Abstract

ABSTRAK Sesuai dengan Undang Undang No. 15 Tahun 2011 Tentang Penyelenggara pemilihan umum yang mana disebutkan salah satu kewajiban penyelenggara harus dapat menjalankan tugas dan wewenangnya dengan baik. Disini dengan kata lain harus dapat bersikap mandiri, jujur, adil, terbuka, akuntabel dan netral atau tidak memihak kepada siapapun. Hal ini dapat tercipta dengan baik apabila seseorang memiliki integritas yang tinggi. PKD adalah Panitia Pengawas Pemilihan Umum Kelurahan/Desa (selanjutnya disebut Panwaslu Kelurahan/Desa) merupakan salah satu lembaga yang berwenang mengawasi tahapan penyelenggaraan Pemilihan di tingkat kelurahan atau desa. . Teori yang digunakna dalam penelitian ini adalah teori fiqh siyasah tanfidziyah. Metode penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan deskriptif. Pengambilan data dilakukan melalui wawancara, observasi dan dokumentasi. Sumber data yang digunakan berupa data primer dan data sekuder. Analisis data menggunakan analisis deskriptif kualitatif. Kesimpulan penelitian menyatakan bahwa: 1) Peranan Badan Pengawasan Pemilihan Umum Kota Bandar Lampung dalam mewujudkan Transparansi rekrutmen Panitia Pengawas Kelurahan/Desa di Kecamatan Teluk Betung Barat Kota Bandar Lampung sudah sesuai dengan Pedoman Pelaksanaan Pembentukan Panitia Pengawas Pemilihan Umum Kelurahan/Desa Untuk Pemilihan Umum Serentak Tahun 2024 yang tidak terpisahkan dari Keputuan Ketua Badan Pengawas Pemilu Nomor: 5/KP.01/KI/1/2024 tentang Pedoman Pelaksanaan Pembentukan Panitia Pengawas Pemilihan Umum Kelurahan/Desa Untuk Pemilihan Umum Serentak Tahun 2024, Hal ini ditinjau dari semua tahapan pelaksanaan yang sudah memiliki kesesuaian dengan peraturan yang ada baik pada penjadwalan pelaksanan rekrutme, proses rekrutmen hingga hasil rekrutmen, 2) Tinjauan fiqh siyasah terhadap peranan Badan Pengawasan Pemilihan Umum Kota Bandar Lampung dalam mewujudkan transparansi rekrutmen Panitia Pengawas Kelurahan/Desa di Kecamatan Teluk Betung Barat Kota Bandar Lampung sudah sesuai dengan prinsip-prinsi dalam fiqh siyasah diantaranya adalah keadilan, keterlibatan masyarakat dan pematuhan terhadap hukum dan aturan. The theory used in this research is the theory of fiqh siyasah tanfidziyah. The research method used is qualitative research using a descriptive approach. Data collection was carried out through interviews, observation and documentation. The data sources used are primary data and secondary data. Data analysis uses qualitative descriptive analysis. The conclusion of the research states that: 1) The role of the Bandar Lampung City General Election Supervisory Agency in establishing transparency in the recruitment of Subdistrict/Village Supervisory Committees in Teluk Betung Barat District, Bandar Lampung City is in accordance with the Implementation Guidelines for the Formation of Subdistrict/Village General Election Supervisory Committees for Simultaneous General Elections. 2024 which is inseparable from the Decree of the Chairman of the Election Supervisory Body Number: 5/KP.01/KI/1/2024 concerning Implementation Guidelines for the Formation of Subdistrict/Village General Election Supervisory Committees for the 2024 Simultaneous General Elections. This is reviewed from all the implementation stages that have been carried out is in accordance with existing regulations both in the scheduling of recruitment implementation, the recruitment process and recruitment results, 2) A review of siyasah fiqh on the role of the Bandar Lampung City General Election Supervisory Agency in establishing transparency in the recruitment of the Subdistrict/Village Supervisory Committee in Teluk Betung Barat District, Bandar Lampung City has been completed. in accordance with the principles of fiqh siyasah, including justice, community involvement and compliance with laws and regulations.
