Abstract

ABSTRAK Peraturan Daerah Kabupaten Lampung Barat Nomor 13 Tahun 2021 Tentang Kabupaten Literasi adalah Peraturan Perundang-undangan yang dibentuk oleh Dewan Perwakilan Rakyat Daerah Kabupaten dengan persetujuan bersama Kepala Daerah Lampung Barat, sebagai bentuk kebijakan pemerintah daerah untuk meningkatkan dan memaksimalkan gerakan literasi daerah. Gerakan Literasi adalah peningkatan kemampuan membaca, dan menulis seseorang untuk dikomunikasikan dala hidup berinteraksi dengan masyarakat dengan didukung kemampuan pengetahian, karakter dan budaya. Tujuan penelitina ini adalam untuk mengetahui Implementasi Pasal 4 Peraturan Daerah Kabupaten Lampung Barat Nomor 13 Tahun 2021 Tentang Kabupaten Literasi di Kecamatan Kebun Tebu Kabupaten Lampung Barat serta analisis Fiqh Siyasah Tanfidziyah terhadap Implementasi Pasal 4 Peraturan Daerah Kabupaten Lampung Barat Nomor 13 Tahun 2021 Tentang Kabupaten Literasi di Kecamatan Kebun Tebu Kabupaten Lampung Barat Metode penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan deskriptif. Pengambilan data dilakukan melalui wawancara, observasi dan dokumentasi. Sumber data yang digunakan berupa data primer dan data sekuder. Berdasarkan penelitian ini karena jumlah populasinya tidak lebih besar dari 100 orang, maka penulis mengambil seluruh populasi untuk dijadikan sampel. Sehingga sampel pada penelitian ini berjumlah adalah 10 orang yaitu camat, sekretaris camat, pegawai Kecamatan (Kasubag dan Kasi), tokoh masyarakah dan tokoh agama. Analisis data menggunakan analisis deskriptif kualitatif. Kesimpulan penelitian menyatakan bahwa: 1) Implementasi Pasal 4 Peraturan Daerah Kabupaten Lampung Barat Nomor 13 Tahun 2021 tentang Kabupaten Literasi di Kecamatan Kebun Tebu, Kabupaten Lampung Barat belum sepenuhnya terlaksana dari enam dimensi yang ada, baru tiga dimensi yang diimplementasikan di Kecatan Kebun Tebun yakni dimensi baca tulis, numerasi dan sains. 2) Analisis fiqh siyasah tanfidziyah terhadap implementasi Pasal 4 Peraturan Daerah Kabupaten Lampung Barat Nomor 13 Tahun 2021 Tentang Kabupaten Literasi di Kecamatan Kebun Tebu Kabupaten Lampung Barat merupakan upaya yang sejalan dengan prinsip-prinsip Islam dalam tata kelola pemerintahan. yang dilaksanakan dengan benar, kebijakan ini dapat membawa manfaat besar bagi masyarakat, meningkatkan taraf pendidikan, dan memenuhi tanggung jawab pemerintah dalam mengembangkan sumber daya manusia yang lebih baik. ABSTRACT Regional Regulation of West Lampung Regency Number 13 of 2021 concerning Literacy Districts is a Legislation formed by the Regency People's Representative Council with the joint approval of the West Lampung Regional Head, as a form of local government policy to improve and maximize the regional literacy movement. The Literacy Movement is an increase in a person's ability to read, and write to be communicated in life interacting with society supported by knowledge, character and cultural abilities. The purpose of this research is to find out the Implementation of Article 4 of the Regional Regulation of West Lampung Regency Number 13 of 2021 concerning Literacy Districts in Kebun Tebu District, West Lampung Regency and the analysis of Fiqh Siyasah Tanfidziyah on the Implementation of Article 4 of the Regional Regulation of West Lampung Regency Number 13 of 2021 concerning Literacy Districts in Kebun Tebu District, West Lampung Regency. The research method used is qualitative research using a descriptive approach. Data collection is done through interviews, observation and documentation. Data sources used The data sources used were primary data and secondary data. Based on this research because the population is not greater than 100 people, the authors took the entire population to be sampled. So that the sample in this study amounted to 10 people, namely the sub-district head, secretary of the sub district head, sub-district employees (Head of Subdivision and Section Head), community leaders and religious leaders. Data analysis using qualitative descriptive analysis. The research conclusion states that: 1) Implementation of Article 4 of West Lampung Regency Regional Regulation Number 13 of 2021 concerning Literacy District in Kebun Tebu District, West Lampung Regency has not been fully implemented in the six existing dimensions, only three dimensions have been implemented in Kebun Tebun District, namely the dimensions of literacy, numeracy and science. 2) The fiqh siyasah tanfidziyah analysis of the implementation of Article 4 of West Lampung Regency Regional Regulation Number 13 of 2021 concerning Literacy Districts in Kebun Tebu District, West Lampung Regency is an effort that is in line with Islamic principles in governance. properly implemented, this policy can bring great benefits to the community, improve education levels, and fulfill the government's responsibility in developing better human resources.
