Abstract

ABSTRAK Pengembangan Destinasi Wisata memerlukan teknik perencanaan yang baik dan tepat. Teknik pengembangan itu harus menggabungkan beberapa aspek yang mendukung keberhasilan pariwisata. Pengembangan disini bukan berarti merubah secara total, tetapi lebih berarti mengelola, memanfaatkan dan melestarikan setiap potensi yang ada. Tetapi pengelola kurang memperhatikan fasilitas yang ada untuk pemandian air panas alami yaitu kurangnya akses jalan untuk menuju pemandian air panas alami, kurang memperhatikan peletakan kolam air panas yang tidak tersusun dengan rapi serta tidak menjaga kebersihan sekitar kolam air panas, dan kurangnya tempat untuk para pengunjung seperti gazebo. Adapun Rumusan masalah: 1. Bagaimana Implementasi Pasal 13 Peraturan Daerah Kabupaten Lampung Selatan Nomor 3 Tahun 2022 Tentang Rencana Induk Pembangunan Pariwisata Daerah Tahun 2022-2025 di Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan, 2. Bagaimana Pandangan Siya>sah Tanfiz\iyah Terhadap Implementasi Pasal 13 Peraturan Daerah Kabupaten Lampung Selatan Nomor 3 Tahun 2022 Tentang Rencana Induk Pembangunan Pariwisata Daerah Tahun 2022-2025 di Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan. Adapun tujuan dari penelitian ini adalah, untuk Mengetahui Implementasi Pasal 13 Peraturan Daerah Kabupaten Lampung Selatan Nomor 3 Tahun 2022 Tentang Recana Induk Pembangunan Pariwisata Daerah Tahun 2022-2025 di Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan, dan untuk Mengetahui pandangan Siya>sah Tanfiz\iyah Mengenai Implementasi Pasal 13 Peraturan Daerah Kabupaten Lampung Selatan Nomor 3 Tahun 2022 Tentang Rencana Induk Pembangunan Pariwisata Daerah Tahun 2022 2025 di Dinas Pariwisata dan Kebudayaan Kebupaten Lampung Selatan. Jenis penelitian ini adalah penelitian lapangan (field research) penelitian langsung dilakukan di Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan, teknik pengumpulan yang di dapatkan untuk di gunakan yaitu data primer dan sekunder. Adapun teknik pengumpulan data penelitian ini melalui observasi dan wawancara kepada Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan dan Pengelola Pemandian Air Panas Alami Cisarua di Desa Cisarua Kecamatan Natar Kabupaten Lampung Selatan. Untuk menganalisis data digunakan metode kualitatif menggunakan pendekatan berfikir induktif. Hasil penelitian ini menunjukkan bahwa Implementasi Pasal 13 Peraturan Daerah Kabupaten Lampung Selatan Nomor 3 Tahun 2022 Tentang Rencana Induk Pembangunan Pariwisata Daerah Tahun 2022-2025 Studi di Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan sudah terlaksana dengan diberikan beberapa fasilitas dan insentif seperti kemudahan dalam perizinan dan kerja sama. Namun, dalam pelaksanaannya belum maksimal karena kurang nya monitoring antara Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan dan Pengelola Pemandian Air Panas Alami Cisarua. Adapun Pandangan Siya>sah Tanfiz\iyah Terhadap Implementasi Pasal 13 Peraturan Daerah Kabupaten Lampung Selatan Nomor 3 Tahun 2022 Tentang Rencana Induk Pembangunan Pariwisata Daerah Tahun 2022-2025 di Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan belum sesuai dengan konsep Siya>sah Tanfiz\iyyah, dimana seharusnya pemimpin dapat mengelola tempat wisata dengan baik. Namun dalam pelaksanaannya masih kurang maksimal sesuai dengan konsep Fiqh Siya>sah Tanfiz\iyyah yaitu pemimpin harus amanah. Kata Kunci: Dinas Pariwisata dan Kebudayaan Kabupaten Lampung Selatan, Pemandian Air Panas. ABSTRACT Tourist Destination Development requires good and appropriate planning techniques. The development technique must combine several aspects that support tourism succes. Development here does not mean total change, but rather means managing, utilizing and preserving every existing potential. However, the management does not pay attetion to the existing facilities for natural hot springs, namely lack of road acces to get to natural hot springs, less attetion to the placement of hot water pools which are not neatly arranged and not maintaining cleanliness around the hot water pools, and lack of space for visitors such as gazebo. The formulation of the problem: 1. How to Implement Article 13 of South Lampung Regency Regional Regulation Number 3 of 2022 Concerning the 2022-2025 Regional Tourism Development Master Plan At the South Lampung Regency Tourism and Culture Office, 2. How to Review Siya>sah Fiqh Regarding the Implementation of Article 13 South Lampung Regency Regional Number 3 of 2022 Concerning the 2022-2025 Regional Tourism Development Master Plan At the South Lampung Regency Tourism and Culture Office. The purpose of this study is, to find out the Implementation of Article 13 of The South Lampung Regency Regional Regulation Number 3 Of 2022 Concering the 2022-2025 Regional Tourism Development Master Plan At the Sout Lampung Regency Tourism And Culture Office, and to find out about The Siya>sah Fiqh Review Regarding the Implementation of Article 13 Of 2022 Concerning The 2022-2025 Regional Tourism Development Master Plan At the South Lampung Regency Tourism and Culture Office The type of research is field research, direct research carried out at the south Lampung Regency Tourism and Culture Office, the collection techniques obtained for use are primary and secondary data. The daa collection technique for this research is through observation and interviews with the South Lampung Regency Tourism and Culture Office and the Manager of the Cisarua Natural Hot Springs in Cisarua Village, Natar District, South, Lampung Regency. To analyze the data, a qualitative method was used using an inductive thinking approach. The result of this research show that the Implementation of Article 13 of South Lampung Regency Regional Regulation Number 3 of 2022 concerning the Regional Tourism Development Master Plan for 2022-2025 Studies at the South Lampung Regency Tourism and Culture Office has been Implemented by provinding several facilities and incentives such as ease og permits and work the same. However, in it’s Implementation it has not been maximized because of the lack of monitoring between the South Lampung Regency Tourism and Culture Office and the manager of the Cisarua natural hot spring. The views of the Siya>sah Tanfiz\iyah regarding the Implementation of Article 13 of South Lampung Regency Regulation Number 3 of 2022 concerning the Regional Tourism Development Plan for 2022 2025 in the South Lampung Regency Tourism and Culture Office has not been in accordance with the concept of Siyasah Tanfiz\iyyah, where the leader should be able to manage tourist attractions with good. But in it's Implementation it is still less than optimal in accordance with the concept of Fiqh Siyasah Tanfiz\iyyah, namely the leader must be trusted.
