Abstract

ABSTRAK Pemerintah Kota Bandar Lampung bertanggung jawab dalam pengembangan moslem friendly tourism melalui fasilitasi pengelolaan objek-objek wisata serta fasiltas pendukung yang sesuai dengan indikator pelayanan moslem friendly toruism. Tujuan penelitian ini adalah untuk menganalisis dan mengkaji upaya yang dilakukan pemerintah dalam pengembangan moslem friendly tourism di Kota Bandar Lampung, faktor pendukung dan penghambat dalam pengembangan moslem friendly tourism di Kota Bandar Lampung serta kontribusi pengembangan moslem friendly tourism pada pendapatan daerah Kota Bandar Lampung dalam perspektif ekonomi Islam. Metode penelitian yang dipergunakan adalah jenis penelitian kualitatif, dengan teknik pengambilan data melalui wawancara, observasi dan dokumentasi. Sumber data yang digunakan dalam penelitian ini adalah data primer yang berasal dari lapangan dan data sekunder. Jumlah destinasi wisata yang digunakan sebagai sampel adalah Kawasan Wisata Unggulan (KWU) yang ada di Kota Bandar Lampung berjumlah 10 objek wisata. Analisis data yang digunakan menggunakan analisis deskriptif kualitatif. Hasil analisis dan kajian, Upaya yang dilakukan pemerintah dalam pengembangan moslem friendly tourism di Kota Bandar Lampung baru sebatas pada himbauan untuk penambahan layanan berupa makanan halal dan fasilitas ibadah. Ditinjau dari kedua aspek tersebut, pada 10 objek wisata yang diteliti pengelola telah menyediakan fasilitas berupa fasilitas ibadah dab makanan halal. Faktor pendukung dan penghambat dalam dalam pengembangan moslem friendly tourism di Kota Bandar Lampung, faktor pendukung berupa daya tarik masing-masing objek wisata, tersedianya makanan halal, infrastruktur yang mendukung seperti masjid dan musala, tidak ada kegiatan atau aktivitas non halal seperti perjudian, asusila dan pornografi, lokasi destinasi wisata mudah dijangkau, infomasi mengenai objek wisata tersedia dan Keterlibatan masyarakat lokal. Faktor penghambat dalam pengembangan moslem friendly tourism berupa kurangnya dukungan pemerintah, sertifikasi halal., keterbatasan transportasi umum, kurangnya promosi dan Sosialisasi. Kontribusi pengembangan moslem friendly tourism pada Pendapatan vii Daerah Kota Bandar Lampung dalam perspektif ekonomi Islam, ditinjau dari kontribusinya sektor pariwisata berkontribusi secara langsung dan tidak langsung. Dalam perspektif ekonomi Islam pengembangan moslem friendly tourism tidak melanggar syariat seperti melibatkan aktivitas terlarang seperti judi, perzinahan, atau konsumsi barang haram. dan melalaikan kewajiban dengan mengabaikan kewajiban agama seperti shalat atau menafkahi keluarga. Kata Kunci : Moslem Friendly Tourism, Pendapatan Daerah, Islam. viii ABSTRACT Bandar Lampung City Government is responsible for developing moslem friendly tourism through facilitating the management of tourist objects and supporting facilities in accordance with the service indicators of moslem friendly tourism. The purpose of this study is to analyze and examine the efforts made by the government in the development of moslem friendly tourism in Bandar Lampung City, supporting and inhibiting factors in the development of moslem friendly tourism in Bandar Lampung City and the contribution of moslem friendly tourism development to the regional income of Bandar Lampung City in the perspective of Islamic economics. The research method used is qualitative research, with data collection techniques through interviews, observation and documentation. The data sources used in this research are primary data from the field and secondary data. The number of tourist destinations used as samples is the Leading Tourism Area (KWU) in Bandar Lampung City totaling 10 tourist attractions. Data analysis used used qualitative descriptive analysis. The results of