Abstract

ABSTRAK Komisi Pemilihan Umum (KPU) adalah lembaga yang mempunyai kewenangan dalam menyelenggarakan Pemilu Legislatif. Pemilihan calon legislatif tidak lepas dari adanya partisipasi politik masyarakat, dengan perkataan lain Pemilihan calon legislatif tidak akan berjalan dengan baik apabila tidak adanya partisipasi politik dari masyarakat. Ditemukan fakta bahwa pemilihan legislatif di tahun 2014 masih banyak masyarakat yang tidak menggunakan hak pilihnya. Hal ini menyebabkan adanya kesenjangan antara penelitian yang dilakukan dan fakta di lapangan. Permasalahan yang diangkat pada skripsi ini adalah 1) Bagaimana upaya Komisi Pemilihan Umum untuk meningkatkan partispasi masyarakat pada pemilihan calon legislatif di Provinsi Lampung? 2) Bagaimana tinjauan fiqh siyasah terhadap upaya Komisi Pemilihan Umum untuk meningkatkan partispasi masyarakat pada pemilihan calon legislatift di Provinsi Lampung? Adapun tujuan penulisan dalam skripsi ini adalah sebagai berikut : 1) Untuk mengetahui upaya KPU Untuk meningkatkan partispasi masyarakat pada pemilihan calon legislatif di Provinsi Lampung (studi di Kantor Komisi Pemilihan Umum Provinsi Lampung). 2) Untuk mengetahui tinjauan Fiqh siyasah terhadap upaya KPU Untuk meningkatkan partispasi masyarakat pada pemilihan calon legislatif di Provinsi Lampung (studi di Kantor Komisi Pemilihan Umum Provinsi Lampung). Skripsi ini menggunakan metode penelitian field research. Sifat penelitian ini adalah deskriptif. Sedangkan metode pengumpulan datanya menggunakan metode observasi, wawancara dan dokumentasi Berdasarkan penelitian penulis, Upaya Komisi Pemilihan Umum untuk meningkatkan partispasi masyarakat pada pemilihan calon legislatif di Provinsi Lampung sudah sesuai meskipun perlu peningkatan agar tidak ditemukan pemilih yang tidak menggunakan hak pilih. Tinjauan fiqh siyasah terhadap upaya Komisi Pemilihan Umum untuk meningkatkan partispasi masyarakat pada pemilihan calon legislatif di Provinsi Lampung sudah sesuai dengan fiqh siyasah khususnya Siyasah Tanfidziyah karena sudah melaksanakan amanah yang diberikan oleh Negara kepada KPU terkait upaya peningkatan partisipasi pada masyarakat pada pemilu. Kata Kunci: KPU, fiqh siyasah, partisipasi Masyarakat. ABSTRACT The General Election Commission (KPU) is an institution that has the authority to organize legislative elections. The election of legislative candidates cannot be separated from the political participation of the community, in other words the election of legislative candidates will not run well if there is no political participation from the community. It was discovered that in the 2014 legislative elections there were still many people who did not exercise their right to vote. This causes a gap between the research conducted and the facts on the ground. The problems raised in this thesis are 1) What are the General Election Commission's efforts to increase public participation in the election of legislative candidates in Lampung Province? 2) How does siyasah fiqh review the General Election Commission's efforts to increase public participation in the election of legislative candidates in Lampung Province? The purpose of writing this thesis is as follows: 1) To find out the KPU's efforts to increase public participation in the election of legislative candidates in Lampung Province (study at the Lampung Province General Election Commission Office). 2) To find out the Fiqh siyasah review of the KPU's efforts to increase public participation in the election of legislative candidates in Lampung Province (study at the Lampung Province General Election Commission Office). This thesis uses field research methods. The nature of this research is descriptive. Meanwhile, the data collection method uses observation, interviews and documentation methods Based on the author's research, the General Election Commission's efforts to increase public participation in the election of legislative candidates in Lampung Province are appropriate, although they need to be increased so that voters are not found who do not exercise their right to vote. The siyasah fiqh review of the General Election Commission's efforts to increase public participation in the election of legislative candidates in Lampung Province is in accordance with siyasah fiqh, especially Siyasah Tanfidziyah because it has carried out the mandate given by the State to the KPU regarding efforts to increase public participation in elections.
