Abstract

ABSTRAK Kost atau indekost adalah sebuah jasa yang menawarkan sebuah kamar atau tempat untuk ditinggali dengan sejumlah pembayaran tertentu untuk setiap periode tertentu. Rumah kost merupakan suatu tempat tinggal yang disewakan kepada pihak lain dengan fasilitas-fasilitas tertentu dengan harga yang lebih terjangkau dari pada hotel atau penginapan. Rumah kost lebih akrab digunakan sebagai domisili, karena kebanyakan tempat kost disewa dalam jangka waktu yang cukup lama dari pada hotel atau tempat penginapan yang menggunakan hitungan hari. Rumusan masalah: 1) Bagaimana Implementasi Pasal 54 Ayat (1) Peraturan Daerah Kota Bandar Lampung Nomor 01 Tahun 2018 Tentang Ketentraman Masyarakat dan Ketertiban Umum di Satuan Polisi Pamong Praja Kelurahan Sukarame? 2) Bagaimana Analisis Siyasah Tanfiziyah terhadap Implementasi Pasal 54 Ayat (1) Peraturan Daerah Kota Bandar Lampung Nomor 01 Tahun 2018 Tentang Ketentraman Masyarakat dan Ketertiban Umum di Satuan Polisi Pamong Praja Kelurahan Sukarame? Tujuan penelitian ini yaitu: 1). Untuk mengetahui Implementasi Pasal 54 Ayat (1) Peraturan Daerah Kota Bandar Lampung Nomor 01 Tahun 2018 Tentang Ketentraman Masyarakat dan Ketertiban Umum di Satuan Polisi Pamong Praja Kelurahan Sukarame. 2). Untuk mengetahui Aalisis Siyasah Tanfiziyah Terhadap Implementasi Pasal 54 Ayat (1) Peraturan Daerah Kota Bandar Lampung Nomor 01 Tahun 2018 Tentang Ketentraman Masyarakat dan Ketertiban Umum di Satuan Polisi Pamong Praja Kelurahan Sukarame. Jenis penelitian yang digunakan yaitu penelitian lapangan (field research) dengan menggunakan sifat deskriftif Analisis kualitatif dan sumber data yang digunakan yaitu data primer dan data skunder. Teknik pengumpulan data meliputi, wawancara dan dokumentasi. Berdasarkan hasil penelitian dapat disimpulkan bahwa Implementasi Pasal 54 Ayat (1) Peraturan Daerah Kota Bandar vi Lampung Nomor 01 Tahun 2018 Tentang Ketentraman Masyarakat Dan Ketertiban Umum sudah terimplementasi namun belum maksimal karena masih ada beberapa penghuni kost-kostan yang melanggar peraturan Daerah Kota Bandar Lampung sehingga masih kurang efektif di kalangan masyarakat terkhusus penghuni kost-kostan yang masih melanggar Peraturan Daerah Kota Bandar Lampung. Tinjauan Siyasah Tanfiziyah terhadap Implementasi Pasal 54 Ayat (1) Peraturan Daerah Kota Bandar Lampung Nomor 01 Tahun 2018 Tentang Ketentraman Masyarakat dan Ketertiban Umum sudah menjalankan atau melaksanakan aturan yang sejalan dengan syariat Islam yang bertujuan untuk kemaslahatan umat manusia dalam pandangan Siyasah Tanfiziyah karena sudah menjalankan amanah dari Peraturan Perundang-undangan tersebut. vii ABSTRACT Boarding house or boarding house is a service that offers a room or place to stay for a certain amount of payment for each certain period. A boarding house is a residence that is rented to other parties with certain facilities at a more affordable price than a hotel or inn. Boarding houses are more commonly used as domiciles, because most boarding houses are rented for quite a long period of time rather than hotels or lodgings which use a matter of days. Problem formulation: 1) How is the implementation of Article 54 Paragraph (1) of Bandar Lampung City Regional Regulation Number 01 of 2018 concerning Community Peace and Public Order in the Sukarame Village Civil Service Police Unit? 2) What is the Siyasah Tanfiziyah analysis of the implementation of Article 54 Paragraph (1) of Bandar Lampung City Regional Regulation Number 01 of 2018 concerning Community Peace and Public Order in the Sukarame Village Civil Service Police Unit? The objectives of this research are: 1). To find out about the implementation of Article 54 Paragraph (1) of Bandar Lampung City Regional Regulation Number 01 of 2018 concerning Community Peace and Public Order in the Sukarame Village Civil Service Police Unit. 2). To find out the Siyasah Tanfiziyah Analysis of the Implementation of Article 54 Paragraph (1) of Bandar Lampung City Regional Regulation Number 01 of 2018 concerning Community Peace and Public Order in the Sukarame Village Civil Service Police Unit. The type of research used is field research using descriptive qualitative analysis and the data sources used are primary data and secondary data. Data collection techniques include interviews and documentation. Based on the research results, it can be concluded that the implementation of Article 54 Paragraph (1) of Bandar Lampung City Regional Regulation Number 01 of 2018 concerning Community Peace and Public Order has been implemented but is not yet optimal because there are still some boarding house residents who violate Bandar Lampung City Regional Regulations so they are still less effective among the community, especially boarding house residents viii who still violate Bandar Lampung City Regional Regulations. Siyasah Tanfiziyah's review of the implementation of Article 54 Paragraph (1) of Bandar Lampung City Regional Regulation Number 01 of 2018 concerning Community Peace and Public Order has carried out or implemented regulations that are in line with Islamic law which aims for the benefit of humanity in the view of Siyasah Tanfiziyah because it has carried out its mandate of these Legislative Regulations
