Abstract

ABSTRAK Penelitian ini dilatarbelakangi karena masih banyaknya kasus kekerasan pada anak di Kota Bandar Lampung. Peneliti menemukan permasalahan yang berkaitan dengan Evaluasi Pelaksanaan Peraturan Gubernur Lampung No. 22 Tahun 2022 Tentang Perlindungan Anak Terpadu Berbasis Masyarakat. Simponi PPA mendapati jumlah kekerasan pada anak pada tahun 2020 sebanyak 64, 2021 sebanyak 101, 2022 sebanyak 78, dan pada tahun 2023 terbadapat kasus sebanyak 83 kasus. Kasus terbanyak di Kota Bandar Lampung terjadi di Kecamatan Rajabasa yang berjumlah 11 kasus dan Kecamatan Kemiling yang berjumlah 11 kasus. Penelitian ini bertujuan untuk mengetahui Evaluasi Pelaksanaan Peraturan Gubernur Lampung No. 22 Tahun 2022 Tentang Perlindungan Anak Terpadu Berbasis Masyarakat yang dilakukan oleh Dinas PPPA Kota Bandar Lampung. Jenis penelitian ini yaitu deskriptif kualitatif. Teknik pengumpulan data penelitian berupa wawancara, observasi, dan dokumentasi. Pengumpulan data dengan Teknik wawancara yang melibatkan 8 orang informan. Informan yang dipilih berdasarkan purposive sampling. Teknik analisis data terdiri dari reduksi data, penyajian data, dan pengambilan kesimpulan. Dengan menggunakan 4 indikator yaitu: evaluasi konteks, evaluasi input, evaluasi proses, dan evaluasi produk Berdasarkan penemuan pada penelitian ini diketahui Evaluasi Pelaksanaan Kebijakan Peraturan Gubernur Lampung No. 22 Tahun 2022 Tentang Perlindungan Anak Terpadu Berbasis Masyarakat Yang Di Lakukan Oleh Dinas PPPA Kota Bandar Lampung sudah melakukan tugas dan tanggung jawabnya secara baik, namun saja belum mendapatkan hasil yang maksimal. Dinas PPPA Kota Bandar Lampung dalam Pelaksanaan Peraturan Gubernur Lampung No. 22 Tahun 2022 Tentang Perlindungan Anak Terpadu Berbasis Masyarakat sudah ada. Lalu untuk evaluasi konteks menunjukan bahwa kurangnya kesadaran masyarakat masih menjadi hambatan utama, evaluasi input menunjukan Edukasi dan konsultasi bagi aktivis PATBM mengenai sarana prasarana perlu dilakukan untuk memastikan pemahaman yang menyeluruh dan penggunaan yang optimal, evaluasi proses masih belum sepenuhnya efektif, dan dalam indikator evaluasi produk telah mencapai beberapa pencapaian signifikan, meskipun masih ada tantangan yang perlu diatasi. Kata Kunci: Evaluasi, DPPPA, Kebijakan, PATBM. ABSTRACT This research is motivated by the fact that there are still many cases of violence against children in Bandar Lampung City. The researcher found problems related to the Evaluation of the Implementation of Lampung Governor Regulation No. 22 of 2022 concerning Community-Based Integrated Child Protection. The PPA Symphony found that the number of violence against children in 2020 was 64, in 2021 there were 101, in 2022 there were 78, and in 2023 there were 83 cases. The most cases in Bandar Lampung City occurred in Rajabasa District with 11 cases and Kemiling District with 11 cases. This study aims to find out the Evaluation of the Implementation of Lampung Governor Regulation No. 22 of 2022 concerning Community-Based Integrated Child Protection conducted by the Bandar Lampung City PPPA Office. This type of research is qualitative descriptive. Research data collection techniques are in the form of interviews, observations, and documentation. Data collection with interview techniques involving 8 (Eight) informants. The informants were selected based on purposive sampling. Data analysis techniques consist of data reduction, data presentation, and conclusion making. By using 4 indicators, namely: context evaluation, input evaluation, process evaluation, and product evaluation Based on the findings in this study, it is known that the Evaluation of the Implementation of Lampung Governor Regulation No. 22 of 2022 concerning Community-Based Integrated Child Protection carried out by the Bandar Lampung City PPPA Office has carried out its duties and responsibilities well, but has not yet obtained maximum results. The Bandar Lampung City PPPA Office in the Implementation of Lampung Governor's Regulation No. 22 of 2022 concerning Community�Based Integrated Child Protection already exists. Then for the context evaluation shows that the lack of public awareness is still the main obstacle, the input evaluation shows that education and consultation for PATBM activists regarding infrastructure facilities need to be carried out to ensure a thorough understanding and optimal use, the process evaluation is still not fully effective, and in the product evaluation indicators have achieved several significant achievements, although there are still challenges that need to be overcome.
