Abstract

ABSTRAK Partisipasi politik adalah suatu mekanisme penting dalam suatu negara. Pada saat ini partisipasi politik masyarakat tepatnya didaerah Kecamatan Pendopo Kabupaten Empat Lawang sangat beragam, mulai dari warga yang ikut berpartisipasi maupun tidak, mereka masing-masing memiliki alasan yang berbeda-beda. Faktor-faktor yang mempengaruhi partisipasi politik masyarakat Kecamatan Pendopo Kabupaten Empat Lawang sangat beragam diantaranya, faktor eonomi, faktor pendidikan, faktor kesadaran politik, dan lain-lain yang terdiri dari tipologi pasif maupun spector. Tujuan penelitian ini adalah untuk mengetahui lebih dalam mengenai tentang faktor-faktor apa saja yang mempengaruhi partisipasi politik masyarakat Kecamatan Penodpo dalam tinjauan fiqh siyasah. Penelitian ini mengguanakan penelitian field research (penelitian lapangan) dengan sifat penelitian empiris analitik. Metode pengumpulan data menggunakan metode wawancara sebagai metode utama dan dokumentasi sebagai metode pendukung. Analisis data menggunakan analisis kualitatif. Dari penjabaran penulis dari bab-bab sebelumnya dapat diambil kesimpulan bahwa masyarakat di Desa Najungan Kecamatan Pendopo Kabupaten Empat Lawang, masih kurang baik dalam Pemilihan Kepala Daerah (PILKADA) di tahun 2018. Hal ini dikarenakan kesadaran politik masyarakat Desa Najungan Kecamatan Pendopo Kabupaten Empat Lawang masih sangat pasif. Kurangnya kesadaran politik masyarakat menyebabkan pelemahan pada legitimasi kepemimpinan yang terpilih, dan membahayakan pemerintahan yang sukses karena kebijakan yang dikeluarkan tidak ditaati dan kurang mendapat respon positif, dan hal ini bisa dimanfaatkan oleh oknum-oknum tertentu yang membutuhkan kekuasaan politik. Tinjauan fiqh siyasah terhadap partisipasi politik masyarakat di Desa Najungan Kecamtan Pendopo Kabupaten Empat Lawang, yaitu Islam tidak mengharuskan model pasti dalam menyampaikan aspirasi politik, namun menaati ulil amri (pemerintah) adalah suatu kewajiban selama kebijakan yang dikeluarkan tidak bertentangan dengan syariat. Perbedaan pendapat aspirasi politik dan kepentingan adalah hal yang wajar, tetapi prinsip menjaga persatuan dan kesatuan merupakan kunci utama kekuatan dan kemenangan selama masih dibina oleh aqidah yang kokoh. At this time, community political participation, specifically in the Pendopo District, Empat Lawang Regency, is very diverse, starting from residents who participate or not, they each have different reasons. The factors that influence the political participation of the people of Pendopo District, Empat Lawang Regency are very diverse, including economic factors, educational factors, political awareness factors, etc. which consist of passive and spector typologies. The aim of this research is to find out more about the factors that influence the political participation of the people of Penodpo District in reviewing siyasah fiqh. This research uses field research with the nature of analytical empirical research. The data collection method uses the interview method as the main method and documentation as the supporting method. Data analysis uses qualitative analysis. From the author's explanation of the previous chapters, it can be concluded that the people in Najungan Village, Pendopo District, Empat Lawang Regency, are still not doing well in the Regional Head Election (PILKADA) in 2018. This is because the political awareness of the people of Najungan Village, Pendopo District, Empat Lawang Regency is still low. very passive. Lack of public political awareness weakens the legitimacy of elected leadership, and endangers successful government because the policies issued are not adhered to and do not receive a positive response, and this can be exploited by certain individuals who need political power. A review of siyasah fiqh on community political participation in Najungan Village, Pendopo District, Empat Lawang Regency, namely that Islam does not require a definite model in conveying political aspirations, but obeying ulil amri (government) is an obligation as long as the policies issued do not conflict with sharia. Differences in opinion, political aspirations and interests are normal, but the principle of maintaining unity and oneness is the main key to strength and victory as long as it is fostered by strong aqidah.
