Abstract

ABSTRAK COLLABORATIVE GOVERMENT DALAM MENANGANI GANGSTER DI KOTA BANDAR LAMPUNG Oleh SYALLWA AZZRIL SAPUTRI Penelitian ini bertujuan untuk mengetahui dampak collaborative government dalam menangani gangster di kota bandar lampung yang diukur melalui pertama, rasio tindakan sebelum dan sesudah adanya program kamtibmas pada collaborative government dan kedua, Rasio jumlah angota gangster. Jenis penelitian ini adalah kualitatif yang sifatnya deskripstif analisis, dimana data dikumpulkan dengan metode observasi,wawancara dan dokumentasi. Informan dalam penelitian ini sebanyak 7 orang. 2 orang dari pihak kepolisian, 2 orang dari pihak uptd insan berguna, 1 orang dari Dinas Sosial Kota Bandar Lampung, 1 orang dari Dinas Sosial Provinsi Lampung, 1 orang dari Dinas Pendidikan Dan Kebudayaan Kota Bandar Lampung. Hasil yang diperoleh dalam penelitian ini disimpulkan bahwa: pertama, tindak kejahatan yang dilakukan oleh gangster di kota bandar lampung dikategorikan dalam 4 jenis yaitu: tawuran, balapan liar, senjata tajam, dan pengeroyokan. Dalam kurun waktu 3 tahun terakhir yaitu dari tahun 2018-2020 tercatat bahwa pada tahun 2018 sebanyak 17 kasus,pada tahun 2019 sebanyak 25 kasus, pada tahun 2020 sebanayak 10 kasus dan kedua,program kegiatan bersama yang di buat oleh pemerintah dalam menangani gangster di kota bandar lampung yaitu: (a) kegiatan bersama pada program patrol rutin, (b) kegiatan bersama pada program sosialisasi di tingkat sekolah smp dan sma, (c) kegiatan bersama dalam program diskusi publik. Kata Kunci: collaborative government, gangster, kota bandar lampung. ABSTRACT COLLABORATIVE GOVERMENT IN DEALING WITH GANGSTERS IN THE CITY OF BANDAR LAMPUNG By SYALLWA AZZRIL SAPUTRI This research aims to determine the impact of collaborative government in dealing with gangsters in the city of Bandar Lampung which is measured first, the ratio of actions before and after the existence of the social security and order program in the collaborative government and second, the ratio of the number of gangster members. This type of research is qualitative, descriptive analysis in nature, where data is collected using observation, interviews and documentation methods. The informants in this study were 7 people. 2 people from the police, 2 people from the Uptd Human Services, 1 person from the Bandar Lampung City Social Service, 1 person from the Lampung Provincial Social Service, 1 person from the Bandar Lampung City Education and Culture Service. The results obtained in this research concluded that: first, crimes committed by gangsters in the city of Bandar Lampung were categorized into 4 types, namely: brawls, illegal racing, sharp weapons, and beatings. In the last 3 years, namely from 2018-2020, it was recorded that in 2018 there were 17 cases, in 2019 there were 25 cases, in 2020 there were 10 cases and secondly, the joint activity program created by the government in dealing with gangsters in the city bandar Lampung, namely: (a) joint activities in the routine patrol program, (b) joint activities in the socialization program at junior and senior high school levels, (c) joint activities in the public discussion program.
