Abstract

ABSTRAK Pekon Malaya merupakan salah satu Pekon di Kecamatan Lemong Kabupaten Pesisir Barat yang sudah menyelesaikan penyusunan RPJMDes sejak awal dikeluarkannya surat keputusan kepala desa, dilihat dari tahapan penyusunan Rencana Pembangunan Jangka Menengah Desa (RPJMDes) masih banyak terdapat masalah di dalam proses penyusunan dikarenakan kurangnya pengetahuan petugas dalam penyusunan RPJMDes, tidak adanya peranan perempuan dalam penyusunan, serta minimnya partisipasi masyarakat dalam penyusunan RPJMDes sehingga pemerintahan dan masyarakat Pekon Malaya kurang produktif dalam merumuskan arah dan tujuan pembangunan desa sebagaimana yang sudah di jelaskan di dalam Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 114 Tahun 2014 tentang Pedoman Pembangunan Desa sehingga secara substansi pembangunan yang ada di Pekon Malaya masih jauh dari harapan dan cita-cita.Masalah dalam penelitian ini adalah bagaimana implementasi Pemendagri Nomor 114 tahun 2014 tentang Pedoman Pembangunan Desa yang dilakukan di Pekon Malaya Kecamatan Lemong Kabupaten Pesisir Barat? Bagaimana Tinjauan Fiqh Siyasah terhadap Implementasi Pemendagri Nomor 114 tahun 2014 tentang Pedoman Pembangunan Desa di Pekon Malaya Kecamatan Lemong Kabupaten Pesisir Barat? Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan melakukan studi lapangan. Karena dalam prosesnya melibatkan informan untuk mendapatkan informasi yang akan diperoleh dari mereka yang terlibat langsung dalam pelaksanaan Permendagri Nomor 114 Tahun 2014. Sehingga penulis dapat memperoleh hasil yang objektif sesuai keadaan yang terjadi di lapangan. Hasil penelitian diperoleh bahwa Implementasi Permendagri Nomor 114 Tahun 2014 Tentang Pedoman Pembangunan Desa di Pekon Malaya dalam perencaan hingga pelaksanaan pembangunan desa sudah dijalankan namun pada pelaksanaanya belum berjalan secara optimal. Melihat bahwa kurangnya partisipasi anggota perempuan, masyarakat miskin dan kelompok profesi di dalamnya dan iv keterlibatan masyarakat di dalam proses penyusunan RPJMDes di tingkat desa seperti masih belum optimal. Tinjauan pandangan fiqh siyasah terhadap implementasi Permendagri Nomor 114 Tahun 2014 tentang pedoman pembanguan desa di Pekon Malaya yang dilaksanakan oleh Kepala Desa Pekon Malaya Kecamatan Lemong Kabupaten Pesisir Barat sebagai unsur pelaksana dari pemerintahan Kabupaten dan dalam kaitannya dengan fiqh siyasah bahwa implementasi belum sesuai dengan fiqh siyasah tanfidziyyah. Hal ini karena kebijakan pembangunan dan pemberdayaan desa di Pekon Malaya belum dilaksanakan secara optimal. Kebijakan tersebut belum dilaksanakan dengan baik dengan dan kebijakan tersebut belum dapat memberikan kemaslahatan bagi kehidupan masyarakat. Kata Kunci: RPJMDes, Pembangunan Desa, Fiqh Siyasah v ABSTRACT Pekon Malaya is one of the Pekon in Lemong District, Pesisir Barat Regency which has completed the preparation of the RPJMDes since the issuance of the village head's decree, judging from the stages of preparing the Village Medium-Term Development Plan (RPJMDes), there are still many problems in the drafting process due to the lack of knowledge of staff in the preparation of the RPJMDes, the absence of the role of women in the preparation, and the minimal participation of the community in the preparation of the RPJMDes so that the Pekon Malaya government and society are less productive in formulating the direction and goals of village development as explained in the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 114 of 2014 concerning Guidelines for Village Development so that in substance the development in Pekon Malaya is still far from the hopes and aspirations. The problem in this study is how is the implementation of Pemdagri Number 114 of 2014 concerning Village Development Guidelines carried out in Pekon Malaya, Lemong District, Pesisir Barat Regency? How is Fiqh Siyasah's Review of the Implementation of Pemdagri Number 114 of 2014 concerning Guidelines for Village Development in Pekon Malaya, Lemong District, Pesisir Barat Regency? The method used in this study is a qualitative method by conducting field studies. Because in the process it involves informants to obtain information that will be obtained from those who are directly involved in the implementation of this Permendagri. So that the writer can obtain objective results according to the conditions that occur in the field. The research results showed that the implementation of Minister of Home Affairs Regulation Number 114 of 2014 concerning Village Development Guidelines in Pekon Malaya in planning and implementation of village development has been carried out but the implementation has not run optimally. Seeing that there is a lack of participation by members of women, poor communities and professional groups within them and community involvement in the vi process of preparing the RPJMDes at the village level is still not optimal. Review of the views of siyasah fiqh on the implementation of Minister of Home Affairs Regulation Number 114 of 2014 concerning village development guidelines in Pekon Malaya which is implemented by the Head of Pekon Malaya Village, Lemong District, Pesisir Barat Regency as the implementing element of the Regency government and in relation to siyasah fiqh that the implementation is not in accordance with tanfidziyyah siyasah fiqh. This is because village development and empowerment policies in Pekon Malaya have not been implemented optimally.
