Abstract

ABSTRAK Kemiskinan merupakan permasalahan yang dihadapi oleh semua Negara, baik Negara maju maupun Negara berkembang, namun lebih banyak terjadi di Negara-negara berkembang, dikarenakan kondisi pembangunan yang masih belum stabil dan sustainable. Pemerintah telah melakukan berbagai upaya untuk menanggulangi masalah kemiskinan, salah satunya yaitu Program Bantuan Pangan Non Tunai (BPNT) yang dimulai sejak tahun 2017 dengan harapan untuk membantu masyrakat dalam memenuhi kebutuhannya. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi nilai-nilai ekonomi islam dalam penyaluran dana BPNT. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif. Objek penelitian ini adalah Keluarga Penerima Manfaat (KPM) BPNT di Desa Turgak, Kecamatan Belalau Kabupaten Lampung Barat. Sumber data yang digunakan adalah data primer berupa hasil Observasi, Wawancara dan data sekunder meliputi dokumen dan arsip BPNT dan arsip Desa Turgak, Kecamatan Belalau Kabupaten Lampung Barat. Hasil penelitian menujukkan bahwa program Bantuan Pangan Non Tunai (BPNT) di Desa Turgak terlaksana dengan baik, berdasarkan tingkat pencapaian indikator 6T yaitu tepat sasaran, tepat jumlah, tepat harga, tepat waktu, tepat kualitas dan tepat administrasi. BPNT dalam implementasi BPNT di Desa Turgak, Kecamatan Belalau Kabupaten Lampung Barat dilihat dari nilai-nilai ekonomi islam sudah adil, bertanggung jawab dan memberi jaminan kebutuan pangan. Jadi program ini mendorong terciptanya hubungan yang baik diantara pemerintah dan masyarakat. Kata Kunci : Nilai-Nilai Ekonomi Islam, Penyaluran Dana, Bantuan Pangan Non-Tunai (BPNT). ABSTRACT Poverty is a problem faced by all countries, both developed and developing countries, but it occurs more in developing countries, due to development conditions that are still unstable and unsustainable. The government has made various efforts to overcome the problem of poverty, one of which is the Non-Cash Food Assistance Program (BPNT) which began in 2017 with the hope of helping the community meet their needs. This study aims to determine and analyze the implementation of Islamic economic values in the distribution of BPNT funds. The research method used in this study is qualitative. The object of this study is the BPNT Beneficiary Family (KPM) in Turgak Village, Belalau District, West Lampung Regency. The data sources used are primary data in the form of Observation results, Interviews and secondary data including BPNT documents and archives and archives of Turgak Village, Belalau District, West Lampung Regency. The results of the study show that the Non-Cash Food Assistance (BPNT) program in Turgak Village was implemented well, based on the level of achievement of the 6T indicators, namely right on target, right amount, right price, right time, right quality and right administration. BPNT in the implementation of BPNT in Turgak Village, Belalau District, West Lampung Regency, seen from Islamic economic values, is fair, responsible and provides guarantees for food needs. So this program encourages the creation of good relations between the government and the community. Keywords: Islamic Economic Values, Fund Distribution, Non-Cash Food Assistance (BPNT).