the analysis and study, Efforts made by the government in the development of moslem friendly tourism in Bandar Lampung City are limited to an appeal for additional services in the form of halal food and worship facilities. Judging from these two aspects, in the 10 tourist attractions studied, the manager has provided facilities in the form of worship facilities and halal food. Supporting and inhibiting factors in the development of moslem friendly tourism in Bandar Lampung City, supporting factors in the form of the attractiveness of each tourist attraction, the availability of halal food, supporting infrastructure such as mosques and musala, no non-halal activities or activities such as gambling, immorality and pornography, the location of tourist destinations is easily accessible, information about tourist attractions is available and local community involvement. The inhibiting factors in the development of moslem friendly tourism are lack of government support, halal certification, limited public transportation, lack of promotion and socialization. The contribution of moslem friendly tourism development to Bandar Lampung City Regional Revenue in the perspective of Islamic economics, in terms of its contribution the tourism sector contributes ix directly and indirectly. In the perspective of Islamic economics, the development of moslem friendly tourism does not violate sharia such as involving prohibited activities such as gambling, adultery, or consumption of haram goods. and shirking obligations by neglecting religious obligations such as prayer or providing for the family. Keywords: Moslem Friendly Tourism, Regional Revenue, Islam. x الملخص إن حكومة مدينة بندر المبونج مسؤولة عن تطوير السياحة الصديقة للمسلمني ً دلؤشرات اخلدمة اخلاصة من خالل تسهيل إدارة ادلنشآت السياحية وادلرافق الداعمة وفقا بالسياحة الصديقة للمسلمني. والغرض من هذه الدراسة هو حتليل ودراسة اجلهود اليت تبذذلا احلكومة يف تطوير السياحة الصديقة للمسلمني يف مدينة بندر المبونج، والعوامل الداعمة وادلثبطة يف تطوير السياحة الصديقة للمسلمني يف مدينة بندر المبونج ومسامهة تطوير السياحة الصديقة للمسلمني يف الدخل اإلقليمي دلدينة بندر المبونج من منظور االقتصاد اإلسالمي. أسلوب البحث ادلستخدم هو البحث النوعي، مع تقنيات مجع البيانات من خالل ادلقابالت وادلالحظة والتوثيق. مصادر البيانات ادلستخدمة يف هذا البحث هي البيانات األولية من ادليدان والبيانات الثانوية. عدد الوجهات السياحية ادلستخدمة كعينات هي منطقة السياحة الرائدة )KWU )يف مدينة بندر المبونج، واليت يبلغ رلموعها 01 مناطق جذب سياحي. واستخدم يف حتليل البيانات التحليل الوصفي النوعي. تقتصر السياحة الصديقة للمسلمني يف مدينة بندر المبونج على طلب خدمات إضافية يف شكل طعام حالل ومرافق للعبادة. فيما يتعلق هبذين اجلانبني، يف مناطق اجلذب السياحي العشرة اليت دتت دراستها، قدم ادلدير تسهيالت يف شكل مرافق للعبادة والطعام احلالل. العوامل الداعمة وادلثبطة يف تطوير السياحة الصديقة للمسلمني يف مدينة بندر المبونج، العوامل الداعمة يف شكل جاذبية كل معلم سياحي، وتوافر الطعام احلالل، والبنية التحتية الداعمة مثل ادلساجد وادلصلى، وعدم وجود أنشطة أو أنشطة ي ر حالل مثل القمار وادلواد اإلباحية وي ر األخالقية، وسهولة الوصول إىل موقع الوجهات السياحية، وتوافر ادلعلومات حول ادلعامل السياحية ومشاركة اجملتمع احمللي. أما العوامل اليت تعيق تطوير السياحة الصديقة للمسلمني فهي نقص الدعم احلكومي، وشهادة احلالل، وزلدودية وسائل النقل العام، ونقص الرتويج والتنشئة االجتماعية. مسامهة تطوير السياحة xi الصديقة للمسلمني يف اإليرادات اإلقليمية دلدينة بندر المبونج من منظور االقتصاد اإلسالمي، من حيث مسامهة قطاع السياحة يف اإليرادات اإلقليمية دلدينة بندر المبونج بشكل مباشر وغري مباشر. ومن منظور االقتصاد اإلسالمي، فإن تنمية السياحة الصديقة للمسلم ال ختالف الشريعة اإلسالمية مثل: االشتغال باألنشطة احملرمة كالقمار أو الزنا أو استهالك احملرمات، والتخلي عن الواجبات بإمهال الواجبات الدينية كالصالة أو إعالة األسرة. الكلمات المفتاحية: السياحة الصديقة للمسلمني، اإليرادات اإلقليمية، اإلسالم.
