Abstract

ABSTRAK Salah satu indikator tercapainya pembangunan infrastruktur adalah sumber daya modal, modal ini digunakan dalam proses pembangunan. Oleh karenanya pemerintah melakukan belanja anggaran. Salah satu kebijakan fiskal pemerintah ialah dengan menerbitkan instrument keuangan syariah untuk mendukung pembiayaan pembangunan yang berkelanjutan. Yakni dengan menerbitkan Green Sukuk yang bertujuan untuk membiayai proyek hijau yang memenuhi syarat sektor hijau. Metode penelitian yang digunakan adalah metode kuantitatif dengan pendekatan deskriptif kuantitatif menggunakan data sekunder. Data sekunder yang digunakan bersumber dari beberapa publikasi Kementrian Keuangan Republik Indonesia dan Direktorat Jenderal Pengelolaan Pembiayaan dan Resiko (DJPPR)/Direktorat Pembiayaan Syariah. Populasi yang menjadi objek penelitian yaitu semua penerbitan Green Sukuk dalam kurun waktu 2018-2022. Teknik yang digunakan adalah teknik purposive sampling, yaitu dipilih secara cermat sehingga relevan dengan desain penelitian. Berdasarkan hasil uji hipotes (uji t) diketahui bahwa t hitung sebesar 34.53668, lebih besar daripada t-tabel sebesar 3,18245. Maka menolak H0 dan menerima HI, yang berarti bahwa variabel Anggaran Green Sukuk berpengaruh positif dan signifikan terhadap Pembangunan Infratruktur Hijau di Indonesia. Dana penjualan green sukuk tahun 2018-2022 telah dialokasikan pada 8 sektor dari 9 Eligible Green Sektor. Menurut pandangan Islam Instrumen pembiayaan Green Sukuk untuk infratruktur hijau sejalan dengan perintah agama, yakni perintah untuk menjaga lingkungan. Menjaga lingkungan adalah bagian dari menjaga ajaran-ajaran agama islam, menjaga harta serta menjaga akal dan keberlangsungan hidup. Kata Kunci: Sukuk Hijau, Pembiayaan Infrastruktur Hijau, Sektor Hijau. iv ABSTRACT One indicator of achieving infrastructure development is capital resources, this capital is used in the development process. Therefore, the government carries out budget spending. One of the government's fiscal policies is to issue sharia financial instruments to support sustainable development financing. Namely by issuing Green Sukuk which aims to finance green projects that meet green sector requirements. The research method used is a quantitative method with a quantitative descriptive approach using secondary data. The secondary data used comes from several publications from the Ministry of Finance of the Republic of Indonesia and the Directorate General of Financing and Risk Management (DJPPR)/Directorate of Sharia Financing. The population that is the object of research is all Green Sukuk issuances in the 2018-2022 period. The technique used is purposive sampling technique, which is chosen carefully so that it is relevant to the research design. Based on the results of the hypothesis test (t test), it is known that the calculated t is 34.53668, greater than the t-table of 3.18245. So rejecting H0 and accepting HI, which means that the Green Sukuk Budget variable has a positive and significant effect on Green Infrastructure Development in Indonesia. Green sukuk sales funds for 2018-2022 have been allocated to 8 sectors out of 9 Eligible Green Sectors. According to Islamic views, Green Sukuk financing instruments for green infrastructure are in line with religious commands, namely the command to protect the environment. Protecting the environment is part of maintaining the teachings of the Islamic religion, protecting property and maintaining reason and survival.
