Abstract

ABSTRAK Pemanfaatan air sebagai sumber daya dalam berbagai kepentingan yang berbeda menimbulkan konflik kepentingan, seperti perebutan air untuk irigasi dan kegiatan industri. Kekurangan air pada manusia, binatang, dan tumbuhan dapat menghambat kesehatan, pertumbuhan, tingkat produktivitas, bahkan menyebabkan kematian. Program ketahanan pangan akan sulit terwujud tanpa tersedianya pasokan air yang cukup. Tingkat partisipasi masyarakat sangatlah dibutuhkan. Peran serta ini tidak hanya cukup pada tahap perencanaan dan pembangunan saja, namun hingga dalam tahap pengelolaannya. Semakin tinggi partisipasi masyarakat maka semakin lancarnya suatu kegiatan. Di dalam penelitian ini, peneliti akan menggambarkan lebih detail terkait partisipasi masyarakat Desa Tanjung Jati, Kecamatan Lemong, Kabupaten Pesisir Barat dalam memanfaatkan potensi lokal air bersih bersama dengan pemerintah desa. Dalam penelitian ini, peneliti menggunakan metode kualitatif dengan jenis penelitian yaitu field research dan pendekatan kualitatif serta sifat penelitian deskriptif. Adapun teknik pengumpulan data pada penelitian ini yaitu wawancara, observasi dan dokumentasi. Dalam penelitian ini penulis menggunakan teknik purposive sampling yaitu pengambilan sampel berdasarkan dengan pertimbangan subjektif peneliti, dasar pertimbangan ditentukan peneliti berdasarkan kriteria yang harus dipenuhi sebagai sampel. Berdasarkan kriteria yang penulis berikan maka sampel yang diambil berjumlah 8 orang. Hasil dari penelitian ini adalah: Sistem pengelolaan air bersih di Desa Tanjung Jati, Kecamatan Lemong, Kabupaten Pesisir Barat dikelola oleh masyarakat Desa Tanjung Jati sendiri dengan di bentuknya petugas khusus yang bertugas mengelola ketersediaan air bersih. Masyarakat membantu mengawasi kondisi prasarana dan melaporkan jika ada kerusakan-kerusakan. Partisipasi masyarakat dalam memulihkan kelangsungan air bersih di Desa Tanjung Jati, Kecamatan Lemong, Kabupaten Pesisir Barat yaitu berupa partisipasi dalam bentuk ide dengan memberikan gagasan adanya sumber mata air yang dapat dimanfaatkan, sumbangan tenaga dengan melakukan gotong royong, dan sumbangan materi dengan iuran rutin bulanan. ABSTRACT The use of water as a resource for various different interests creates conflicts of interest, such as competition for water for irrigation and industrial activities. Lack of water in humans, animals and plants can hamper health, growth, productivity levels, and even cause death. Food security programs will be difficult to realize without the availability of sufficient water supplies. The level of community participation is very necessary. This participation is not only sufficient at the planning and development stage, but also at the management stage. The higher the community participation, the smoother an activity will be. In this research, researchers will describe in more detail the participation of the people of Tanjung Jati Village, Lemong District, Pesisir Barat Regency in exploiting the local potential of clean water together with the village government. In this research, researchers used qualitative methods with research types, namely field research and a qualitative approach as well as descriptive research. The data collection techniques in this research are interviews, observation and documentation. In this research, the author used a purposive sampling technique, namely sampling based on the researcher's subjective considerations, the basis of consideration was determined by the researcher based on the criteria that must be met as a sample. Based on the criteria provided by the author, the sample taken was 8 people. The results of this research are: The clean water management system in Tanjung Jati Village, Lemong District, Pesisir Barat Regency is managed by the Tanjung Jati Village community itself with the formation of special officers tasked with managing the availability of clean water. The community helps monitor the condition of infrastructure and reports any damage. Community participation in restoring the continuity of clean water in Tanjung Jati Village, Lemong District, Pesisir Barat Regency is in the form of participation in the form of ideas by providing ideas for springs that can be utilized, donations of energy through mutual cooperation, and material donations with regular monthly fees.
