Abstract

ABSTRAK Fakir miskin dan anak terlantar merupakan dua kelompok yang rentan dan seringkali terkait erat. Fakir miskin merujuk kepada orang�orang yang hidup dalam kondisi ekonomi yang sangat buruk, sering kali tidak memiliki akses yang memadai terhadap pangan, perumahan, pendidikan, dan layanan kesehatan. Sementara itu, anak terlantar adalah anak-anak yang ditinggalkan atau tidak memiliki perwalian yang memadai, dan sering kali hidup dalam kondisi ketidakstabilan dan ketidakpastian, membuat mereka terpaksa mengamen serta mengemis di jalanan. Rumusan masalah dari penelitian ini adalah 1) Bagaimana Implementasi Pasal 8 Ayat (1) Huruf c Peraturan Daerah Kabupaten Lampung Utara Nomor 13 Tahun 2019 Tentang Penyelenggaraan Penanganan Fakir Miskin Dan Anak Terlantar Studi di Dinas Sosial Kabupaten Lampung Utara? 2) Bagaimana Implementasi Pasal 8 Ayat (1) Huruf c Peraturan Daerah Kabupaten Lampung Utara Nomor 13 Tahun 2019 Tentang Penyelenggaraan Penanganan Fakir Miskin Dan Anak Terlantar Studi di Dinas Sosial Kabupaten Lampung Utara Perspektif Fiqh Siya>sah Tanfiz|iyah ?. Penelitian ini termasuk ke dalam jenis Penelitian Lapangan (Field Research) dengan metode pengumpulan data hasil dari observasi, wawancara, dan dokumentasi. Analisis yang dilakukan adalah Analisis Kualitatif. Hasil dari penelitian ini dapat disimpulkan bahwa Dinas Sosial telah menerapkan peraturan yang berlaku pada Pasal 8 ayat (1) huruf c peraturan daerah kabupaten lampung utara nomor 13 tahun 2019 tentang penyelenggaraan penanganan fakir miskin dan anak terlantar dibuktikan dengan adanya anak yang mengamen mendapatkan bantuan sekolah gratis dari pemerintah. Namun, Dinas Sosial masih belum maksimal dalam menangani anak jalanan dilihat masih banyak anak-anak yang meminta uang di lampu lalu lintas kabupaten lampung utara. Jika dilihat secara umum pandangan fiqh Siya>sah Tanfiz|iyah juga telah dilaksanakan sepenuhnya, hal ini dilihat dari kinerja Dinas Sosial dalam mem-verifikasi data masyarakat yang kurang beruntung. Hal ini, membuktikan bahwa prinsip Amanah yang diajarkan oleh islam telah dilakukan. Kata Kunci : Implementasi, Fakir Miskin, Anak Terlantar, Anak Jalanan, Transliterasi. ABSTRACT The poor and neglected children are two vulnerable groups that are often closely related. The poor refer to people living in extremely poor economic conditions, often lacking adequate access to food, housing, education, and healthcare. Meanwhile, neglected children are those who have been abandoned or lack adequate guardianship and often live in unstable and uncertain conditions, forcing them to busk and beg on the streets. The problem statements of this research are: 1) How is the implementation of Article 8 paragraph 1 letter c of the Regional Regulation of North Lampung Regency Number 13 of 2019 concerning the Provision of Handling the Poor and Neglected Children studied at the Social Service Office of North Lampung Regency? 2) How is the implementation of Article 8 paragraph 1 letter c of the Regional Regulation of North Lampung Regency Number 13 of 2019 concerning the Provision of Handling the Poor and Neglected Children studied at the Social Service Office of North Lampung Regency from the perspective of Fiqh Siya>sah Tanfiz|iyah? This research falls under the category of Field Research, using data collection methods such as observation, interviews, and documentation. The analysis conducted is Qualitative Analysis. The results of this study can be concluded that the Social Service Office has implemented the regulations stipulated in Article 8 paragraph 1 letter c of the Regional Regulation of North Lampung Regency Number 13 of 2019 concerning the provision of handling the poor and neglected children. This is evidenced by street children receiving free school assistance from the government. However, the Social Service Office has not been fully effective in handling street children, as many children are still seen asking for money at traffic lights in North Lampung Regency. From a general perspective, the view of Fiqh Siya>sah Tanfiz|iyah has also been fully implemented, as evidenced by the Social Service Office's performance in verifying the data of disadvantaged communities. This demonstrates that the principle of trustworthiness (Amanah) taught by Islam has been carried out. Keywords: Implementation, Poor, Neglected Children, Street Children, Transcription.
