Abstract

ABSTRAK Hal yang sangat penting dalam permasalahan anak jalanan ini Dinas Sosial perlu ekstra bekerja dalam melakukan pembinaan serta dari sisi sosial masyarakat pun tidak sedikit lembaga yang ikut membantu dalam permasalahan ini untuk diatasi. Namun ada pula hambatan yang dihadapi Dinas Sosial Kota Bandar Lampung diantaranya Dinas Sosial Kota Bandar Lampung tidak mempunyai panti terpadu, selama ini Dinas Sosial menjalin kerja sama dengan berberapa Yayasan dalam memberikan pelayanan dan pembinaan kepada anak jalanan. Tujuan dari penelitian ini adalah untuk mengetahui pembinaan yang dilakukan oleh Dinas Sosial dalam upaya mengurangi anak jalanan yang ada di Kota Bandar Lampung. Tipe penelitian ini menggunakan tipe penelitian deskriptif dengan pendekatan kualitatif. Berdasarkan hasil penelitian menunjukkan bahwa pelaksanaan pelayanan dan pembinaan anak jalanan yang dilakukan Dinas Sosial Kota Bandar Lampung berupa pencegahan, penanggulangan,pergaulan bebas dan rehabilitasi masih menghadapi berbagai permasalahan seperti: keterbatasan SDM, dana, sarana dan prasarana, serta kualitas pelayanan yang masih bervariasi. Hal ini mengakibatkan usaha yang dilakukan oleh Dinas Sosial belum menunjukkan hasil yang diharapkan oleh Pemerintah Kota Bandar Lampung. Faktor penghambat Dinas Sosial Kota Bandar Lampung dalam pembinaan anak jalanan yaitu tidak adanya panti asuhan yang dimiliki pemerintah kota Bandar Lampung sehinggga biaya yang dikeluarkan oleh Dinas Sosial cukup besar. Dinas sosial masih bekerja sama dengan panti asuahan yang dikelola oleh pihak swasta, akibatnya banyak anak jalanan yang masih beraktivitas sebagai pengamen dan pengemis di tempat-tempat umum maupun di lampu-lampu merah. Kata Kunci: Pelayanan dan pembinaan, Dinas Sosial, Anak Jalanan iii ABSTRACT The most important thing regarding the problem of street children is that the Social Service needs to work extra hard in providing guidance and from the social side of the community, there are quite a few institutions that are helping to overcome this problem. However, there are also obstacles faced by the Bandar Lampung City Social Service, including the Bandar Lampung City Social Service not having an integrated home. So far, the Social Service has collaborated with several foundations in providing services and guidance to street children. The aim of this research is to determine the guidance carried out by the Social Service in an effort to reduce street children in Bandar Lampung City. This type of research uses descriptive research with a qualitative approach. Based on the research results, it shows that the implementation of services and development for street children carried out by the Bandar Lampung City Social Service in the form of prevention, management, promiscuity and rehabilitation still faces various problems such as: limited human resources, funds, facilities and infrastructure, as well as the quality of service which still varies. This has resulted in the efforts carried out by the Social Service not showing the results expected by the Bandar Lampung City Government. The inhibiting factor for the Bandar Lampung City Social Service in developing street children is that there is no orphanage owned by the Bandar Lampung city government, so the costs incurred by the Social Service are quite large. The social service still collaborates with orphanages managed by the private sector, as a result, many street children are still active as buskers and beggars in public places and at red lights.
