Abstract

ABSTRAK Program Keluarga Harapan (PKH) merupakan suatu program pengembangan sistem perlindungan sosial yang dapat meringankan dan membantu rumah tangga sangat miskin dalam hal mendapat askes pelayanan kesehatan dan pendidikan Dasar dengan harapan dengan ada nya program ini dapat mengurangi kemiskinan. Program ini dilatarbelakangi oleh adanya permasalahan utama pembangunan yaitu masih besarnya jumlah penduduk miskin serta rendahnya kualitas SDM. Rumusan masalah dalam penelitian ini ialah 1) Bagaimana peran dan tanggung jawab pemerintah dalam upaya mensejahterakan rakyat dengan program keluarga harapan di Desa Negara Ratu Kecamatan Sungkai Utara Kabupaten Lampung Utara? 2) Bagaimana pandangan fiqh siyasah syar’iyyah dalam mensejahterakan rakyat melalui program keluarga harapan di Desa Negara Ratu Kecamatan Sungkai Utara Kabupaten Lampung Utara?. Adapun tujuan dari penelitian ini ialah 1) Untuk mengetahui peran dan tanggung jawab pemerintah dalam upaya mensejahterakan rakyat dengan program keluarga harapan di Desa Negara Ratu Kecamatan Sungkai Utara Kabupaten Lampung Utara 2) Untuk mengetahui pandangan fiqh siyasah syar’iyyah dalam mensejahterakan rakyat melalui program keluarga harapan di Desa Negara Ratu Kecamatan Sungkai Utara Kabupaten Lampung Utara. Penelitian ini adalah penelitian lapangan, yang bersifat deskriptif analisis. Sumber datanya adalah data primer yang diperoleh dari wawancara kepada penerima PKH di desa Negara Ratu dan pemerintah yang terkait, data sekunder diperoleh dari buku-buku yang relevan dengan penelitian. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara dan dokumentasi. Analisis data melalui analisis kualitatif dengan menggunakan metode cara berfikir induktif. Peran negara dalam merealisasikan PKH dalam mensejahterakan masyarakat kurang mampu di Desa Negara Ratu Kecamatan Sungkai Utara Kabupaten Lampung Utara bahwa bantuan tersebut sudah direalisasikan hanya saja belum optimal di Desa Negara Ratu, bantuan iii yang direalisasikan tersebut masih terdapat masalah yaitu bantuan yang belum merata sehingga menimbulkan kecemburuan sosial terhadap warga lain dan permasalahan saldo kosong di rekening para penerima PKH. Pandangan Fiqh Siyasah terhadap peran pemerintah Desa dalam mensejahterakan masyarakat mengenai Program Keluarga Harapan dalam mensejahterakan masyarakat kurang mampu di Desa Negara Ratu Kecamatan Sungkai Utara Kabupaten Lampung Utara dipandang dalam hukum fiqih siyasah yaitu siyasah syar’iyyah. Aturan yang diterapkan masih belum sesuai dengan syari’at Islam, yaitu belum tepat sasaran dan kurangnya pengawasan Pemerintah terhadap rakyatnya sehingga penerapan aturan tersebut masih belum terlaksana sepenuhnya. This program is motivated by the main development problems, namely the large number of poor people and the low quality of human resources. The formulation of the problem in this research is 1) What are the roles and responsibilities of the government in efforts to improve the welfare of the people with the family hope program in Negara Ratu Village, North Sungkai District, North Lampung Regency? 2) What is the view of siyasah syar'iyyah fiqh in improving the welfare of the people through the family hope program in Negara Ratu Village, North Sungkai District, North Lampung Regency? The objectives of this research are 1) To find out the role and responsibilities of the government in efforts to improve the welfare of the people with the family of hope program in Negara Ratu Village, North Sungkai District, North Lampung Regency 2) To find out the view of siyasah syar'iyyah fiqh in improving the welfare of the people through the family of hope program in Negara Ratu Village, North Sungkai District, North Lampung Regency. This research is field research, which is descriptive analysis in nature. The data source is primary data obtained from interviews with PKH recipients in Negara Ratu village and the relevant government, secondary data obtained from books relevant to the research. Data collection techniques used are observation, interviews and documentation. Data analysis through qualitative analysis using the method of inductive thinking. The role of the state in realizing PKH in the welfare of underprivileged communities in Negara Ratu Village, North Sungkai District, North Lampung Regency is that this assistance has been realized but it is not yet optimal. In Negara Ratu Village, the assistance realized still has problems, namely the aid is not evenly v distributed, giving rise to social jealousy. towards other residents and the problem of empty balances in the accounts of PKH beneficiaries. The view of Siyasah Fiqh on the role of the Village government in the welfare of the community regarding the Family Hope Program in the welfare of underprivileged communities in Negara Ratu Village, North Sungkai District, North Lampung Regency is seen in the law of siyasah fiqh, namely siyasah syar'iyyah. The rules implemented are still not in accordance with Islamic law, namely not on target and there is a lack of government supervision of its people so that the implementation of these rules is still not fully implemented.
