Abstract

ABSTRAK Akibat adanya kasus Covid-19 pemerintah membuat aturan Permendesa, PDTT No 6 Tahun 2020 tentang penggunaan Dana Desa yang dialihkan untuk pencengahan covid-19 serta penanganan dampak yang ditimbulkan. Rumusan masalah dalam penelitian ini adalah (1). Bagaimana penyaluran dan penggunaan Dana Desa yang dialihkan untuk pencegahan Covid-19 di Desa Poncowati Kecamatan Terbanggi Besar ? (2) Bagaimana kebijakan pengalihan penggunaan Dana Desa untuk pencegahan Covid-19 dalam tinjauann fiqh siyasah?. Tujuan penelitian ini untuk mengetahui penyaluran dan penggunaan Dana Desa Poncowati Kecamatan Terbanggi Besar yang dialihkan untuk pencegahan Covid-19 serta kebijakan pengalihan penggunaan Dana Desa untuk pencegahan Covid-19 melalui kajian fiqh siyasah. Penelitian ini merupakan penelitian kualitatif. Proses pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi. Kemudian dari hasil penelitian tersebut akan menghasilkan dan menjabarkan bagaimana fenomena yang terjadi di masyarakat terkait dengan efektifitas alokasi dana desa. Hasil penelitian ini menunjukkan bahwa tujuan disalurkannya dana desa adalah sebagai bentuk dari komitmen negara dalam melindungi dan memberdayakan desa itu sendiri. Pengalihan penggunaan dana Desa sebagai alokasi dana Covid-19 pada Desa Poncowati Kecamatan Terbanggi Besar Kabupaten Lampung Tengah sudah sesuai dengan isi Permendes No 11 tahun 2019, dimana 30% alokasi dana digunakan untuk pencegahan dan penanganan Covid-19. Hal ini sudah sesuai dengan Maslahah Mursalah dimana kegiatan tersebut merupakan bentuk pemerintah dalam mensejahterakan masyarakat serta membantu negara menanggulangi virus Covid-19 tersebut. iii ABSTRAK As a result of the Covid-19 case, the government issued Permendesa, PDTT No. 6 of 2020 regulations regarding the use of Village Funds which were diverted for the prevention of Covid-19 and handling the resulting impacts. The formulation of the problem in this study is (1). How is the distribution and use of Village Funds diverted for the prevention of Covid-19 in Poncowati Village, Terbanggi Besar District? (2) What is the policy on diverting the use of Village Funds for the prevention of Covid-19 in the fiqh siyasa review? The purpose of this study was to find out the distribution and use of Poncowati Village Funds in Terbanggi Besar District which were diverted for the prevention of Covid-19 and the policy of diverting the use of Village Funds for the prevention of Covid-19 through siyasah fiqh studies. This research is a qualitative research. The process of collecting data using the method of observation, interviews and documentation. Then the results of this research will produce and describe how the phenomena that occur in the community are related to the effectiveness of village fund allocation. The results of this study indicate that the purpose of channeling village funds is as a form of the state's commitment to protecting and empowering the village itself. The transfer of the use of Village funds as an allocation of Covid-19 funds to Poncowati Village, Terbanggi Besar District, Central Lampung Regency is in accordance with the contents of Permendes No. 11 of 2019, where 30% of the allocated funds are used for the prevention and handling of Covid-19. This is in accordance with Maslahah Mursalah where this activity is a form of government in improving the welfare of the community and helping the country overcome the Covid-19 virus.
