Abstract

ABSTRAK IMPLEMENTASI PROGRAM BANTUAN OPERASIONAL SEKOLAH (BOS) DI SD NEGERI 2 BANJAR AGUNG KECAMATAN SEKAMPUNG UDIK LAMPUNG TIMUR Oleh YENI OKTAVIANA Pengelolaan dana bantuan operasional sekolah (BOS) dilakukan melalui mekanisme yang transparan dan akuntabel. Sekolah menerima dana dalam bentuk transfer langsung ke rekening sekolah. Dana tersebut kemudian digunakan untuk membiayai berbagai kegiatan operasional, seperti pembelian buku pelajaran, alat tulis, pengadaan sarana pendidikan, dan pemeliharaan gedung sekolah. Sekolah diharapkan melaporkan penggunaan dana tersebut secara berkala kepada instansi terkait. Pengawasan merupakan aspek penting dalam pelaksanaan Program Bantuan Operasional Sekolah. di SDN 2 Banjar Agung, Lampung timur, Lampung, Indonesia. Rumusan Masalah Penelitian ini : 1) Bagaimana Proses pendataan yang dilakukan oleh sekolah melalui DAPODIK? 2) Bagaimana Proses penetapan alokasi dana Bantuan Operasional Sekolah (BOS)? 3) Bagaimana Proses Penyaluran Dana BOS dari tingkat pusat sampai tingkatsekolah?. Fokus & Sub Fokus Penelitian : 1) Proses pendataan yang dilakukan oleh sekolah melalui DAPODIK. 2) Proses penetapan alokasi dana Bantuan Operasional Sekolah (BOS). 3) Proses Penyaluran Dana BOS dari tingkat pusat sampai tingkat sekolah. Tujuan Penelitian ini : 1) Mengetahui Bagaimana Proses Pendataan yang dilakukan oleh sekolah melalui DAPODIK. 2) Mengetahui Bagaimana Proses Penetapan alokasi dana Bantuan Operasional Sekolah (BOS). 3) Mengetahui proses penyaluran dana bos dari tingkat pusat sampai tingkat sekolah. Penelitian ini menggunakan metode deskriptif kualitatif, tenik pengumpulan data dengan cara wawancara dan dokumentasi. Sedangkan analisis data menggunakan metode interaktif Miles Huberman dan Saldana dengan langkah-langkah : 1) Pengumpulan data, 2) penyajian data, 3) Penarikan kesimpulan. Untuk keabsahan data menggunakan Triangulasi. Triangulasi yang digunakan ada 3 yaitu, triangulasi sumber, triangulasi Teknik, triangulasi waktu. Hasil temuan penelitian ini masih banyak pelaksanaan pendidikan yang belum maksimal, seperti infrastruktur yang kurang memadai, pengadaan alat peraga yang masih belum optimal untuk membantu proses pembelajaran, dan tenaga pendidik yang masih kurang. Dan secara umum implementasi program BOS yang ada di SD Negeri 2 Banjar Agung telah dilaksanakan dengan sesuai dengan juknis yang ditentukan oleh pemerintah. Dari terbentuknya tim manajemen BOS, pendataan melalui aplikasi DAPODIK terkait dengan jumlah siswa, kemudian penetapan alokasi dana dan menyusun aplikasi RKAS berdasar data jumlah siswa sekolah tersebut, proses penyaluran Dana Bos dari tingkat pusat hingga ke tingkat sekolah itu melalui berbagai tahap yaitu penyaluran dari dana kas umum Negara (KUN) ke kas umum Daerah(KUD) Provinsi, selanjutnya penyaluran dana dari KUD provinsi ke rekening sekolah. These funds are then used to finance various operational activities, such as purchasing textbooks, stationery, procuring educational facilities, and maintaining school buildings. Schools are expected to periodically report the use of these funds to the relevant agencies. Supervision is an important aspect in the implementation of the School Operational Assistance Program. at SDN 2 Banjar Agung, East Lampung, Lampung, Indonesia. Formulation of the Research Problem: 1) How is the data collection process carried out by schools through DAPODIK? 2) What is the process for determining the allocation of School Operational Assistance (BOS) funds? 3) What is the Process for Distribution of BOS Funds from the central level to the school level? Research Focus & Sub Focus: 1) The data collection process is carried out by schools through DAPODIK. 2) The process of determining the allocation of School Operational Assistance (BOS) funds. 3) The process of channeling BOS funds from the central level to the school level. The purpose of this research: 1) To find out how the data collection process is carried out by schools through DAPODIK. 2) Knowing the process of determining the allocation of School Operational Assistance (BOS) funds. 3) Knowing the process of channeling boss funds from the central level to the school level. This study uses a qualitative descriptive method, data collection techniques by means of interviews and documentation. While data analysis uses the interactive method of Miles Huberman and Saldana with the steps: 1) data collection, 2) data presentation, 3) drawing conclusions. For the validity of the data using Triangulation. There are 3 triangulations used, namely source triangulation, technical triangulation, and time triangulation. The findings of this study are that there are still many implementations of education that have not been maximized, such as inadequate infrastructure, procuring teaching aids that are still not optimal to assist the learning process, and educators who are still lacking. And in general the implementation of the BOS program in SD Negeri 2 Banjar Agung has been carried out in accordance with the technical guidelines determined by the government. From the formation of the BOS management team, data collection through the DAPODIK application related to the number of students, then determining the allocation of funds and compiling the RKAS application based on data on the number of school students, the process of distributing Bos Funds from the central level to the school level went through various stages, namely distribution of cash funds general public treasury (KUN) to the provincial general treasury (KUD), then the distribution of funds from the provincial KUD to the school account.
