Abstract

ABSTRAK Peraturan Gubernur Lampung Nomor 09 Tahun 2020 tentang Program Petani Berjaya merupakan program unggulan Pemerintah Provinsi Lampung yang diintruksikan kepada seluruh kepala daerah yang berada di Provinsi Lampung agar diterapkan serta dijalankan secara maksimal menyeluruh disemua desa wilayahnya. Program ini bertujuan untuk meningkatkan pendapatan petani menuju kesejahteraan petani yang ada di Provinsi Lampung khususnya masyarakat pedesaan yang didominasi bekerja sebagai petani. Berupaya menjaga kesediaan pupuk, benih dan bibit, memanajemen risiko usaha tani, jadwal tanam, penyaluran air, pemodalan, dan kesediaan bahan pangan. Jenis penelitian yang dipilih adalah (field research) dengan menggunakan data analisis kualitatif yang sifatnya hanya menggambarkan serta menjabarkan temuan di lapangan tanpa memerlukan hipotesis, sifat penelitian ini adalah deskriptif analisis. Data primer diperoleh melalui interview terhadap informan yang mengetahui persoalan penelitian, dan sedangkan data sekunder diperoleh dari buku-buku dan jurnal yang relevan dengan penelitian ini. Penelitian ini menggunakan teknik pengumpulan data wawancara, observasi, dokumentasi, dan analisis data. Berdasarkan hasil dari penelitian yang sudah dilaksanakan dapat disimpulkan bahwa Implementasi Program Kartu Petani Berjaya di Pekon Gadingrejo Utara tidak pelaksanaanya belum berjalan sebagaimana mestinya, dikarenakan tidak adanya penyuluhan kepada Petani yang dilakukan oleh Dinas Pertanian serta tidak amanahnya pengurus kelompok tani dalam mendistribusikan sarana produksi pertanian kepada petani. Berdasarkan Perspektif Siyasah Tanfidziyyah terhadap Implementasi Program Kartu Petani Berjaya di Pekon Gadingrejo Utara pelaksanaannya tidak sesuai dengan isi peraturan yang telah dibuat dan belum sesuai dengan siyasah tanfidziyyah dan siyasah wadh’iyah untuk menciptakan nilai adil atau nilai yang mengedepankan kemaslahatan bagi seluruh masyarakat, dalam hal ini kemaslahatan para Petani. Hasilnya berdasarkan data dari lapangan mengenai peraturan yang telah dibuat oleh Pemerintah Provinsi tidak dijalankan secara baik. Kata Kunci : Kartu Petani Berjaya, Petani, Siyasah Tanfidziyyah iii ABSTRACT Governor of Lampung Regulation Number 09 of 2020 concerning the Successful Farmers Program is a flagship program of the Lampung Provincial Government which was instructed to all regional heads in Lampung Province to implement and run it optimally in all villages in the region. This program aims to increase farmers' income towards the welfare of farmers in Lampung Province, especially rural communities who are dominated by working as farmers. Attempts to maintain the availability of fertilizers, seeds and seedlings, risk management of farming business, planting schedule, distribution of water, capital, and availability of food. The type of research chosen is (field research) using qualitative analysis data which only describes and describes findings in the field without the need for hypotheses, the nature of this research is descriptive analysis. Primary data were obtained through interviews with informants who knew the research issues, and secondary data were obtained from books and journals that were relevant to this research. This research uses data collection techniques of interviews, observation, documentation, and data analysis. Based on the results of the research that has been carried out, it can be concluded that the Implementation of the Victory Farmer Card Program in North Gadingrejo Village is not running as it should. There was no socialization that reached the Farmers, both Hamparan Farmers and Shareholder Farmers, so they did not know about the program. PPL and the Farmer Group Management did not communicate well with the Farmers which only made the Program known to the Farmer Group Management, and there was no transparency from the Farmer Group Management regarding the personal data of the Farmers they collected for registration for the Lucky Farmer Card Program. Based on the Siyasah Tanfidziyyah Perspective on the Implementation of the Victory Farmer Card Program in North Gadingrejo Village, it is not in accordance with the contents of the regulations that have been made and is not in accordance with the principles that exist in Siyasah Syar'iyyah to create value that prioritizes the benefit of the whole community. The results are based on data from the field regarding regulations that have been made by the Provincial Government that are not implemented properly.
