Abstract

ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan tentang pemerintah desa yang diharuskan berusaha melestarikan atau mempertahankan berbagai hal baik yang ada di wilayahnya serta merencanakan pertumbuhan serta perubahan yang diperlukan. Adapun peran kepala desa dalam implementasi dari Peraturan Bupati Ogan Komering Ulu Timur Nomor 20 Tahun 2022 Pasal 10 Ayat 2 seperti dapat menyelenggarakan pemerintahan desa, melaksanakan pembangunan, pembinaan kemasyarakatan, dan pemberdayaan masyarakat agar pemerintahan desa tersebut dapat meningkatkan kesejahteraan masyarakat desa tersebut. Berdasarkan tugas dan fungsi Kepala Desa tersebut dalam masa jabatan 2022-2024 Kepala Desa Bandar Jaya belum sepenuhnya melaksanakannya, seperti pembangunan, hal ini terlihat bahwa masih terdapat jalan yang belum diperbaiki dan jalan tersebut merupakan akses yang sering dilewati masyarakat. Penelitian ini menggunakan metode kualitatif. Dan penelitian ini merupakan penelitian lapangan ( field research). Dengan menggunakan rumusan masalah 1) Bagaimana peran kepala desa bandar jaya dalam mengimplementasikan Pasal 10 Ayat 2 Peraturan Bupati Ogan Komering Ulu Timur Nomor 20 Tahun 2022 tentang pemerintahan desa di Desa Bandar Jaya Kecamatan Buay Pemuka Peliung Kabupaten Oku Timur ?. 2) Bagaimana perspektif siyāsah tanfiżiyyah syar’iyyah terhadap peran kepala desa dalam implementasi Pasal 10 Ayat 2 Peraturan Bupati Ogan Komering Ulu Timur Nomor 20 Tahun 2022 tentang pemerintahan desa ? Hasil dari penelitian ini, implementasi Peraturan Bupati Ogan Komering Ulu Timur Nomor 20 Tahun 2022 Pasal 10 Ayat 2 tentang pemerintahan Kepala Desa selaku pemimpin Desa bertanggung jawab akan kemajuan desa, akan tetapi terdapat masalah yang dimana Kepala Desa belum sepenuhnya melaksanakan fungsi dan tugas yang sesuai dengan peraturan yang ada. Menurut Siyāsah Tanfiżiyyah Syar’iyyah prinsip kepemimpinan dalam islam, seorang pemimpin diharapkan melayani masyarakat serta bukan meminta dilayani. ABSTRACT This research aims to describe the village government which is required to try to preserve or maintain the various good things that exist in its territory and plan for the growth and changes needed. The role of the village head in the implementation of the East Ogan Komering Ulu Regent Regulation Number 20 of 2022 Article 10 Paragraph 2 such as being able to organize village government, carry out development, community development, and community empowerment so that the village government can improve the welfare of the village community. Based on the duties and functions of the Village Head, during the 2022-2024 term of office, the Bandar Jaya Village Head has not fully implemented it, such as development, it can be seen that there are still roads that have not been repaired and the road is an access that is often passed by the community. This research uses qualitative methods. And this research is field research. By using the formulation of the problem 1) How is the role of the head of bandar jaya village in implementing Article 10 Paragraph 2 of the East Ogan Komering Ulu Regent Regulation Number 20 of 2022 concerning village administration in Bandar Jaya Village, Buay Pemuka Peliung District, East Oku Regency?. 2) What is the perspective of siyāsah tanfiżiyyah syar'iyyah on the role of the village head in implementing Article 10 Paragraph 2 of the East Ogan Komering Ulu Regent Regulation Number 20 of 2022 concerning village administration? The results of this study, the implementation of East Ogan Komering Ulu Regent Regulation Number 20 of 2022 Article 10 Paragraph 2 concerning the governance of the Village Head as the Village leader is responsible for the progress of the village, but there are problems where the Village Head has not fully carried out the functions and duties in accordance with existing regulations. According to Siyāsah Tanfiżiyyah Syar'iyyah the principle of leadership in Islam, a leader is expected to serve the community and not ask to be served.
