Abstract

ABSTRAK Oleh MASHURI Wabah pandemi Covid-19 (coronavirus Disease 2019) yang mengguncang indonesia ditahun 2020 ini berdampak sangat buruk di semua aspek, salah satunya adalah banyaknya masyarakat yang kehilangan pekerjaannya. Banyaknya perusahaan-perusahaan yang mengalami kerugian menjadi penyebabnya, sehingga mengharuskan mereka mem-PHK karyawannya karena mengalami kepailitan. Karena adanya masalah tersebut, pemerintah menghadirkan program kartu prakerja sebagai salah satu solusi dari masalah yang sedang terjadi. Penelitian ini juga bertujuan agar mengetahui proses dan tindak lanjut implementasi kebijakan Kartu Prakerja dalam peningkatan kompetensi kerja di Kecamatan Ngaras Kabupaten Pesisir Barat. Metode yang digunakan dalam penelitian ini yakni peneitian kualitatif yang bersifar deskriptif dengan jenis penelitian lapangan (field research) dengan metode Snowball sampling. Berdasarkan hasil penelitian menggunakan teori Edward III; program kartu prakerja sudah mengkomunikasikan mengenai persyaratan melalui berbagai lini masa. Namun, karena masih terdapat beberapa miskomunikasi bagi pendaftar yang lolos dengan tidak sesuainya persyaratan dan kurang meluas nya sosialisasi secara merata kepada masyarakat. Adapun sumberdaya, masyarakat yang mengikuti program prakerja ini senang karena memberikan banyak manfaat bagi masyarakat. Pada disposisi, terdapat kepuasan bagi peserta yang sudah lolos program prakerja dan sudah mengikuti pelatihannya. Dan struktur birokrasi, SOP dalam Peraturan pogram prakerjan ini sudah cukup baik dilihat dari aspek SOP yang telah memuat persyaratan dan aturan bagi pendaftar prakerja. ABSTRACT The Covid-19 (coronavirus Disease 2019) pandemic that rocked Indonesia in 2020 had a very bad impact on all aspects, one of which is the large number of people who have lost their jobs. The number of companies that experience losses is the cause, so it requires them to lay off their employees because they are in bankruptcy. Because of this problem, the government presents the Prakerja card program as one of the solutions to the problems that are currently happening. This research also aims to know the process and follow-up to the implementation of the Prakerja Card policy in improving work competence in Ngaras District, Pesisir Barat Regency. The method used in this study is qualitative research that is descriptive with the type of field research (field research) with the Snowball sampling method. Based on the results of research using Edward III's theory; The pre-employment card program has communicated requirements through various timelines. However, there is still some miscommunication for applicants who pass due to non-compliance with the requirements and lack of widespread socialization to the community. As for resources, people who take part in this pre�employment program are happy because it provides many benefits to the community. In terms of disposition, there is satisfaction for participants who have passed the pre-employment program and have attended the training. And the bureaucratic structure, SOPs in the pre-employment program regulations are quite good from the SOP aspect which contains requirements and rules for pre-employment applicants.
