence, sexual harassment is the most common case. The Ministry of Women's Empowerment and Child Protection of the Republic of Indonesia throughout 2023 recorded that there had been 872 cases of violence against women and children in Lampung Province, with the percentage of 13-17 years old being the age group that experienced the most violence, namely 51%, while the type of violence was sexual violence, namely 58.9%, then for the percentage of places, Bandar Lampung City holds the first position for the most cases. Therefore, of course, the PPPA Service carries out several programs to prevent sexual harassment of children, which in this study were carried out in July to August in two places, namely SMPN 1 and SMPN 6, Bandar Lampung City. For this reason, the author conducted a study that aims to analyze the communication strategy of the Women's Empowerment and Child Protection Service in preventing sexual harassment of children. This type of research is field research with the nature of the research used is using a qualitative descriptive approach, the research location is at the PPPA Service of Bandar Lampung City through primary data sources and secondary data, using interviews, observations, and documentation as data collection techniques. With the data analysis technique used in this study is Charles Berger's theory which includes planning, implementation, evaluation and reporting. With three flows, namely data reduction, data presentation and drawing conclusions. The results of the study show that the PPPA Service has several stages of preventing sexual harassment including (1) Planning, including determining the objectives to be achieved by the PPPA Service, namely aiming to protect and provide education to children regarding the prevention of sexual harassment, then the message selection stage in the form of messages regarding 10 children's rights and messages about body parts that must be protected, the audience selection stage at this stage the audience is selected based on the movement in the symphony application, which in this study the audience was children of SMPN 1 and SMPN 6 Bandar Lampung City. (2) Implementation, at this stage the implementation of the child sexual harassment prevention program includes socialization, then there is also a program for distributing banners, leaflets and banners. (3) Evaluation and reporting, this stage includes evaluation of socialization activities to reporting on the symphony application and the website of the PPPA Service of Bandar Lampung City. In addition, there are several factors that hinder the prevention of sexual harassment (1) Economic factors, this factor can trigger low levels of education so that it is difficult for people to access or understand about preventing sexual harassment (2) Environmental factors, in an environment many people still consider sexual harassment to be a disgrace so that when such cases occur people prefer to remain silent and not report them (3) Getget factors, the large number of indecent videos and images trigger irrational actions carried out by perpetrators and children.
