Abstract
ABSTRAK Adapun permasalahan yang terjadi, adanya pembangunan pasar Pandawa Lima ini dilakukan karena semakin terancamnya keberadaan pasar tradisional karena marak munculnya mini market, pusat perbelanjaan bahkan pasar modern di Kota Lampung Utara. Sehingga keberadaan pasar tradisional akan tersingkirkan karena hal itu. Pembangunan Pasar Pandawa Lima awalnya mendapat penolakan dari pegadang. Namun setelah melalui perundingan dengan semua pihak maka terjadi penggusuran terhadap para pedagang. Setelah pembangunan pasar selesai, meskipun bangunannya lebih modern dibanding dengan bangunan yang lama, tetapi masih banyak pedagang yang enggan untuk menempati kios-kios/ los yang sudah disediakan, sehingga masih banyak pedagang yang berjualan diluar pasar. Rumusan masalah dalam penelitian ini ialah, bagaimana keengganna minat pedagang pasar tradisional untuk menempati pasar modern dan bagaimana perspektif ekonomi islam terhadap keengganan minat pedagang pasar tradisional untuk menempati pasar modern. Metode yang digunakan dalam penelitian ini ialah descriptive kualitatif. Metode pengambilan sampel dalam penelitian ini yaitu Simple Random Sampling. Sampel pada penelitian ini adalah responden (Pedagang Pasar Pandawa Lima). Penelitian ini menggunakan tehnik pengumpulan data yaitu observasi, dan wawancara. Hasil dari penelitian ini dapat diketahui bahwa keengganan minat pedagang menempati pasar modern disebabkan karena beberapa factor yaitu rasa nyaman atau kenyamanan dari pedagang, modal, biaya sewa, fasilitas pasar, dan keamanan. Biaya sewa yang terlalu mahal dan fasilitas yang kurang memadahi juga menjadi faktor enggannya minat pedagang menempati pasar pandawa lima. Dan sudah sesuai dengan prinsip-prinsip ekonomi Islam dilihat dari segi praktik sewa kios, modal yang dikeluarkan harus terus berputar, kualitas produk, kualitas pelayanan, dan takaran timbangan serta pemahaman kebutuhan konsumen. Kata Kunci : Keengganan, Minat, Pedagang, Pasar Modern. ABSTRACT As for the problems that occur, the construction of the Pandawa Lima market is being carried out because the existence of traditional markets is increasingly threatened due to the rise of mini markets, shopping centers and even modern markets in North Lampung City. So that the existence of traditional markets will be eliminated because of that. Initially, Pandawa Lima Market was rejected by vendors. However, after going through negotiations with all parties, the eviction of the traders occurred. After the construction of the market was completed, even though the building was more modern than the old building, there were still many traders who were reluctant to occupy the stalls/booths that had been provided, so that there were still many traders selling outside the market. The formulation of the problem in this research is, how is the reluctance of traditional market traders to occupy modern markets and how is the Islamic economic perspective on the reluctance of traditional market traders to occupy modern markets. The method used in this research is descriptive qualitative. The sampling method in this study is Simple Random Sampling. The sample in this study were respondents (Pandawa Lima Market Traders). This study used data collection techniques, namely observation and interviews. The results of this study show that traders' reluctance to occupy modern markets is caused by several factors, namely the convenience of traders, capital, rental costs, market facilities, and security. Rent costs that are too expensive and inadequate facilities are also factors that discourage traders from occupying the Pandawa Lima market. And it is in accordance with the principles of Islamic economics in terms of the practice of renting kiosks, the capital issued must continue to rotate, product quality, service quality, and measuring scales as well as understanding consumer needs.
